PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
September 8, 2004
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members J. Berg, J. Volimas, T. Goodwin and H.
Lovelace. Also present were Parks and Recreation Director Steve
Michaud, Environmental Resources Coordinator Mac Cafferty, Assistant
City Engineer Jay Rubash and Recording Secretary Pat Vinje. Unable to
attend were R. Boldus and P. Messinger.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of August 18, 2004.
The minutes of the August 18, 2004 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is
scheduled on the agenda.
ITEM #5. Staff reports and summary of current projects.
? Prairie Lake Park is nearing completion. Seed and mulch have been
placed, trails have been paved, ballfield has been installed, shelter has
been built and playground is in.
ITEM#7. Donnelly Farm preliminary and final plat and PUD
amendment.
Tollefson Development previously submitted a preliminary plat for Donnelly
Farm consisting of 131 single-family lots and 135 attached townhome units
on 122.70 acres located east of Dodd Boulevard, west of Holyoke Avenue
and north of Heritage Drive. The Parks, Recreation and Natural Resources
Committee reviewed this plat at their August 4 meeting and the Planning
Commission discussed the plat at their August 5 meeting. Both
committees expressed opposition to the 75-foot width lots. The developer
has worked with staff to revise the preliminary plat to address criteria set by
the Planning Commission. Assistant City Engineer Jay Rubash outlined
the revisions to the plat. This plat is zoned PUD (Planned Unit

Development). Revisions to the plat include shifting 195 Street to the
north resulting in a reduction of park land dedication by .71 of an acre on
the north side and increased by .07 of an acre on the south side. The
resulting park land dedication is 4.13 acres and the cash contribution will
be $343,661. The number of single-family homes has been reduced by
three lots from 131 to 128 thereby decreasing the number of 75-foot lots.
Lot widths for 6 of 20 single-family corner lots have been revised to a
minimum width of 100 feet. Fourteen

corner lots remain with 75-foot widths. Member Goodwin expressed
concern regarding the list of erosion control issues that have not been met.
Mac Cafferty stated the developer would address those items after the
preliminary plat has been approved. Member Volimas commented he
would prefer 85-foot lots vs. 75-foot lots.
04.38 Motion by Goodwin and seconded by Volimas
to recommend City
Council consider approval of Donnelly Farm revised preliminary plat and
CUP subject to the following statement:
Given problems of more impervious surface, greater population density,
due to greater number of lots, we recommend approval with the stipulation
that the Planning Commission and staff recommend to eliminate the
smaller lots be adhered to.
In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.
Ayes - 4 Nays - 0
Motion passed.
ITEM #6. Dick?s Sanitation preliminary and final plat and PUD
amendment.

Clemmer?s First addition consists of Lot 1 and Block 1 Airlake 5 Addition

and the western 120 feet of Lot 1 Block 1 Airlake 6 Addition located at

8984 215 Street West. The proposed expansion of this facility includes a
2,240 square foot addition to the building, expansion of the property by one
acre to the east, extension of the outdoor storage area on the east side of
the property and modifications to the existing drainage swale. These
actions require a CUP amendment for the revised master plan for Dick?s
Sanitation site. Review of the Park and Open Space System Plan
indicates there are no park or trail issues associated with this planning
district. Park dedication fees have been previously paid.
04.39 Motion by Volimas and seconded by Lovelace
to recommend City
Council consider approval of Dick?s Sanitation preliminary and final plat and
PUD amendment. Park dedication requirements have previously been met
for this plat.
In addition, the developer is required to follow the natural resources

ITEM #8. Unfinished business.
There was no unfinished business to report at this time.
ITEM #9. New business.
Staff will be presenting information regarding the 2005 park dedication
ordinance requirement revision at future meetings as it becomes available.
This topic will be an agenda item for discussion beginning possibly in
November and an ordinance presented to City Council in January.
ITEM #10. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for Wednesday, September 22, 2004 at 6:00 PM
at City Hall.
ITEM #11. Adjournment.
The meeting adjourned at 6:53 PM.
