The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members R. Boldus, P. Messinger, J. Volimas, T. Goodwin and H. Lovelace. Also present were Environmental Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje. Unable to attend was J. Berg. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of August 4, 2004. The minutes of the August 4, 2004 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. ? Staff provided an update and displayed the concept plan of the King Park Athletic Club. Committee members expressed concerns over limited access to the proposed swimming facility. ITEM#6. Stone Borough preliminary plat. Stone Borough preliminary plat is located adjacent to and east of Dodd Boulevard south of Golden Pond first addition, north of the south branch of the South Creek and Brookside Estates First Addition which is along County Road 70. The plat proposes to construct 43 detached townhome units and 124 townhome units on 39.96 acres. The project developer is Progress Land Company. The developer has identified a park area consisting of approximately 4-5 acres located in the northeast portion of the site. The exact size of the park will be determined during the final plat review process. In addition to the park, the greenway corridor adjacent South Creek trout stream will also be dedicated as park property. The preliminary plat review includes recommendations by Planning and Engineering which are outlined in their reports in addition to recommendations that include revision of the grading, erosion control and tree preservation plans. 04.37 Motion by Messinger and seconded by Volimas to recommend City Council consider approval of Stone Borough preliminary plat including a land dedication to be determined at the time of final plat to satisfy the park dedication requirement. Parks, Recreation and Natural Resources Committee Page 2 August 18, 2004 In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 5 Nays ? 0 Motion passed. ITEM #7. Unfinished business. There was no unfinished business to report at this time. ITEM #8. New business. City Council approved the 2004-2005 hunting map with one change. There will not be hunting allowed in the area of the new Central Maintenance Facility. Member Volimas raised the issue of fisherman on Orchard Lake catching an excessive amount of fish during a single outing. Staff replied the proper officials could be notified to alert them to the situation. Member Goodwin supported the need for action to be taken. ITEM #9. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for Wednesday, September 8, 2004 at 6:00 PM at City Hall. ITEM #10. Adjournment.
