The meeting was called to order in the Lakeville Council Chambers by Chairperson Wanless-Sobel at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, J. Larson, C. Bonn and P. Messinger. Alternate K. Manias was unable to attend. Also present were Park Director Steve Michaud and Recording Secretary Judi Hawkins. ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of October 27, 1999. The minutes of the October 27, 1999Parks and Recreation Advisory Committee meeting were discussed. Committee member Bonn was not in attendance at the last meeting and asked about the discussion regarding a proposed resident and non-resident fee policy. Staff explained that there have been concerns about increased non-resident participation in all recreation program areas, including youth athletics. A consistent percentage of non- residents also participate in adult programs. Research done on the Internet showed many communities have adopted non-resident fee policies. Staff strongly supports at least a resident priority registration policy, accepting non-residents into programs on a space available basis after giving residents an opportunity to register. Committee member Bonn stated that she is concerned that a fee may be implemented for non- residents. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were some citizens in attendance, but they had no comments at this time. ITEM #5. Staff reports and summary of current projects. Staff reported that with the warm weather the maintenance crews are continuing to ? work on several projects outdoors. Committee members received a park dedication survey, which was conducted by ? Ingraham and Associates. The Winter Recreation Activity Brochure has been distributed to residents. ? Parks and Recreation Advisory Committee Minutes of: November 17, 1999 Page -2- Staff is presently working on preparing a mailing for all resident who are registered ? snowmobile owners. ITEM #6. Review Lakeville Family Housing Second Addition preliminary and final plat and make park dedication recommendation to City Council. Staff explained that the proposed plat is located north of County Road 50 and south of th 210 Street, east of Hamburg Avenue. The proposed development will include the construction of seven buildings, totaling 29 rental townhouse units. The project is similar to one located at Dodd Blvd. and Glacier Way and will help Lakeville to provide additional affordable housing in the community. An internal trail system is proposed to connect to existing trails along CR 50. The developer will also install some private recreational facilities within the plat. Staff is recommending a cash contribution to satisfy the Park Dedication requirements. 99.33 Motion was made by Larson, seconded by Messinger, to recommend City Council approve the preliminary and final plat of Lakeville Family Housing Second Addition and require a cash contribution to satisfy the park dedication requirements. In addition, the developer is required to construct trail connection to the trail system along CR 50. Motion passed. ITEM #7. Continue review of Parks and Open Space System Plan update. Alan Brixius from Northwest Associated Consultants was in attendance to discuss the update of the Parks and Open Space System Plan with committee members. Mr. Brixius stated that his main objective was to receive feedback from committee members on the document. Committee members were prepared to review the first four chapters. On page 12 the committee asked for a breakdown of percentages of actual parks property and existing conservation/greenway areas in the table for a clearer definition of available space. Mr. Brixius also spoke about greenways, flood plains and wetlands. A variety of available maps and resources were used to prepare the conceptual development. The City?s comprehensive plan was also recently completed which assisted with community demographics. An analysis of the school districts has also been done. A value needs to be assigned to school amenities for proper documentation. Facilities at an elementary school are typically comparable to a neighborhood park, while high school facilities are analogous to those of an athletic complex. Committee member Bonn left the meeting at 6:30 PM. Resident Ron Gerk was present and asked why property was not taken from the Andersons Century Farm plat to be used as park property. Staff stated that there are Parks and Recreation Advisory Committee Minutes of: November 17, 1999 Page -3- several parks and elementary schools within the plat?s service area. A 10-acre wooded area west of the Zweber Farms plat was dedicated as a park conservation area. Committee members discussed classifications of existing facilities. Staff mentioned that the committee would need to make some recommendations about service areas so that facilities can be provided for all residents in the most economical manner. Committee member Messinger stated that she would like to continue to provide hockey rinks in every new neighborhood park so that rinks would be within walking distance for all youth. Staff stated that certain existing snowmobile trail corridors would most likely be lost as urbanization continues, however, provisions may be made within future greenway corridors to accommodate snowmobiling. Staff stated that there have been some discussions with neighboring cities? officials concerning park planning for their areas. Ron Gerk asked staff to explain the lack of facilities in the communities to the west and south of Lakeville. Staff stated that facilities are lacking because in the early years of park planning, the common philosophy was that with large residential lots, many private residents provided for their own recreational amenities such as horses, ATV?s, etc. Committee member Lulf left the meeting at 7:00 PM. Messinger suggested that a senior citizens park with looping trails, garden area, shuffleboard, etc. be considered. Mr. Brixius suggested that more thought should go into that idea as development continues. Staff stated that land would be available for passive areas. The population of the city is still fairly young and linear trails might provide more opportunities. Several requests have been received for benches to be placed along trails in popular walking areas. Budgeting for sheltered rest areas may be considered for next year. Mr. Gerk stated that an indoor pool is needed for the community. He feels some of the land in the Heritage Commons should be used for a community activity center. The discussion of the Parks and Open Space System Plan update will continue at the next meeting, Tuesday, November 23, 1999. Mr. Brixius will not be available to attend, but a representative from NAC will be present. ITEM #8. Unfinished business. There was no unfinished business at this time. ITEM #9. New business. The next meeting of the Parks and Recreation Advisory Committee is scheduled for Tuesday, November 23, 1999. ITEM #11. Adjournment. The meeting adjourned at 7:30 PM.
