PARKS AND RECREATION ADVISORY COMMITTEE MEETING
MARCH 31, 1999
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson Wanless-
Sobel at 6:00 PM.
ITEM #2. Roll call.
Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, A. Raymond, C. Bonn and
P. Messinger. Committee member J. Larson had called and was unable to attend. Also
present were City Planner Daryl Morey and Recording Secretary Judi Ryan.
ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of
March 17, 1999.
The minutes of the March 17, 1999 Parks and Recreation Advisory Committee meeting were
discussed. There were no additions or corrections and the minutes were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present for items not on the agenda.
ITEM #5. Staff reports and summary of current projects.
?There were no further staff reports and committee members did not have any questions on
the reports they had been given.

ITEM #6. Review preliminary plat of Cherry Highlands 3 Addition and make
park dedication recommendation to City Council.
City Planner Daryl Morey was in attendance to review the platting agenda items with the
committee. Cherry Highlands 3rd Addition preliminary plat includes 33 single family lots, 40
townhouse units and one commercial Outlot. The single family lots and townhouse units are
proposed to be developed in one phase, with the commercial Outlot to be developed at a future
date. The plat will include the extension of 175th Street to Dodd Boulevard and the extension
of Glacier Avenue to 175th Street. The developer is required to construct a five foot wide
concrete sidewalk on the northwest side of Glacier Way with the development of Cherry
Highlands 3rd Addition. A five-foot wide concrete sidewalk will be constructed on the
southeast side of Glacier Way with the future development of the adjacent commercial
property. The developer is required to construct an eight-foot wide bituminous trail along the
north side of the 175th Street extension to Dodd Boulevard. This trail will connect with the
existing trail located on the north side of 175th Street in Cherry View Third Addition.
Staff is recommending the dedication of 2.13 acres of parkland to be added to the existing
Cherryview Park. This will satisfy the park dedication requirements for the 33 single-family
lots and the commercial Outlot. A cash contribution is recommended to satisfy the park
dedication requirements for the townhouse portion of the development.

Committee members asked about the pedestrian culvert, which had been installed as part of an
earlier phase of Cherry Highlands. Presently some drainage from the east flows to the
underpass. The new grades, as a result of the plat, will direct all water from the proposed plat
away from the underpass. In addition, installation of a new catch basin as part of this plat will
assist with improving drainage.
99.08 Motion was made by Raymond, seconded by Lovelace, to recommend City Council approve

the preliminary plat of and to accept 2.13 acres of land to be
added to the existing Cherryview Park to satisfy the park dedication requirements for the
single family and commercial Outlot portions of the plat and to recommend a cash
contribution to satisfy the park dedication requirements for the townhome portion of the plat.
It is further recommended that the developer be required to construct a five-foot wide concrete
sidewalk on the northwest side of Glacier Way and an eight-foot bituminous trail on the north

side of the 175 Street extension to Dodd Boulevard.
Motion passed.
ITEM #7. Review final plat of Marion Fields and make park dedication
recommendation to City Council.
The Parks and Recreation Advisory Committee had previously reviewed Marion Fields
Addition under the name of Hammer Property and recommended approval of the plat at their
February 17, 1999 meeting. The plat consists of 114 single-family lots on 52 acres of land on
the northeast corner of 210th Street and Dodd Boulevard. The existing trail easement will be
vacated and an Outlot created and deeded to the City (Outlot C.) Also, the Planning
Commission is recommending that landscaping be placed on the east side of Outlot A as a
buffer to the railroad property. The Parks and Recreation Advisory Committee had previously
considered a potential trail from 210th Street along the existing railroad. With the
combination of the slopes of the pond, the nearby railroad property and the exception to the

plat, a trail connection along the east side of the plat from 205 Street was not possible.
Two trail accesses are proposed ? one between Lot 4, Block 1 and Lot 1, Block 2; and one
between Lots 7 and 8, Block 2, which will connect to the main trail system. In addition, the
appropriate right-of-way has been provided to accommodate a future trail to be constructed
along 210th Street when it is upgraded.

Motion was made by Lulf, seconded by Messinger, to recommend City Council approve the
Marion Fields
final plat of and to accept a cash contribution to satisfy the park dedication
requirements. In addition it is recommended that the developer be required to construct two
eight-foot bituminous trail connections between Hurley Avenue and the main trail corridor as
shown on the final plat plans. The first trail connection is proposed between Lot 4, Block 1
and Lot 1, Block 2 and will be provided by the establishment of Outlot C. The second trail
connection is proposed between Lots 7 & 8, Block 2 and will be established by trail easement.
The developer will also create a permanent Outlot that will accommodate the existing trail
corridor along the north portion of the property. The existing trail easement will be vacated.
The developer will plant arborvitae for screening along both sides of the two trail connections.

The developer will also provide enough right-of-way for future trails along the east side of

Dodd Blvd. and the north side of 210 Street.
Motion passed.
ITEM #8. Unfinished business.
Committee members discussed the Parks and Open Space information meetings, which are
scheduled for April 6, 8, 13, 15 and 20. Committee members will attend the following:

ITEM #9. New business.
There was no new business at this time.

1999.
