The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members R. Boldus, J. Berg, C. Skeps, P. Messinger, J. Volimas and H. Lovelace. Unable to attend was T. Goodwin. Also present were City Administrator Robert Erickson, Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of September 17, 2003. The minutes of the September 17, 2003 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #6. King property acquisition. City Administrator Robert Erickson presented the committee with information regarding the recent purchase of 68 acres located in the th northwest quadrant of 185 Street and Dodd Boulevard from the King Estate. This site is proposed for a future community center operating under a public/private partnership. The property was purchased for $42,000 per acre and includes a 2-acre parcel with homestead which is planned to be demolished April 1, 2004. The average value of land in the Lakeville area is $72,000 per acre. Financing of the land purchase was achieved through bond defeasance proceeds ($1,861,912), storm water fund ($796,000) and park dedication fund ($330,914). The City?s contribution toward this project is the purchase of the land. The total estimated cost of the community center is $8-12 million. The site does have sewer and water accessibility. The location is within walking distance to Century Junior High which has no pool. Eastview Elementary School, Fire Station #4 and Water Treatment Facility could provide additional parking for special events. Mayor Johnson will contact the Parks, Recreation and Natural Resources Committee Chairperson for the purposes of setting up a taskforce. The Lakeville school district may also be involved. The facility is proposed to be similar to the City of Plymouth?s. Additional information will become public in the near future. Parks, Recreation and Natural Resources Committee Page 2 November 5, 2003 ITEM #7. Sale of City property adjacent Aronson Park. City Administrator Robert Erickson provided an update to the committee regarding the future Streets/Parks Maintenance facility. With the expected continued growth of Lakeville, the City is taking a proactive approach to securing land and building a facility which will serve the City?s needs for the th next 30 years. The City is pursuing the purchase of 40 acres at 179 Street and Cedar Avenue (former Lyndale Garden Center) from Joe Miller of Country Joe Homes to accommodate a new Public Works/Park Maintenance facility. The facility is expected to cost approximately $10-12 million. This site is centrally located in the City of Lakeville which will provide long-term cost-saving measures. The existing Street Department building will continue to be owned by the City of Lakeville and used for cold storage resulting for a savings of $1 million on the new facility. The existing Park Maintenance Department facility has been sold for $580,000 to Designed Cabinets and needs to be vacated by May 31, 2005. One component of the 40 acre purchase includes the sale of property located on the east side of Aronson Park to Joe Miller/Country Joe Homes for residential development. This area previously has been leased for farming purposes. 03.34 Motion by Lovelace and seconded by Berg to approve the concept of selling existing City property adjacent the east side of Aronson Park for future residential development purposes. Ayes ? 6 Nays ? 0 Motion passed. ITEM #5. Staff reports and summary of current projects. Klamath Trail Phase III - The project is complete and the final pay - request has been submitted. Village Creek Park is near completion with the picnic shelter yet to be - installed. Grass seed has been planted and all trails paved. The installation of the second pedestrian bridge has begun. Trails within Greenway Third Addition have been paved. - Trails within Crossroads will be finished when weather permits. - th ITEM#8. Crossroads 4 Addition final plat. D R Horton has submitted Crossroads 4th Addition final plat consisting of 20 single-family lots and one outlot. The subdivision is located north of th 179 Street and west of Gage Avenue. The developer is required to pay a cash contribution in the amount of $40,000 (20 single-family lots x $2,000 per dwelling unit) to satisfy the park dedication ordinance. 03.35 Motion by Messinger and seconded by Volimas to recommend City th Council considerapproval of Crossroads 4 Addition final plat including a cash contribution in the amount of $40,000 to satisfy the park dedication requirements. Parks, Recreation and Natural Resources Committee Page 3 November 5, 2003 In addition, the developer is required to follow all natural resources requirements detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 6 Nays ? 0 Motion passed. ITEM #9. Re-appointment of Advisory Committee Members. Terms for three members of the committee expire December 31, 2003. Letters have been sent to all three members. Howie Lovelace has indicated he will apply for another term. Carl Skeps indicated he will not seek reappointment. Member Goodwin will reply next week. ITEM #10. Unfinished business. Staff is working on a volunteer warminghouse attendant program. City employees and members of the high school?s National Honor Society may become involved. This issue will be monitored as volunteers step forward. We are considering high use areas will be staffed with volunteers. We will keep the committee informed as the effort continues. ITEM #11. New business. A resident has requested permission to plant apple trees in the outlot adjacent Highview Heights Park and he would donate the apples to the needy. The committee recommended the resident consider planting the apple trees in Ritter Farm Park. ITEM #12. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for November 19, 2003 at 6:00 PM at City Hall. ITEM #13. Adjournment. The meeting adjourned at 7:20 PM.
