The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members J. Berg, R. Boldus, P. Messinger, T. Goodwin and H. Lovelace. J. Volimas was unable to attend due to a work comittment. Also present were Parks and Recreation Director Steve Michaud, Recording Secretary Pat Vinje and City Administrator Steve Mielke. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of June 16, 2004. The minutes of the June 16, 2004 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. ? Staff provided information to the committee regarding the failed retained wall along County Road 5 near Kenreel Park. Friedges Landscaping and Dakota County are repairing the wall. Heavy rains contributed to the collapse in the spring. ? The Pan-O-Prog Soccer Tournament was a success. Many positive comments have been received from participants. th ITEM#6. Crossroads 5 Addition final plat. th D R Horton has requested final approval of Crossroads 5 Addition. The proposed residential development consists of 108 townhome units with 14 th lots and 2 blocks. The site is located north of 175 Street between Glacier Way and Gerdine Path. Park dedication requirements include a cash contribution of $185,112 (108 multi-dwelling units x $1,714). The developer is responsible for constructing an 8-foot wide bituminous trail on the west side of Gerdine Path, an 8-foot wide bituminous trail on the east side of Glacier Way connecting to Dodd Boulevard, a 5-foot wide concrete th sidewalk on the north side of 175 Street and the north side of Gettysburg Way connecting to the trails along Gerdine Path and Glacier Way. The developer will be reimbursed for the cost of constructing the bituminous trail. 04.31 Motion by Boldus and seconded by Messinger to recommend City th Council considerapproval of Crossroads 5 Addition final plat including a cash contribution of $185,112 (108 units x $1,714) to satisfy the park dedication requirement. Parks, Recreation and Natural Resources Committee Page 2 June 30, 2004 The developer is responsible for constructing an 8-foot wide bituminous trail on the west side of Gerdine Path and an 8-foot wide bituminous trail on the east side of Glacier Way connecting to Dodd Boulevard. A 5-foot wide th concrete sidewalk will be constructed on the north side of 175 Street and the north side of Gettysburg Way connecting to the trails along Gerdine Path and Glacier Way. The developer will be reimbursed for the cost of constructing the bituminous trail. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Park dedication requirements include a cash contribution of $53,134 (31 multi-dwelling units x $1,714). The developer is required to construct a th 5-foot wide concrete sidewalk on the north side of 178 Street on the west side of Glasgow Way. 04.32 Motion by Goodwin and seconded by Lovelace to recommend City th Council considerapproval of Crossroads 6 Addition final plat including a cash contribution of $53,134 (31 units x $1,714) to satisfy the park dedication requirement. The developer is responsible for constructing 5-foot wide concrete sidewalks along the west side of Glasgow Way and along the north side of th 178 Street. An 8-foot wide bituminous trail will be constructed on the west side of Gerdine Path and an 8-foot wide bituminous trail will constructed on the east side of Glacier Way connecting to Dodd Boulevard. The developer will be reimbursed for the cost of constructing the bituminous trail. Parents appear to be actively involved with their children. ITEM #9. New business. th The 4 of July fireworks celebration will take place at Lakeville High School on Sunday. ITEM #10. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for Wednesday, July 14, 2004 at 6:00 PM at City Hall. ITEM #11. Adjournment. The meeting adjourned at 6:20 PM.
