CITY OF LAKEVILLE
PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
February 4, 2004
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members J. Berg, P. Messinger, T. Goodwin and
J. Volimas. Unable to attend were R. Boldus and H. Lovelace. Also
present were Parks and Recreation Director Steve Michaud, Environmental
Resources Coordinator Mac Cafferty, Environmental Technician Ann
Messerschmidt and Recording Secretary Pat Vinje.
ITEM #3. Conduct public hearing on the City?s Storm Water
Pollution Prevention Plan (SWPPP).
Chair Berg called to order the public hearing for the City?s Storm Water
Pollution Prevention Plan (SWPPP).
Environmental Resources Coordinator Mac Cafferty conducted the City of
Lakeville Annual Storm Water Informational Meeting. He outlined the goals
of the City?s storm water pollution prevention plan, discussed the National
Pollution Discharge Elimination System Phase II permit, explained the
types of NPDES permits and detailed the stormwater pollution prevention
program in detail.
Requirements of the SWPPP include:
Best management practices (BMP) to be implemented

Practice to control pollution
?
Address six minimum control measures (MCM)

Public education and outreach
?
Public participation/involvement
?
Illicit discharge detection and elimination
?
Construction site storm water management
?
Pollution prevention/good housekeeping municipal operation

Include measurable goals

Educational goal for each MCM

The City did not receive any written or spoken comments from the public
prior to the public hearing and there were no citizen comments at the public
hearing.
Chair Berg announced thepublic hearing was closed at 6:20 PM.
No action was necessary regarding the public hearing on the City?s Storm
Water Pollution Prevention Plan (SWPPP).

ITEM #4. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of January 14, 2004.
The minutes of the January 14, 2004 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #5. Citizen Comments.
There were no citizens present at the meeting for items other than what is
scheduled on the agenda.
ITEM #6. Staff reports and summary of current projects.
The priority following a snow storm is to clear streets and trails
-
beginning as early as 1 AM (Streets Department) and 3 AM (Park
Maintenance). Following a large storm, it may take up to three days to
clear all trails and skating areas.
The Sno-Trackers have been grooming trails at Ritter Farm Park on

Fridays and Mondays and following heavy snowfalls.

ITEM#7. Lynwood North 8 Addition preliminary and final plat.

Lynwood North 8 Addition is located south of 165 Street and north of
Jacaranda Way. Cedar Wood Development Company proposes to plat 12
single-family residential lots on 5.97 acres of land. The site also includes
an existing single-family home, accessory building and pool which will be
removed. Review of the Parks and Open Space System Plan indicates no
park requirements in this area of Lakeville. An off-street 8-foot trail

presently exists on both sides of 165 Street. The tree preservation plan
includes saving 58 (40%) of the trees. Park dedication requirement
includes a cash contribution for 12 lots x $2,250 = $27,000.

to recommend City

Council considerapproval of Lynwood North 8 Addition preliminary and
final plat including a cash contribution in the amount of $27,000 to satisfy
the park dedication requirement.
In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #8. Unfinished business.
Applicants for the Parks, Recreation and Natural Resources Committee will
be interviewed on Wednesday, February 11 at the City Council work
session.

ITEM #9. New business.
The City received confirmation from Dakota County that the Dakota County
Farmland and Natural Areas Grant application that was submitted had

ranked 4 of 22 projects submitted with the top seven being recommended
for funding from the $20 million bond referendum. The preliminary
indication is the City of Lakeville will receive $625,000. The grant award of
$625,000 will assist with acquisition of 17 acres north of the East Lake
Community Park (formerly known as Northeast community Park/Tutewohl
property) also known as Nordic Square which is owned by Tradition
Development. The City will utilize 8.5 acres of park dedication and the
grant will purchase the remaining 8.5 acres.
ITEM #10. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for February 18, 2004 at 6:00 PM at City Hall.
ITEM #11. Adjournment.
The meeting adjourned at 7:00 PM.
