HomeMy WebLinkAbout02-16 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING February 16, 2000 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Larson at 6:00 PM. ITEM #2. Roll call. Present were L. Lulf, J. Larson, P. Messinger and K. Manias. Committee member H. Lovelace was absent. Also present were Park Director Steve Michaud and Recording Secretary Judi Hawkins. ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of February 2, 2000. The minutes of the February 2, 2000Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. Tim Simon was present representing the City of New Market. He stated he had attended to observe the meeting following a discussion with staff regarding community development and growth in Lakeville. He feels the City of New Market can benefit from experiences of the City of Lakeville. ITEM #5. Staff reports and summary of current projects. Committee members received a copy of a letter from Cheryl Bonn resigning her ? position on the Parks and Recreation Advisory Committee. st Staff reported that skating rinks were originally scheduled to close on February 21 ? but since they are still in fairly good condition and there is a budget balance remaining due to late opening, warming houses will be left open through February th 27, weather permitting. There was no progress to report on the Tutewohl property negotiations. ? Patty Dexter is orienting new employee CJ Maichen on duties and Parks and ? Recreation Department procedures. The Snowmobile Task Force met on February 10, 2000 for their annual mid-season ? evaluation. A substantial number of snowmobile complaints have been logged this season. A major issue is that Kenrick Avenue continues to be used as a trail route, even though the trail is closed. The Lakeville area seemed to be a snow belt on a couple of snow events and the extra snow depth attracted additional snowmobilers Parks and Recreation Advisory Committee Minutes of: February 16, 2000 Page -2- from outside the area. Early in the season there was some damage by snowmobilers to Casperson Park, Antlers Park and the cross-country ski trails at Ritter Farm Park. Sgt. Dave Delmonico will be taking over as the LPD liaison for Tom Vonhof upon Tom?s promotion to Lieutenant. Additional damage was also done to Ritter Farm Park ski trails recently by a 4- ? wheel drive vehicle, which came into the park from Lake Marion. The SnoTrackers were able to groom and repair the trails. Staff has been working with Administration to draft a resolution establishing the ? Lakeville Area Arts Advisory Board. The City Council will review the proposed nd resolution at their February 22 meeting. It is anticipated that a coordinator will be hired prior to development of the site and a job description for that position is also being drafted. The 2000 Spring Recreation Brochure is scheduled for delivery to residents with ? th Thisweek News on February 26. ITEM #6. Review revised Resolution Establishing Rental Policies and Fees for Use of Lakeville Senior Citizen Center and make recommendation to City Council. Many requests are received from public and private groups wishing to use the Senior Citizens Center. The purpose of the original resolution was to establish that the facility is strictly for use by the members for senior programs, birthdays, anniversary parties, etc. Without guidelines, wear and tear on the facility would be substantial. The Sons of Norway group is an exception and has been grandfathered in, although several of its members are also members of the Lakeville Senior Citizens group. Staff is recommending three minor changes to the existing policy, including: ? Eliminate the example under Group A. ? Change ?Fare Share? to ?Fare for All.? ? Eliminate ?churches? as an example of a non-profit organization under Group B. 00.05 Motion was made by Messinger, seconded by Manias, to recommend City Council approve the revised Resolution Establishing Rental Policies and Fees for Use of the Lakeville Senior Citizen Center. Motion passed. ITEM #7. Unfinished business. There was no unfinished business at this time. ITEM #8. New business. The 2000 Park Dedication Fund includes playground replacements for Bunker Hill Park and Valley Lake Park. Staff suggested that a subcommittee of Valley Park Parks and Recreation Advisory Committee Minutes of: February 16, 2000 Page -3- residents be formed to offer input on the designs and components. Playgrounds will also be installed at the new Kensington and Greenridge Parks. Several residents who are interested in helping to plan those structures have contacted staff and at least one additional subcommittee will be formed. The budget allows for $50,000 per site. Committee member Messinger commented on how well the trails and sidewalks have been cleared in their neighborhood this year. She feels the lack of snowmobiles has helped with keeping the trails clear. Committee member Manias stated that a $30,000 Safe and Sober grant has been awarded jointly to the Lakeville and Farmington Police Departments. Manias showed committee members an example of a sign, which he would like to add at the exits of some athletic facilities and community parks. Don Volk has agreed to install the ?Buckle Up? signs. Some locations suggested were Valley Lake Park, Aronson, Antlers and Casperson. The signs are available at no cost through the grant. 00.06Motion was made by Lulf, seconded by Messinger, to support the installation of the Safe and Sober signs in major community parks and athletic complexes pending City Council approval and to direct staff to put together a list of sites. Motion passed. The Parks and Open Space System Plan will be reviewed by City Council at their th March 18 retreat. Chair Jeff Larson will attend. ITEM #9. Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for March 1, 2000. ITEM #10. Adjournment. The meeting adjourned at 7:15 PM.
