HomeMy WebLinkAbout04-19 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING APRIL 19, 2000 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Larson at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, J. Larson and P. Messinger. Committee member K. Manias had a work commitment and arrived later. Also present were Park Director Steve Michaud and Recording Secretary Judi Hawkins. ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of April 5, 2000. The minutes of the April 5, 2000Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Introduction of Recreation Program Assistant, CJ Maichen. Staff introduced CJ Maichen to committee members. CJ began in the position of Recreation Program Assistant in February. CJ informed committee members that after receiving her degree is in Therapeutic Recreation from Michigan State she spent seven years working with disabled persons at Courage Center and most recently was the director of the Twin Cities Sports and Social Club. CJ got her Parks and Recreation orientation with a turnout of about 350 participants for last Saturday?s Egg Hunt. She is enjoying her new position and staff is pleased with her work and enthusiasm. ITEM #7. Public review of Comprehensive Park Trail and Open Space System Plan. Five residents were in attendance to hear a presentation by Alan Brixius of NAC concerning the update of the Comprehensive Park Trail and Open Space System Plan. Mr. Brixius stated that the update began in May of 1999 with neighborhood meetings and interviews with Council and Committee members, staff, citizens and community leaders. Following public review the document will be reviewed at a public hearing at the Planning Commission, by the Metropolitan Council, then adopted by the City Council. Parks and Recreation Advisory Committee Minutes of: April 19, 2000 Page -2- The recently completed 2020 Comprehensive Plan and 50-Year Transportation Plan have assisted with the development of a 2020 Land Use Plan. Mr. Brixius discussed park classifications and uses of the currently 1,139 acres of parkland within the City of Lakeville. Opportunities exist in several areas for preservation, expansion of athletic facilities and establishment of greenways. One of the goals of the comprehensive park system plan is to identify those areas and needs of future generations. Randi Eid, 16672 Festal Avenue, asked for more information on future plans for a park in Planning District 3. She stated that she and her neighbor have been circulating a petition for a park in the Dodd Valley Estates neighborhood. The petition will be submitted to the committee at a future meeting. Staff stated that he had discussed this issue with the residents and considered that other parks are within the half-mile service radius of this neighborhood. As more land is brought into the MUSA there will be further development of adjoining property which will be considered for future parkland. Eid stated that there is a 10-acre piece of property near their neighborhood which might be for sale. Staff stated that when property is developed contributions of land or cash are received from the developer and that is the appropriate time for land acquisition for neighborhood parks. A neighborhood park search area has been designated within the adjoining undeveloped land. nd Wally Potter, 10691 ? 202 Street W., stated that the Lake Marion Association has written a letter of support to the City for the acquisition of two parcels on the west side of Lake Marion. He is a neighbor of the Juno Trailway and stated that the trail has in no way been problematic and advocates the development of more trailways around the lake. He feels that additional trails will be needed as the city?s population continues to grow. Mr. Potter mentioned a letter prepared by the Lake Marion Home Owners Association that requested the City give consideration to expanding Casperson Park. The letter sites acquisition of the Bury property to the north and the Rechtzigle property to the south. Staff stated that funds would need to be available through grants or possibly a bond referendum for the acquisition of this property. The letter from the Home Owners Association was passed around and read by the committee. Mr. Potter also asked about the house on the former Christian property and what is planned. Staff stated that plans have not been finalized for the property, but proposals have been made for a more passive park with natural surface trails. Committee members thanked the residents for their comments and Mr. Brixius for his presentation. ITEM #6. Staff reports and summary of current projects. Staff reported that information has been sent to Parsons for completion of plans and ? specifications for improvements to Greenridge Park, Kensington Park and the Parks and Recreation Advisory Committee Minutes of: April 19, 2000 Page -3- Valley Lake Park trail. City Council will consider approving the plans and specs and setting a bid date at their May 15, 2000 meeting. Park Maintenance has completed the infield improvements at Aronson Park, cutting ? the aglime back to its appropriate size and resodding. Practice and play have begun at all sites. Park Maintenance will be top dressing and seeding at King Park next week. ? The transplanting of trees from the Cedar Avenue construction project continues. ? Trees have been moved to Kensington and Greenridge Parks. Touch-tone registration was not advertised in the summer brochure due to some ? technological glitches. Touch-tone will be up and functioning by fall but in the meantime staff is taking credit card registrations over the phone. There has been a tremendous response to summer programs. Staff stated that several excellent candidates for the Arts Center Coordinator ? position have been interviewed. There are some additional candidates which staff is hoping to interview in an effort ? to fill the Park Operations Superintendent position. Community Cleanup Day is scheduled for Saturday, April 29, 2000. Event ? coordinator John Hennen can be contacted at 985-4430 if anyone is interested in volunteering. ITEM #. Review 160 Cedar Addition (Walgreens) preliminary and final commercial plat make park dedication recommendation to City Council. The 160 Cedar Addition is being platted into one lot for Walgreens and two additional th outlots for future commercial development. Cedar Avenue and 160 Street is classified as a Gateway intersection. The Gateway Design study approved by City Council recommends certain landscape features and monuments in gateway areas. The proposed landscaping is consistent with the study recommendations. Multipurpose 8- foot trails exist along Cedar Avenue and County Road 46. Sidewalk extensions to the Walgreens site are proposed from the existing trails. The proposed commercial park dedication for lot 1, blk 1, 160 Cedar Addition is $5,795.00. 00.10 Motion was made by Lulf, seconded by Messinger, to recommend City Council approve the 160 Cedar Addition preliminary and final plat and to accept a cash contribution at the commercial rate for lot 1, blk 1, 160 Cedar Addition to satisfy the park dedication ordinance. Committee further recommends that the approved Gateway Design be incorporated into the landscaping of the plat. Motion passed. Review Resolution Establishing Hunting Committee as a Subcommittee of the Parks and Recreation Advisory Committee and By-laws for the Parks and Recreation advisory Committee. At their April 17, 2000 meeting, the City Council approved the Resolutions which will designate the Hunting Committee as a subcommittee of the Parks and Recreation Advisory Committee. Hunting areas within the city are reviewed each year and future recommendations for revisions will now be made to City Council through the Parks and Recreation Advisory Committee, via a recommendation by the hunting subcommittee. ITEM #10. Recommend City Council authorize use of Lakeville parks for 2000 Panorama of Progress events. The Parks and Recreation Advisory Committee is being asked to review the proposed schedule of Pan-O-Prog events for 2000 and make a recommendation to City Council. Staff stated that all the events on the list have been previously held at Lakeville parks without incident. 00.11 Motion was made by Manias, seconded by Lulf, to recommend City Council approve the proposed list of Panorama of Progress events for 2000 to be held in park areas. Motion passed. ITEM #11. Unfinished business. At their April 3, 2000 meeting City Council received a recommendation from the Parks and Recreation Advisory Committee to amend the dog leash ordinance to state that dogs must be leashed when in parks and on trails or sidewalks and eliminate the voice command provision. Due to citizen comments at the meeting, City Council members felt that more information needed to be presented to the public so that input and comments could be received. Newspaper articles generated many phone calls, most from residents who would support a change in the ordinance. Two public information meetings will be held to receive public input. The meetings will be at the regularly rdth scheduled Parks and Recreation Committee Meeting, dates of May 3 and May 17. ITEM #12. New business. Committee members received a letter from the Lake Marion Association concerning acquisition of property on the west side of Lake Marion, as Wally Potter had mentioned earlier in the meeting. Committee member Messinger asked if the addition of property on the lake would warrant expansion of the boat launch parking. Staff stated that standards are set for launch sites and Casperson Park is already one of the largest public launch areas in the area. Additional boats could jeopardize safety on the lake and still not solve parking constraints or problems. Committee member Manias expressed the opinion that adding spaces would create more negatives than benefits. Parks and Recreation Advisory Committee Minutes of: April 19, 2000 Page -5- Committee member Larson stated that some boaters have begun parking their trailers at Lakeview Elementary. Staff discussed some recent vandalism at the North Park Land of Amazement including damage to equipment, graffiti and broken picnic tables. Police are increasing patrol to the area. ITEM #13. Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for May 3, 2000. ITEM #14. Adjournment. The meeting adjourned at 8:15 PM.
