Mayor Dahl called the meeting to order at 7:00 p.m. The pledge of
allegiance to the. flag was given.

Presentations/Introductions
Senior Center President Ted Billy and Secretary Frieda Lintereur asked the
City Council to proclaim April 20, 2009 Lakeville Senior Center Volunteer
Recognition Day. They explained that as part of National Volunteer
Week, the Senior Center will acknowledge volunteers with a recognition
program and lunch. Council Member Bellows read. the proclamation.
Erik Brand, Robert, Erickson and Shelly Carney presented the 2008 Friends
of the Lakeville. Area Arts Center annual activities report.
Police Chief Vonhof and Fire Chief Nelson recognized Detective David
Watson and Fire Marshal Brian Carstensen, who have been awarded "Fire
Investigators of the Year" by the Minnesota Chapter of the International
Association of Arson Investigators (MNIAAI).
Chris Petree presented the March monthly report of the Operations &
Maintenance Department.

09.22 Motion vvas made by Bellows, seconded by Swecker to approve the
consent agenda items as follows:
a. Claims for payment.
b. Minutes of the March 16, 2009 City Council meeting and the March
23, 2009 Council work session.
c. Receive minutes of the following advisory committee meetings:
Telecommunications Commission, March 10 and March 31, 2009
Planning Commission, March 19, 2009
Parks, Recreation & Natural Resources Committee, March 18, 2009
d. Resolution No. 09-18 accepting donation to the Fire Department
from Residential Mortgage .Group on behalf of Michelle and Dennis
Chick.
e. Resolution No. 09-19 authorizing the sale of unclaimed bicycles.
f. Ordinance No. 854 amending Title 3 of the Lakeville City Code
concerning mixed municipal solid waste and recyclables collectors
licenses.
g. Resolution No. 09-20 establishing dates of regular 2009 City Council
work sessions.
h. One year extension of the Stoneridge preliminary plat.
i. One year extension of the Autumn Meadows preliminary plat.
j. Three year extension of the special home occupation permit to
allow a massage therapy business at 17071 Everest Path.

Downtown Market Plaza, Improvement Project 08-07.
m. Resolution No. 09-22 receiving bids and awarding contract for
miscellaneous roadway repairs and bistrict 1 pavement
management, Improvement Project 09-01.
n. Agreements with J & N Harvesting and .Midwest AquaCare for
Orchard Lake and curlyleaf pondweed control
o. Resolution No. 09-23 approving amendments to the Lakeville Fire
Relief by-taws.
p. Resolution No. 09-24 authorizing the sale of forfeited vehicles.
q. Resolution No. 09-25 requesting the Minnesota Commissioner of
Transportation to perform a speed zone study on 210t" Street
between Dodd Boulevard and Kensington Boulevard.
r. Amendment to Joint Powers Agreement with Dakota County for
traffic. signal maintenance.

Item 7 -Resolution Amending the 2009 Budget
Finance Director Dennis Feller presented a proposed resolution amending
the 2009 budget. He explained that conditions in the housing and
finance industries have resulted in a significant decrease in building
permits and development activities. Although the State Legislature has
yet to act on a budget, it is reasonable to assume that given the severity
of the State's budget challenge, Lakeville will no longer receive Market
Value Homestead Credit. As such, the City has a $1.44 million budget
shortfall that needs to be addressed.

Mr. Feller presented the following with respect to the 2009 budget:
Revenue reductions:
Market Value Homestead Credit $ 602,161
Tax delinquencies $ 165,000
Building permits $ 259,000
Development related fees $ 150,000
Engineering fees $ 95,000
Interest on investments $ 170,000
Total $1,441,161
Budget modifications/expenditure reductions:
Reduce snow plowing of trails and sidewalks
Reduce ice rinks
Defer major maintenance projects to future years
Eliminate gardening/flowers at parks and City facilities
Eliminate mowing of trails and boulevards adjacent to County roads
Staffing reductions:
3 full-time positions reduced
9 full-time and 2 seasonal positions eliminated
Employee furloughs: All full-time employees are requested to take a three
day furlough. Department Directors and the City Administrator will take a
five day furlough.
09.23 Motion was made by Rieb, seconded by Wulff to approve Resolution No.
09-26 amending the 2009 budget.
