PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
May 12, 2004
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members J. Berg, R. Boldus, T. Goodwin, J.
Volimas and H. Lovelace. P. Messinger was unable to attend due to an
employment commitment. Also present were Parks and Recreation
Director Steve Michaud, Environmental Resources Coordinator Mac
Cafferty and Recording Secretary Pat Vinje. Guest presenters included
Rob Wachholz and Tip Enebek of Tradition Development and Dan Licht of
Northwest Associated Consultants, Inc.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of April 28, 2004.
The minutes of the April 28, 2004 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is
scheduled on the agenda.
ITEM #9. Brandtjen Farm sketch plan.
Rob Wachholz of Tradition Development presented an overview of
Tradition Development?s sketch plan of the Brandtjen Farm plat located
thth
between 160 Street and 170 Street east of Pilot Knob Road and
includes the Nordic Square gravel mining area and historic Brandtjen
farmstead. The plan includes 520 acres of single-family lots, townhouse
dwellings, multiple unit dwellings, commercial retail, office and service
businesses, specialized uses and large areas of open space. Construction
is expected to begin in 2005 and continue through 2015. The sketch plan
indicates 1,400 dwelling units in the proposed Brandjten Farm North
(Nordic Square) area and 376 dwelling units in the Brandtjen Farm South
area. The focal point of the development includes preservation of 7.2
acres of land and reuse of the historic Brandjten farmstead including the
residence and dairy barn. Other ideas include ice cream shops, cafes, bed
and breakfast, etc. These facilities will be maintained by the association
and financed with private funding. Included in the sketch plan are large
areas of public and homeowner association open space including East

Lake Community Park and a greenway corridor from East Lake to 160
th
Street and 170 Street. Approximately 180 acres or 35% of the site is
open space or water area including 43 acres of man-made lakes and
ponding areas.

Dan Licht, Northwest Associated Consultants, Inc., provided additional
information regarding the sketch plan. He stated the plan will go through A
phased review including an EAW for a period of nine months.
Committee member Boldus inquired about the depth of the lake. Staff
responded it is 8-feet deep. Member Goodwin expressed concern over
maintaining a high quality of the water. The response was the lakes
currently used by Cemstone will be dug deeper resulting in a higher quality
of lake water. Member Lovelace asked if the pumps currently in place will
remain. It was indicated the pumps may remain to maintain the quality of
water in the nurp ponds.

to recommend City
Council considerapproval of Brandtjen Farm sketch plan as presented.
The committee further supports the park layout and greenways shown on
the sketch plan.

ITEM #5. Staff reports and summary of current projects.
Staff had no additional items to report on.
ITEM#6. Betcher Place preliminary and final plat.
Wensmann Realty, Inc. has submitted a preliminary and final plat known as
Betcher Place consisting of four single-family lots on 2.24 acres located
north of Kendale Drive and east of Dupont Avenue. There are no parks or
trails associated with this plat. A cash contribution of $9,000 (4 lots x
$2,250) is required to satisfy the park dedication requirement. The tree
preservation plan identifies 75 healthy significant trees on site. There are
also 12 significant trees designated as save trees and an additional 14
significant trees may be transplanted which is a save rate of 35%. The
developer will also be required to meet all wetland tree preservation and
erosion control requirements as outlined in the Engineer?s report.
04.21 Motion by Goodwin and seconded by Volimas
to recommend City
Council considerapproval of Betcher Place preliminary and final plat
including a cash contribution in the amount of $9,000 to satisfy the park
dedication requirement.
In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #7. Chadwick Farm preliminary plat.
D R Horton proposes to subdivide 141.85 acres of residentially zoned

property located between County Road 70 and 215 Street east of the new
high school construction site into 216 single family lots. The Parks and
Open Space System Plan identifies a neighborhood park search area in
this planning district. The proposed park area preliminary concept master
plan identifies a standard neighborhood park design that includes a
ballfield, open play area soccer field, 20-car parking area, picnic shelter,
playground, future hockey and pleasure skating rinks, landscaping and
pedestrian trails situated on 8.6 acres. The Parks and Open Space
System Plan identifies a greenway trail corridor starting at the southwest
side of the second high school property easterly to Holyoke Avenue
eventually connecting to Downtown Lakeville. The proposed greenway is
planned for the southerly portion of the park and connects with the existing
greenway corridors located to the east (Wild Meadows plat) and the west
(new high school). A combination of park land and cash contribution is
required to satisfy the park dedication ordinance. The land area and cash
requirement of the park dedication are calculated as follows:
Gross Area = 141.85 acres
Future CC Dev. = 12.96 acres
(Park Dedication fees will be collected when this area plats)
Preliminary plat area = 128.89 acres
The gross density is 216 units/128.89 acres = 1.67 units/acre, which is <2.5
units/acre; therefore, a 10% park land dedication is required. Total land
dedication required is:
10% x 128.89 acres = 12.89 acres.
The developer is proposing to dedicate 8.69 acres of parkland which is
67.42% (8.69 acre/12.889 acres) of the required land dedication (145.63
lots - (67.42% x 216 lots).
The park dedication for the remaining 70.37 lots must be paid in cash, for a
total of $158,329.89.
Trails will be constructed on both sides of the new Jacquard Avenue south

of 210 Street. The developer will also be responsible for sidewalks
identified throughout the plat. The City will be responsible for the sidewalk
th
installation on Jacquard Avenue between 210 Street and 208th Street on
the east side. The developer will be required to complete grading of the
greenway corridor and the park area in accordance with the approved

grading plan. Grading will be completed as part of the overall site grading
activity.The developer shall be responsible for landscape screening on
both sides of the park parking lot and greenway trail from residential areas
as shown in the proposed landscape plan. The developer will also be
required to meet all wetland tree preservation and erosion control
requirements as outlined in the Engineer?s report.
Member Goodwin inquired about the infiltration basins and protection
basins (nurp ponds). Staff replied this was for the protection of South
Creek. Goodwin asked if there would be trees on the lots. Staff indicated
trees would be in place along the trailway. Evergreen trees will be
transplanted off-site in addition to throughout the site.
04.22 Motion by Goodwin and seconded by Lovelace
to recommend City
Council considerapproval of Chadwick Farm preliminary plat including land
dedication of 8.69 acres and a cash contribution in the amount of $148,725
for the remaining 66.10 lots to satisfy the park dedication requirement.
The developer is responsible for the following items associated with this
plat:
All sidewalks in the plat as described in the engineer?s report.
Construction of a five-foot concrete sidewalk along the east side of

Jacquard Avenue from the existing sidewalk at 208 Street to 210 Street.
The City will reimburse the developer for this expense.
Eight-foot wide bituminous trails along both sides of Jacquard Avenue
adjacent to the site at the cost of 50% assessed to the developer. The
school district will be responsible for the remaining 50%.

Grading of a trail base along the southern right of way of 210 Street
along the plat for a future trail.
Grading of a ten-foot wide bituminous greenway trail along the north
side of the south branch of the South Creek.
Landscape screening on both sides of the park?s parking lot and
greenway trail from residential areas as shown in the proposed landscape
plan.
In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #8. Pine Grove preliminary plat.
Country Joe Homes, Inc. proposes to develop 128 single-family lots and
three outlots on 81.2 acres located east of Highview Avenue between
175th Street and Dodd Boulevard. The plat will be developed in two
phases. The phasing plan and the number of lots will be determined prior
to final plat approval. Review of the Park and Open Space system plan
indicates no additional park properties are required in this area. The entire
plat is within the service area of Cherryview neighborhood park located on
the plat?s easterly boundary. An 8-foot off street trail will be required on the

south side of 175 Street between Highview Avenue and Cherryview Park
th
parking lot. The rough grading of the trail along 175 must be completed
with the plat site grading. The City will determine the timing to install the
trail prior to final plat approval.
A future trail will be required along Highview Avenue between Dodd and
th
175 Street on the east side when that road is upgraded to a parkway in
the future. Grading for the trail must be completed with plat site grading.
The developer will be required to install sidewalks throughout the plat as
outlined in the Engineer?s plan. The developer will also be required to meet
all wetland tree preservation and erosion control requirements as outlined
in the Engineer?s report.
Member Goodwin questioned the size of the regional pond, indicating it
seemed rather large. Staff indicated the pond at Zweber Woods would be
filled in and this pond would serve both areas.
04.23 Motion by Volimas and seconded by Boldus
to recommend City Council
approve Pine Grove preliminary plat including a proposed cash contribution
of $288,000 (128 lots x $2,250). The exact number of lots and fee to be
determined at the time of final plat. The developer will be required to

construct an eight-foot bituminous trail on the south side of 175 Street
between Highview Avenue and Cherryview Park parking lot, an eight-foot
wide bituminous trail is to be constructed within Outlot B to provide a trail
thth
connection between 175 and 176 Streets, five-foot wide concrete
sidewalks throughout the plat as outlined in the Engineer?s plan.
In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #10. Unfinished business.
United Properties have saved an additional 82 trees on the Argonne Village
plat resulting in a 14% save rate vs. 9%.
ITEM #11. New business.
There was no new business to report at this time.
ITEM #12. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for June 2, 2004 at 6:00 PM at City Hall.
