CITY OF LAKEVILLE
PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
June 2, 2004
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members J. Berg, R. Boldus, J. Volimas and H.
Lovelace. P. Messinger and T. Goodwin were unable to attend. Also
present were Parks and Recreation Director Steve Michaud, Environmental
Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of May 12, 2004.
The minutes of the May 12, 2004 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is
scheduled on the agenda.
ITEM #5. Staff reports and summary of current projects.
Staff updated the committee regarding the Bury property and removal of
trees along the shoreline last year. Mr. Bury was fined by the court $250
and ordered to restore 100 trees 2? in diameter.
ITEM#6. Cherrywood Crossing (Dance Works) preliminary and
final plat.
Proudfoot Dance Studios has submitted a final plat named Cherrywood
th
Crossing located north of Dodd Boulevard, east of 175 Street and south
of Glacier Way. Park dedication for this plat was previously met with the
dedication of two acres adjacent to the east side of Cherryview Park. The
developer is required to provide 8-foot wide concrete sidewalks along

Glacier Way and 175 Street and is responsible for the cost of the
sidewalks. Member Berg expressed concern regarding the parking
capacity. Phase I has 64 spaces which is 26 more than is required.

Council considerapproval of Cherrywood Crossing (Dance Works)
preliminary and final plat. The park dedication requirement for this plat was
previously met.
The developer will be required to provide 8-foot wide concrete sidewalks

the cost of the sidewalks.

In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #7. Argonne Village final plat.
Argonne Village, located adjacent County Road 50 and the realigned
Kenrick Avenue, consists of 36.39 acres to be developed by United
Properties. The portion of the plat where the new Taco Bell/Long John
Silver restaurant is located has previously met park dedication
requirements. The remaining property being platted will be required to pay
a commercial rate of $5,400 per acre. The calculation is 23.31 acres x
$5400/acre = $125,874. The developer also will be required to construct
all concrete sidewalks associated with the project along County Road 50
and Kenrick Avenue. Previously, the developer identified 25 trees which
could be transplanted to various park sites. Staff inspected the site after
the grading plan was revised and realized 80 additional trees could be
saved increasing the number of saved trees from 9% to 14%.

in the amount of $125,874 to satisfy the park dedication requirement.
In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #8. JAC Company First Addition preliminary and final
plat.
Appro Development representing JAC Company, FLP has submitted an
application for JAC Company First addition preliminary and final plat. The
property is located on the south side of Lakeville Boulevard and east of
Hamburg Avenue in Airlake Industrial Park consisting of 10.59 acres.
There are no designated parks on this property. A trail exists along the
north side of Lakeville Boulevard or County Road 50. The appropriate
right-of-ways for future 8-foot trails on the south side must be provided.
The developer is also required to bench grade the future trail corridor. The

park dedication requirement utilizes the industrial zoning fee of $3,200 per
acre with 10.95 acres x $3,200/acre = $33,088.
Motion by Boldus and seconded by Lovelace
to recommend City

Council considerapproval of JAC preliminary and final plat including a cash
contribution in the amount of $33,088 to satisfy the park dedication
requirement.
The developer is also required to bench grade the future trail corridor.

ITEM #10. Unfinished business.
The spring park tour will be held Wednesday, June 23. Staff will send a
flyer with details soon.
ITEM #11. New business.
There was no new business to report at this time.
ITEM #12. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for June 16, 2004 at 6:00 PM at City Hall.
ITEM #13. Adjournment.
The meeting adjourned at 6:36 PM.
