HomeMy WebLinkAbout08-18 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING AUGUST 18, 1999 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Wanless-Sobel at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, J. Larson, C. Bonn and P. Messinger. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of August 4, 1999. The minutes of the August 4, 1999Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports and summary of current projects. Committee member Bonn thanked staff for having removed the traffic barriers from ? Independence Park, as requested. Staff reported that requests made by citizens at the last meeting had been ? completed. These included installation of no parking signs at the north entrance, pooper-scooper signs, and a new temporary park ID sign. Staff stated that a th permanent park ID sign is scheduled for installation next year at the 160 Street entrance. The Klamath Trailway project is going well and is nearly complete. ? Staff is working on the replacement of the Orchard Lake Beach playground. Two ? bids have been received and it has been determined to purchase a Kompan structure from Big Toys. The equipment will be appropriate for approximately ages two to five. Committee member Messinger mentioned some sand and water equipment she saw at Crystal Lake Beach which seemed to be popular with the kids. Staff stated he had looked at that equipment and felt it might fit well at a larger beach such as Antlers Park or the proposed redesign of Valley Lake Park. Budgeted funds of $10,000 are being used to replace trees in the park system which ? are dead or damaged from last year?s storms. Parks and Recreation Advisory Committee Minutes of: August 18, 1999 Page -2- The Tree Trust trail project is nearing completion. Staff encouraged committee ? members to stop by to see it. Seal coating has begun on approximately 48,500 lineal feet of trails within the ? system. Committee member Larson stated that some trail replacements might need to be done in the system, i.e., Antlers Park to Dodd Blvd. Staff feels that some replacements or overlays might be needed in the next few years. The maintenance staff is preparing fields for fall soccer and football programs. ? The Fall Recreation Brochure is at the printer and scheduled to be sent to residents ? on August 28, 1999 with the Lakeville Life and Times. ITEM #6. Review preliminary and final plat of Heritage Commons and make park dedication recommendation to City Council. The Heritage Commons commercial site, located just west of the new Dakota County Library and north of County Road 50, paid a cash contribution of $16,335.00 to satisfy park dedication fees on March 30, 1998. A greenway is being developed as part of this project which will continue in both directions as development occurs. Sidewalks and trails will be constructed on the north and south sides of Heritage Drive from Dodd Boulevard to Highview Avenue. The developer will install the trail along the greenway to existing trails on Heritage Drive. The proposed 2000 Park Dedication Fund will pay for the construction. Staff?s recommendation is for a cash contribution for Heritage Commons. 99.25 Motion was made by Messinger, seconded by Larson, to recommend City Council Heritage Commons approve the preliminary and final plat of and to accept a cash contribution to satisfy the park dedication requirements. Motion passed. ITEM #7. Review Marion Fields Second Addition preliminary plat of and make park dedication recommendation to City Council. Marion Fields Second Addition is located north of 210th Street and west of Dodd Boulevard. The plat consists of 103 single-family lots, constructed on 59.79 acres. A need for additional park facilities in this geographical area of Lakeville has been determined and staff is recommending a land dedication to satisfy the Park Dedication Ordinance. The land dedication would provide approximately 5.28 acres of park property. In addition to Marion Fields Second Addition, the proposed park would serve the recently developed Marion Fields plat and neighborhoods located east of Dodd Boulevard. Dodd Boulevard separates the park from the downtown area, however, a designated signed trail crossing is part of the main trail corridor from downtown Lakeville to Antlers Park. The existing trail corridor will be directly parallel to the proposed park property, providing good access from the east, north and west. A conceptual plan for the park has not been completed, however, the size and configuration of the park area will allow for standard recreational facilities such as a Parks and Recreation Advisory Committee Minutes of: August 18, 1999 Page -3- playground, multi-use basketball court/hardcourt surface area, neighborhood trail connections, open areas, picnic areas, etc. The possibility of a small ballfield exists; however, various park concepts will be reviewed before making a final decision. There is no vehicle access or parking planned for the park. The developer is being asked to grade and pave the proposed trail connection from the proposed residential street to the main trail corridor. The City will pay the cost of installing the trail. 99.26 Motion was made by Larson, seconded by Bonn, to recommend City Council approve Marion Fields Second Addition the preliminary plat of and to accept 5.28 acres of parkland to satisfy the park dedication requirements. In addition, the developer will provide a pedestrian access to the park between Lot 11/Block 1 and Lot 1/Block 2. The developer will work with the City to provide an acceptable finished grade between the back lot lines of the adjoining lots and the proposed park property. The developer will grade and pave the trail access into the park and connect the trail with the existing main trail. Motion passed. ITEM #8. Review Town and Country Estates Third Addition final plat of and make park dedication recommendation to City Council. Town and Country Estates is located east of Jaguar Avenue between 160th Street and 165th Street. The Third Addition consists of 62 dwelling units. The Parks and Recreation Advisory Committee previously recommended a cash contribution to satisfy the park dedication ordinance. When this plat was approved the Park Dedication rate was $900 per dwelling unit for parks and $225.00 for trails. Staff is recommending the Parks and Recreation Advisory Committee consider approving a cash contribution at the old rate to satisfy the park dedication fee requirements. In addition, the developer is required to complete construction of a sidewalk along the east side of Jaguar Avenue from 165th Street north to 162nd Street. The developer was previously required to install a trail connection between the first phase of his development and the existing trail on the south side of County Road 46. Staff is recommending the trail connection also be constructed this year. Committee member Messinger suggested that plats contribute park dedication fees at the rate in effect at the time of final platting. Staff stated that where a development agreement exists, plats have made provisions for certain known and agreed upon fees. Staff stated that only a few grandparented plats remain. Messinger stated that if and when the park dedication fees are raised again, a stipulation should be recommended which would increase fees immediately, including fees for future additions to already approved preliminary plats. 99.27 Motion was made by Lulf, seconded by Lovelace, to recommend City Council approve Town and Country Estates Third Addition the final plat of and to accept a cash contribution to satisfy the park dedication requirements. In addition the developer will be required to complete the construction of a sidewalk along the east side of Jaguar Parks and Recreation Advisory Committee Minutes of: August 18, 1999 Page -4- Avenue from 165th Street north to 162nd Street and install a trail connection between the first phase of this development and the existing trail on the south side of County Road 46. Motion passed. ITEM #9. Review Zweber Woods Eighth final plat and make park dedication recommendation to City Council. Zweber Woods Eighth is the final addition of the Zweber Woods plat and is located west of Highview Avenue and north of Dodd Boulevard. The plat consists of 37 single-family lots. Zweber Woods? park dedication ordinance requirement was satisfied with the dedication of ten wooded acres. The developer, however, is still required to pay a trail dedication fee of $225.00 per dwelling unit, as agreed upon in the original development contract. Staff is recommending the Parks and Recreation Advisory Committee consider a cash contribution to satisfy the trail dedication ordinance which was in effect at the time the original development contract was approved. The developer is also required to provide a pedestrian trail access between Lot 1/Block 3 and Lot 1/Block 4 to access future trails on Dodd Boulevard. In addition, staff recommends the developer grade the adjacent lots and the trail corridor so that there is a good transition between lots and the future trail grade. The trail corridor must be clearly marked with a sign denoting the trail corridor as a ?future trail? so new residents will be informed of future trail construction. The trail would then be constructed at such time when Dodd Boulevard is urbanized and pedestrian trails constructed. The future urbanization of Highview Avenue will include 10-foot trails on both sides. Lakeville resident Ron Gerk was in attendance and voiced concerns about the trail locations and tree preservation in conjunction with this plat. He feels Dodd Blvd. is dangerous for kids on their bikes. Staff stated that Dodd Blvd. is not a designated trailway nor is it scheduled for improvement in the next five years. When Ipava Avenue is completed, it will be a safer alternate bike route and staff pointed out where trail connections will be built between Andersons Century Farm and Zweber Woods plat. Mr. Gerk also stated that he is concerned about the intersection grade elevations being dropped by ten feet at Dodd Blvd. and Highview Avenue. Staff also stated that new City maps are being prepared to inform residents of where the trail routes actually exist, and hopefully they will also educated their children as to where it is safe to bike and walk. 99.28 Motion was made by Larson, seconded by Messinger, to recommend City Council Zweber Woods Eighth approve the final plat of and, due to the previous dedication of ten wooded acres with the original Zweber Woods plat, accept a cash contribution of $225.00 per dwelling unit to satisfy the trail dedication requirements only. Motion passed. Parks and Recreation Advisory Committee Minutes of: August 18, 1999 Page -5- ITEM #10. Unfinished business. There was no unfinished business at this time. ITEM #11. New business. Parks and Recreation Advisory Committee members received a copy of a resignation letter from fellow member Ace Raymond. Mr. Raymond has accepted employment that will prevent him from continuing to serve on the committee. Committee members stated that alternate Kevin Manias would be a good candidate for replacement and hoped that he would apply for a permanent position on the committee if he is interested. ITEM #12. Announcements. Staff stated that there are no plats which will be scheduled for review at the September 1, 1999 Parks and Recreation Advisory Committee meeting. 99.29 Motion was made by Larson, seconded by Messinger, to cancel the September 1, 1999 Parks and Recreation Advisory Committee meeting. The next meeting of the committee is scheduled for September 16, 1999. Motion passed. ITEM #13. Adjournment. The meeting adjourned at 7:15 PM.
