PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
April 28, 2004
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members J. Berg, T. Goodwin, J. Volimas and H.
Lovelace. P. Messinger was unable to attend due to an employment
commitment. R. Boldus was delayed and arrived at the meeting at 7:00
pm and J. Volimas was excused from the meeting at 7:00 pm. Also
present were Parks and Recreation Director Steve Michaud, Environmental
Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje.
Guest presenters included Kurt Chatfield of Dakota County Planning
Department and Steve McComas of Blue Water Science.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of April 14, 2004.
The minutes of the April 14, 2004 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is
scheduled on the agenda.
ITEM #5. Public Hearing.
a. Subdivision Ordinance.
Chair Berg opened the public hearing at 6:03 PM. Staff requested the
committee table this item until further review and research could be
completed by staff. This item will be on a future agenda for review by the
Parks, Recreation and Natural Resources Committee.

regarding the subdivision ordinance at this time.

ITEM#7. Dakota County Park ? Kurt Chatfield, Dakota County
Senior Planner.
Staff introduced Kurt Chatfield, Senior Planner of Dakota County. Dakota
County conducted a studyin 2002regarding the need for a regional park
site. Dakota County has the second lowest regional park acreage per
1,000 people at 12.7 versus the metro area average of 18.9 acres per

1,000 people. Seven sites were chosen as candidates for a new regional
park serving Farmington, Lakeville, Apple Valley and Rosemount residents.
They included Empire Wetlands, Chub Lake, Northeast Lakeville, Hampton
Woods, Fair Grounds South, Vermillion River and North Creek. The
Empire Wetlands site is the preferred site due to its high quality of natural
resources, the partnership opportunities regarding management,
restoration, provision of recreational service and shared funding and high
acquisition feasibility due to few landowners, willing sellers and agricultural
land prices. The increase in population of Dakota County between 2000
and 2020 is expected to include a 45% increase in the Lakeville-
Farmington area equating to more than 100,000 new residents. Mr.
Chadwick concluded his presentation and welcomed comments from the
committee. Staff addressed the committee adding comments regarding
existing County regional parks including Lake Byllesby Regional Park,
Miesville Ravine Park Reserve and Spring Lake Park Reserve as being too
removed from the general population. Mr. Chadwick stated the Empire
Wetlands site is 500 acres and is adjacent to 2,000 acres of UMORE
property and 1,500 acres of a proposed DNR wildlife management area.
The proposed site consists of the Butler and the Miles property. Funding
for acquisition may come from the Farmland and Natural Areas Grant.
Committee member Goodwin commented the MN Zoo School of
Environmental Sciences utilizes the UMORE property and access to the
park would be beneficial. Member Lovelace inquired about the remaining
two property owners near the site. Chair Berg asked if the nearby gravel
area impacted the park. Mr. Chadwick responded the Empire Township
Board is currently studying the gravel mining impact. Member Goodwin
questioned the effect of the water volume from the Metropolitan
Wastewater Treatment Plant. Mr. Chadwick indicated the water would be
piped to the Mississippi River and that will reduce the Vermillion River flow.
Member Berg asked what would be the next option if this site was not
acquired. Mr. Chadwick answered the Chub Lake site is a good site but is
more costly, multiple landowners and has lakefront property. Another site
includes Fairgrounds South which is marshy and has no trees. Member
Goodwin commented the Empire Wetlands site has a prairie, wooded land
and beautiful open space.

Council enthusiastically support Dakota County?s effort to acquire the
Empire Wetlands site in Empire Township for a future regional park.

ITEM #6. Presentation regarding lake water quality by Mac
Cafferty, Environmental Resources Coordinator, and Steve McComas,
Blue Water Science.
Mac Cafferty presented the 2003 Annual Environmental Report. Highlights
included the following:

Steve McComas presented the 2003 Lake Project Wrap-up and 2004 Work
Proposal. Highlights included the following:

Lee Lake Aquatic Plant Survey

Successful barley straw project on Valley Lake

Lake Marion Sediment and Weevil Studies

Member Goodwin asked how the public is educated about these programs.
Mr. McComas replied through lake association meetings at present but
brochures would be beneficial in the future.
No action was necessary from the committee regarding this item. The
committee thanked Mr. McComas for the information.
ITEM #8. Staff Reports and Summary of Current Projects.
Staff stated the Ironman Bike Ride was successful with approximately
4,000 registrations. The weather was misty, cool and windy. There were
700 riders in line at 6:15 am. The Police report indicated there were only
two minor complaints including a report of a rider in the drive lane and a
rider complaining about waiting too long for a red light. The exit ramp at

185 Street was smoother this year with the cooperation of MnDOT
th
requiring the drivers to stop when exiting 35W at 185 Street.
ITEM #9. 2004-2008 CIP.
Staff reviewed the 2004-2008 CIP. Playground replacements were
discussed. There are many parks with 20 year old playgrounds. Staff is
not sure of the impact an aquatics center in Lakeville will have on beaches.
There are no plans to close any beaches. There is consideration to
relocating the entrance of Valley Lake Beach closer to the Super America

station on 160 Street and moving the restroom facility from the north to
the west side of the lake. Staff will keep the committee updated with
respect to any changes being considered at Valley Lake Park.

ITEM #10. Lakeville Town Office Park II preliminary and final
plat.
Willenbring Companies, Inc. has submitted plans for Lakeville Town Office

Park 2 addition. The second addition final plat consists of 16 parcels on

3.42 acres located on the north side of 165 Street across from Joplin Path
st
directly east of the Lakeville Town Office Park 1 Addition. The Park and
Open Space System Plan does not designate any future parks in this
th
location. Trails are in place along 165 Street on the north and south side
but will be disturbed in three locations for the construction of the proposed
plat. The contractor must place trail closure signs on the trail and is
th
required to restore the existing trail located north of 165 Street following
construction. Park dedication is at the commercial rate of $5,400 per acre
x 3.42 acres equals $18,468.

to recommend City
Council considerapproval of Lakeville Town Office Park II preliminary and
final plat including a cash contribution in the amount of $18,468 to satisfy
the park dedication requirement. The contractor must place trail closure
signs on the trail and is required to restore the existing trail located north of

165 Street following construction.
In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #11. Gopher Mini-Storage 3 Addition preliminary and final
plat.
Midland Development and Gopher Mini-Storage, LLP have submitted an
application for a preliminary and final plat of one lot and one block to be

known as Gopher Mini-Storage 3 Addition. The developer proposes to
construct a 16,570 square foot multi-tenant retail building on the property
and expects to have nine tenants with space ranging from 1,225 to 5,000
square feet. The third addition will consist of 2.26 acres consisting of one

lot. The project is located north of 165 Street and east of Kenrick Avenue.
The Park and Open Space System Plan does not indicate a search area

for a park in this area. Trails are existing on both sides of 165 Street at
present. A sidewalk exists along the entire length of Kenrick Avenue. Park
dedication requirements are based on 2.26 acres at $5,400 per acre.
Member Boldus asked if the site will be terraced. Staff responded dirt will
be brought in. Member Goodwin asked if there will be snow storage. Staff
replied the sediment pond will serve that need. Member Goodwin
expressed concern with accumulation of litter associated with strip retail
centers. He suggests a way to prevent and control litter before it is blown
throughout the community. Staff stated there are sufficient opportunities to
control trash at sites which the Planning Department could provide details
on.

Council considerapproval of Gopher Mini-Storage 3 Addition preliminary
and final plat including a cash contribution in the amount of $12,204 to
satisfy the park dedication requirement. The contractor must place trail
closure signs on the existing trail on the south and east side of Kenrick
Avenue during construction and must restore the trail in a timely manner.
In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #12. Unfinished business.
The annual park tour this year will include the Branjten property, Nordic
Square and East Lake. The proposed date is Wednesday, June 23. Staff
will update the committee with additional information in the near future.
ITEM #13. New business.
There was no new business at this time.
ITEM #14. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for May 12, 2004 at 6:00 PM at City Hall.
ITEM #15. Adjournment.
