The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members J. Berg, R. Boldus, P. Messinger, H. Lovelace. Unable to attend were T. Goodwin and J. Volimas. Also present were Parks and Recreation Director Steve Michaud and Recording Secretary Pat Vinje. ITEM #3. Conduct public hearing on 2004-2005 park and trail development grant applications for the following projects: 1. Prairie Lake Neighborhood Park Phase I Development 2. Village Creek Greenway Trail Connection Project 3. East Lake Community Park Chair Berg called to order the public hearing for the 2004-2005 park and trail development grant applications at 6:06 PM. Prairie Lake Neighborhood Park Phase I Development th The future park is located north of 185 Street and west of 35-W in the Prairie Lake development. This will be the first neighborhood park in Lakeville west of 35-W. The proposed site consists of rolling fields, oak woodstands, ponds, wetlands and a small lake. The project proposal is to develop typical neighborhood park amenities. They include ballfield, open playfield, playground, trails, trail lights, picnic area, fishing area, parking lot and ¼ size basketball court. The park will be developed in two phases. First phase will start in the summer of 2004 and be completed by fall. Phase II proposes to be completed in the fall of 2006. Phase I will include site grading, parking lot, playground, basketball court, security lighting, trail lighting, park benches, ballfield, internal trails, picnic shelter, picnic tables and planning and engineering. Phase II will develop a park shelter building/restrooms, sewer and water hook-ups, paved and lighted hockey rink, pleasure skating, landscaping and planning and engineering. The estimated cost of phase I is $270,000. There are no tax increases associated with this project. It will be funded through park dedication fees and grant monies, if successfully awarded. Long-term maintenance costs are funded through the general fund. Village Creek Greenway Trail Connection Project Village Creek Greenway ? Phase II will complete a critical connection and final phase of the Village Creek Greenway Corridor Trail. The Village Creek Greenway project will follow existing natural areas and wetland Parks, Recreation and Natural Resources Committee Page 2 February 18, 2004 systems providing critical trail connections to Downtown Lakeville neighborhoods, existing major park facilities, downtown shopping areas, City Hall, Dakota County Library, a newly developed 100-acre residential development known as Village Creek, providing a passive cross-country greenway trail experience. The trail will be a 10? wide bituminous surface and will be 700? in length. Phase I trail development was completed in 2003 and consisted of constructing approximately 3,500 feet of trail. The estimated cost is $15,120. There are no tax increases associated with this project. It will be funded through park dedication fees and grant monies, if successfully awarded. Long-term maintenance costs are funded through the general fund. East Lake Community Park East Lake Community Park acquisition is a continued effort by the City of Lakeville to develop a major community park in the northeast section of Lakeville. The proposed project is adjacent park property formerly known as Northeast Community Park. Northeast Community Park was a recipient of a substantial grant from the Natural and Scenic Areas Grant Program in 1999 to assist with the acquisition of 40 acres. This project is a continued expansion of the Northeast Community Park project. The acquisition consists of purchasing 17 acres. The property is rich with a variety of wildlife habitat. In addition to 3700 feet of existing publicly owned lakeshore, this proposal will add an additional 1300 feet of lakeshore into public management. The shoreline consists of typical lake shoreline habitat ranging from steep wooded bluffs to high value wetlands. The property contains a mature oak stand complimented with grasslands areas, wetlands and bluffs. Abundant nesting areas are available for songbirds, woodpeckers, small and large mammals, migrating birds, raptor and shoreland birds. The project would be a joint acquisition between the City of Lakeville (Park Dedication Ordinance), Dakota County Natural Areas Grant Program and the State of Minnesota. The estimated acquisition cost is $1,445,000. There are no tax increases associated with this project. The acquisition is proposed to be funded through park dedication requirements and a grant through the Dakota County Farmland and Natural Areas program and if successful, grant funds through the MN DNR grant programs. Long-term maintenance costs are funded through the general fund. The City did not receive any written or spoken comments from the public prior to the public hearing and there were no citizen comments at the public hearing. Chair Berg announced thepublic hearing was closed at 6:18 PM. Parks, Recreation and Natural Resources Committee Page 3 February 18, 2004 No action was necessary regarding the public hearing for 2004-2005 park and trail development grant applications. ITEM #4. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of February 4, 2004. The minutes of the February 4, 2004 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #5. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #6. Staff reports and summary of current projects. The second 70-foot pedestrian bridge was installed at the Village Creek - greenway today. The outdoor ice rinks melted today are most likely unable to be - re-established. The volunteer rink attendant program was successful. Tom Barnard, Arts Center Coordinator, is settling into his position. He - worked for the Stewartville School District and brings valuable experience to the Arts Center. Council will interview two applicants for the Parks, Recreation and - Natural Resources Committee vacancy on Monday, February 23. Members of the Community Center Ad-Hoc Committee have been - chosen. Bob Boldus is the representative from this committee, the school district, Senior Center, Soccer Association and Baseball Association are all represented. th ITEM#7. Lake Place 4 Addition final plat. L A Donnay, Inc. has submitted an application to final plat 48 attached townhouse units, 14 twinhome units and one detached townhome unit. th The project is located south of 170 Street ¼ mile east of Pilot Knob Road. The developer is also responsible for grading in the greenway trail bench which was planned to be completed as part of the final phasing of the plat. Park dedication requirements include a cash contribution of $94,500 (63 x $1,500). In addition, the developer is required to grade and install the 10-foot wide greenway trail corridor. The cost of the trail will be reimbursed to the developer. The developer will provide a cost estimate for the trail construction less the cost of grading the trail which is a requirement of the overall plat grading plan. The timing of the bituminous installation will be coordinated by the City and dependent upon available funds to reimburse the developer. 04.05 Motion by Messinger and seconded by Lovelace to recommend City th Council considerapproval of Lake Place 4 Addition final plat including a cash contribution in the amount of $94,500 (63 x $1,500) to satisfy the park dedication requirement. Parks, Recreation and Natural Resources Committee Page 4 February 18, 2004 The developer is required to grade and install the 10-foot wide greenway trail corridor. The cost of the trail will be reimbursed to the developer. The developer will provide a cost estimate for the trail construction less the cost of grading the trail which is a requirement of the overall plat grading plan. The timing of the bituminous installation will be coordinated by the City and dependent upon available funds to reimburse the developer. An 8-foot trail th is also required along the south side of 170 Street adjacent the plat. Requirements and conditions for installation of this trail are outlined in previous development agreements. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes - 4 Nays ? 0 Motion passed. ITEM #8. Merchants Bank preliminary and final plat. Merchant?s Bank, National Association has applied for a preliminary and final plat on two lots and one block to be known as Merchant?s Subdivision. The property has a gross area of 4.72 acres and is zoned OR-office/residential transition district. The site is located in the southwest th quadrant of County Road 50 and 185 Street. There are no park requirements associated with this plat. Off-street trails exist along the th north side of this property on 185 Street and on the east side along County Road 50. Sidewalks are planned on the east side of Joplin Avenue. The park dedication requirements include a cash contribution of $25,488 (4.72 acres x $5,400). 04.06 Motion by Boldus and seconded by Messinger to recommend City Council considerapproval of Merchants Bank preliminary and final plat including a cash contribution in the amount of $25,488 (4.72 acres x $5,400) to satisfy the park dedication requirement. nd The Fox Meadows 2 Addition developer is required to grade and install the 5-foot wide concrete sidewalk to the center of Outlot T, Fox Meadows, where the sidewalk will transition to an 8-foot wide concrete sidewalk nd adjacent to Merchants Subdivision. The developer of Fox Meadows 2 th Addition must remove the access to 185 Street and restore the trail along th 185 Street that was damaged by soil exploration and construction within Outlot J, Fox Meadows. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further Parks, Recreation and Natural Resources Committee Page 5 February 18, 2004 recommendations by the Dakota County Soil and Water Conservation District, if applicable.
