PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
December 17, 2003
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members R. Boldus, C. Skeps, T. Goodwin, J.
Volimas and H. Lovelace. Unable to attend were P. Messinger and J.
Berg. Also present were Parks and Recreation Director Steve Michaud,
Environmental Resources Coordinator Mac Cafferty and Recording
Secretary Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of November 5, 2003.
The minutes of the November 5, 2003 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is
scheduled on the agenda.
ITEM #5. Staff reports and summary of current projects.
The maintenance staff are flooding rinks on three shifts.

The Lakeville Sno-Trackers have prepared and groomed trails at Ritter

Farm Park.
Jim Urie, Arts Center Coordinator and Nick Corbett, Arts Center Facility

Attendant have resigned. Applications are being accepted for both
positions.
ITEM #6. Chadwick Farms sketch plan.

Chadwick Farms proposed plat is to be located at 210 Street and
Jacquard Avenue. The plat consists of 216 single-family dwelling units on
142.25 acres. The east border of the plat adjoins Wild Meadows which is
adjacent the west side of Dodd Boulevard. This area of Lakeville would be
served by a neighborhood park approximately 8-9 acres in size. A
greenway corridor will run adjacent the south creek tributary which is
presently just north of County Road 70 from the westerly border of the
second high school easterly to Holyoke Avenue. Both the new high school
and the Chadwick plat would be required to dedicate the necessary
corridor to accommodate the proposed greenway. Staff has worked with
the developer to strategically locate the park providing good access to
future area residents and adjacent both a significant wetland, the proposed
future greenway corridor. There will be 8 foot trails on both sides of
Jacquard Avenue and sidewalks within the development. The wetland on
the site is a Type 2 (dry) is along South Creek with a 50-foot buffer.
Outlot C will be deeded to the City and Outlot D is owned by D R Horton.

The tree preservation plan includes 861 significant trees and 84 of the
trees will be marked as ?save trees?. There are also 658 evergreen trees
of which the majority will be transplanted within the site.
03.36Motion by Goodwin and seconded by Volimas
to recommend approval
of Chadwick Farms sketch plan as presented noting the following items:
A 50-foot buffer should be implemented on the south side of South

Creek.
An effort should be made to preserve as many trees as possible.

ITEM #8. Review of rules and rental fees for City athletic
facilities and rules and rental fees for use of City shelters and
buildings.
Resolutions regarding rules and rental fees for City athletic facilities and
rules and rental fees for use of City shelters and buildings were discussed.
After research completed by staff, it is recommended fees increase to be
closer to the level of surrounding communities.
03.38 Motion by Lovelace and seconded by Goodwin
to recommend City
Council consider approval of the rules and rental fees for City athletic
facilities and rules and rental fees for use of City shelters and buildings as
outlined.

Motion passed.
ITEM #7. Approval of 2004 meeting schedule.
The proposed schedule of the Parks, Recreation and Natural Resources
Committee was discussed. Meetings are scheduled preceding the
schedule of Planning Commission meetings.
03.37 Motion by Volimas and seconded by Lovelace
to recommend approval
of the 2004 meeting schedule for the Parks, Recreation and Natural
Resources Committee.

ITEM#9. Warming house volunteer program.
Staff has worked diligently on coordinating a warming house volunteer
program to enable warming houses at a limited number of sites to be
opened this winter. Warming houses will be opened at Dakota Heights,
Meadows Park and Parkview. Volunteers have stepped forward from the
Lakeville High School National Honor Society and Lakeville Hockey
Association. There are approximately 75 volunteers to date.
ITEM #10. Officers for 2004.
Committee members are encouraged to consider terms of office for the
2004 Parks, Recreation and Natural Resources Committee. Appointment
of officers will be conducted during the meeting to be held January 14,
2004.
ITEM #11. Unfinished business.
Dakota County is pursuing a regional park in the area of Empire Township
consisting of approximately 500 acres. In addition to the proposed Dakota
County Regional Park, a collaboration between the DNR and University of
Minnesota may create an additional 2,500 acres of public open space.
Collectively this is an opportunity for a 3,000 acre park. The DNR is
looking at creating a wildlife management area and an aquatic
management area. The aquatic management area includes one mile of
the Vermillion River Trout Stream. The U of M owns several hundred
acres adjacent theses properties known as Umore Park. This area is
presently being used as public open space providing equestrian trails and
hiking trails. The initial goal is to master plan these areas to maximize their
collective benefits to meeting short and long term park and open space
needs of the densely populated areas of Dakota County.
An ad-hoc task force is being developed for the planning of the community
center. More information will follow as it becomes available.
ITEM #12. New business.
ISD 194 Activities Program Task Force Report.

The Lakeville School Board was presented with a report by the ISD 194
Activities Program Task Force on November 25, 2003 regarding
programming for the high schools, middle schools, conference affiliation,
activities regarding staffing, youth athletic programming and athletic
facilities. The taskforce has drafted preliminary plans and
recommendations for issues associated with building a second high school
as it relates to major athletic associations such as baseball, soccer and
hockey. These organizations act as feeder systems to the high school
varsity programs and upon completion of the second high school these
associations may possibly be split by boundaries and have separate feeder
systems. The City did not have representation at this meeting and
therefore was not able to contribute to the discussion.

03.39 Motion by Goodwin and seconded by Skeps
to recommend the City
convene a meeting of interested parties regarding the use of facilities in
light of a second high school being constructed within the district, the
proposed community center and various other facilities as they relate to the
feeder system, schools and prioritization of scheduling.

ITEM #13. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for January 14, 2004 at 6:00 PM at City Hall.
