CITY OF LAKEVILLE
PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
November 3, 2004
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at City Hall at
6:00 PM.
ITEM #2. Roll call.
Present were Committee Members J. Berg, R. Boldus, P. Messinger,
T. Goodwin, J. Volimas and H. Lovelace. Also present were Parks and
Recreation Director Steve Michaud, Assistant City Engineer Jay Rubash
and Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of October 20, 2004.
The minutes of the October 20, 2004 Parks, Recreation and Natural
Resources Committee meeting were presented. The minutes were
approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is
scheduled on the agenda.
ITEM #5. Staff reports and summary of current projects.
There were no questions on staff reports.

ITEM#6. Zweber Farm 10 Addition preliminary and final plat.

Zweber Farm 10 Addition is located south of Cherryview Elementary and
west of Highview Avenue consisting of two single-family lots. The plat was

originally platted as Outlot A of Zweber Farm 4 Addition. This outlot
served as a temporary stormwater treatment basin which will now be
served by the Pine Grove development located at Highview Avenue and
Dodd Boulevard. The park dedication ordinance was satisfied for the
original Zweber Farm plat through the dedication of the 10-acre Zweber
Woods conservation area.

Council consider approval of Zweber Farm 10 Addition preliminary and
final plat. The park dedication requirement was previously met with 10.26
acres of land for a conservation park area.
In addition, the developer is required to follow the natural resources
requirement detailed in the Planning and Engineering reports associated
with tree preservation, grading, drainage and erosion control and further
recommendations by the Dakota County Soil and Water Conservation
District, if applicable.

ITEM #7. Park dedication review.
Annual review of the park dedication ordinance by the Parks, Recreation
and Natural Resources Committee began two years ago. The committee
recommended a base land value per acre for the purpose of establishing
the park dedication fee for single-family and multi-family developments.
Land values in the Twin Cities have increased three-fold over the past five
years. Staff has prepared alternative options for the park dedication
ordinance taking into consideration present land values in Lakeville. One
approach to establishing park dedication fees is to have ?new
development? pay the increased cost of providing new parks, trails and
their associated development cost by calculation of park dedication fees
using current land sale values. The present formula using the 2004 base
land value of $56,500 per acre hinders the City?s capability to purchase
land for parks and trails at current values, which in some cases, exceeds
$100,000 per acre. City Attorney Roger Knutson has suggested an
ordinance using 10% of the land?s current market value at the time of
platting for cash requirements. The same 10%, more or less, would remain
for land dedication requirements. Assistant City Engineer Jay Rubash
explained various scenarios to calculate park dedication requirements.
The current method is based on a $56,500 value per acre to determine

park dedication fees. Example: 10% park land or $2,250 per lot.
The proposed method requires a cash contribution based on park
-
dedication fees in effect at the time of final plat (based on a per acre
value established each year). If land and cash are dedicated, the park
dedication requirement is calculated by dividing the land cost by the
number of proposed lots.
Example: 10% park land or amount developer paid for land divided by
number of lots = cash contribution.
The alternate proposed method is based on the amount the developer

paid for the land. Example: Park land and cash contribution is
calculated based on actual land value.
Volimas expressed concern about driving out smaller developers who
cannot afford the new park dedication fees. There was additional
discussion concerning this thought. Park dedication fees alone is not a
single issue that might drive a smaller developer away but rather several
issues, especially the cost to purchase land. Goodwin stated the revised
formula seems simplified. Berg indicated he is comfortable with the
position Lakeville is heading in relation to what other cities of similar size
charge. Messinger supported increasing the fees using current land
prices. Committee members in general supported increasing the fees
based on current land prices in order to keep pace with future park land
purchases and the cost to develop new parks.
ITEM #8. Unfinished business.
In the past, the parks and streets department have mined gravel from
certain areas in Casperson Park. The areas mined were then restored and

seeded. That resource is no longer an option. Under consideration is
mining on a portion of the 17 acres located between the Ritter Farm Park
access road and Interstate 35W. Following the removal of gravel, the area
would be restored and re-seeded. Staff displayed an aerial photo of the
location and recommended the committee visit the site.
ITEM #9. New business.
Member Goodwin spoke of a development process used in Seattle called
the Seattle Sustainable Development. This method is an alternative to
curb and gutter. He is requesting comments from staff on this process.
ITEM #10. Announcements.
The next meeting of the Parks, Recreation and Natural Resources
Committee is scheduled for Wednesday, November 17, 2004 at 6:00 PM at
City Hall.
ITEM #11. Adjournment.
