HomeMy WebLinkAbout05-05 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING MAY 5, 1999 ITEM #1. Call to order. Chairperson Wanless-Sobel called the meeting to order in the Lakeville Council Chambers at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, J. Larson, A. Raymond, C. Bonn and P. Messinger. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of April 14, 1999. The minutes of the April 14, 1999Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports and summary of current projects. Staff reported that the Klamath Trailway project is seeing good progress. Most of ? the retaining wall has been constructed. The County Road 5 project has also begun and the project will affect Kenreel Park. ? The park will be restored upon completion of the project. Staff met with OSM regarding trails to outlying fields at King Park. A feasibility ? study will be completed and staff is hoping the project can be completed as a change order to the Klamath Trailway project. Park identification signs are being ordered as well as some signs for neighborhood ? parks. It is planned to have these signs match the stain on the new signs, which should assist in making them last longer. Committee members received a copy of letter that was sent to people who were ? interested in being involved with the Lakeville Area Arts Center. A feasibility study will be underway soon. The Ironman Bike Tour went off without a hitch and the weather was fantastic. A ? debriefing meeting is scheduled for 7:00 PM this evening. There were no complaints from residents concerning parking, although many participants parked in Parks and Recreation Advisory Committee Minutes of: May 5, 1999 Page -2- residential areas along Highway 50. There was not as much parking downtown or at Quigley-Sime and Aronson Park as was expected. Concessions did not go over as well as hoped but the organizations had a good time. There were lots of positive comments received from participants about the welcoming signs and banners. There will need to be some minor route changes for next year, particularly in the 66-mile loop. ITEM #6. Review preliminary plat of St. Francis Woods and make park dedication recommendation to City Council. St. Francis Woods consists of 22 single-family lots, 123 townhouse units, five common open space lots and two commercial lots on land located south of 205th Street and east of Kenrick Avenue. The property also is adjacent to Kensington Park. Half the cost of construction of Kensington Parkway will be paid for through Park Dedication funds. Many residents in the area have contacted the Park Director or attended the Parks and Open Space System Plan update meetings to express their desire for this property to be developed into a neighborhood park. The developer apparently told some that it would be completed in 1998 or 1999. Staff suggested that a trade in park dedication fees for grading and seeding of the property be considered if the opportunity presents itself. Staff mentioned that $66,000 has been set aside to light hockey rinks and those funds may be available to get a portion of the park completed, such as grading of the parking lot, trails and hard court surface area. Final grading and seeding of the park may be possible. That would leave projects such as playground, backstop, lighting, pleasure skating rink and bituminous paving to be completed next year. Staff is recommending a cash contribution for St. Francis Woods. 99.12 Motion was made by Larson, seconded by Messinger, to recommend City Council St. Francis Woods approve the preliminary plat of and accept a cash contribution to satisfy the park dedication requirements. Motion passed. ITEM #7. Review preliminary and final plat of Zweber Farm Seventh Addition and make park dedication recommendation to City Council. The entire plat of Zweber Farm Seventh Addition consists of 43 single-family lots and is located north of Dodd Boulevard and west of Highview Avenue. Phase One final plat consists of six single-family lots. Park land was dedicated with the original Zweber Farm Plat. The developer, however, is required to pay a trail dedication fee under the old rules. Staff recommends a cash contribution for trails only. Parks and Recreation Advisory Committee Minutes of: May 5, 1999 Page -3- 99.13 Motion was made by Raymond, seconded by Messinger, to recommend City Council Zweber Farm Seventh Addition approve the final plat of and accept a cash contribution for trails only to satisfy the trail dedication requirements. Motion passed. ITEM #8. Report by staff on progress of Park System Plan update. Staff has put a hold on the Aronson Park design project, which NAC was working on. There is a possibility that land adjacent to Aronson Park will be developed soon and there may be opportunities to consider adding to Aronson Park. There may be a park nd search area identified on the south side of 202 Street. NAC is continuing to work on the Parks and Open Space System Plan update. ITEM #9 Unfinished business. Shamrock Development is proposing an additional project on the west side of Ipava Avenue, across from Andersons Century Farm. Adjoining Dakota Heights is a large wood stand of approximately one-half acre, which could be added to Dakota Heights Park. Parks and Recreation Committee members expressed their opinion that it might be the last opportunity to add property for the park and that it would be prudent to preserve this natural area. City staff is awaiting an appraisal on Hart Hall before the Lakeville Area Arts Center project continues forward. Staff gave committee members an update on the Lake Marion Association meeting. A second sign showing directional arrows and rules of the lake may need to be installed in the ?stacking? area near the boat launch, to ensure that all boaters are informed. Committee members received a copy of a survey of metro area park departments, comparing city populations, number of athletic fields available, other facilities and employee wages. A new Park Maintenance II employee has been hired. The employee, Tim Holmes, has good maintenance skills and experience working with the City of Rosemount and Toro. He was hired earlier in the year so that more hours could be designated for park equipment preventive maintenance. ITEM #10. New business. A water-quality management program is now underway at Valley Lake. Barley bales that are being submerged in the lake have been found to be an all-natural way to counteract algae blooms. Staff will keep committee members informed as test results are reported. Committee members mentioned that they would like the site to be added to the list of sites to visit during the annual spring park tour.
