CITY OF LAKEVILLE
PARKS AND RECREATION ADVISORY COMMITTEE MEETING
SEPTEMBER 6, 2000
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson
Larson at 6:00 PM.
ITEM #2. Roll call.
Present were Committee members H. Lovelace, L. Lulf, R. Boldus, J. Berg, P.
Messinger, J. Larson and alternate K. Manias. Committee member C. Wanless-Sobel
was unable to attend. Also present were Parks and Recreation Director Steve Michaud
and Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of
August 2, 2000.
The minutes of the August 2, 2000Parks and Recreation Advisory Committee meeting
were discussed. There were no additions or corrections and the minutes were approved
as printed.
ITEM #4. Citizen comments.

Citizen, Mary Hokansen, 6872 162 Street West, Lakeville lives in the Valley Lake
Park area. She expressed gratitude for the widening of the paths around Valley Lake
Park. She added the residents are happy with the overlay of the path. The new Valley
Lake Park I.D. signs look great. She had a suggestion concerning planting certain

perennials in an island created by the new trail connection to 160 Street.
ITEM #6. Review revised dog leash law ordinance.
At this time, Chairperson Larson wanted to address this issue to accommodate citizens
attending the meeting for this agenda item.
Chairperson Larson asked the committee for comments.
Staff indicated items on the proposed ordinance concerning restraint of dogs need further
discussion. Section 1, Restraint: item 3) picketed has been stricken out of the paragraph.
It is understood picketed has the meaning of securing the dog in the yard on a chain.
Committee members agreed picketed should be added back in to this paragraph.
Committee members discussed the item in Section 2, Close Control. Close control is
summarized as ?a dog is under close control when it is restrained so it cannot come into
physical contact with persons not in the dog handler?s party except with that person?s
consent.? The distance stated in the proposed ordinance was no more than 4? from the

dog?s handler. Items discussed surrounding this issue included the fact that City paths
are 8-feet wide, dogs on leashes are dog handler?s responsibility, 6-foot length in terms
of close control is common in other dog leash ordinances, a 6-foot length would work
best for Ritter Farm Park use when walking dogs, and a 6-foot length is easy to judge
and enforce. The committee agreed a 6-foot length was appropriate.
Discussion continued in reference to Section 3. A. Restraint of Dogs: #4. Committee
members agreed the first sentence which includes except within the designated dog
exercise and training areas should be striken from the proposed ordinance due to the fact
there is not yet a designated area as this indicates.
Citizen comments during the proposed dog leash ordinance discussion came from two
residents.
Sally Beaucheman, 21750 Laigle Avenue: She expressed concern about the Canine
Good Citizen Test Certification and electronic training collars. She would like the
Canine Good Citizen Test certification to stand alone in the ordinance.
Len Libbey, P.O. Box 823: He stated the definition of restraint needs to include leash
and electronic collar.
Discussion continued centering around electronic training collars, leashes and Canine
Good Citizen Test certification. Referring to the proposed ordinance, Section 1,
Restraint, (5) controlled by an electronic training collar if the dog has passed the Canine
Good Citizen Test certification program or its approved equivalent. The committee
recommended this item be changed to read (5) controlled by an electronic training collar.
and (6) if the dog has passed the Canine Good Citizen Test certification program or its
approved equivalent.
Discussion began in reference to Section 3, A., 2. Fifth line read as under voice control
of a dog handler in a City park or on a City trail or sidewalk,. Committee members
recommend the words in a City park or on a City trail or sidewalk be stricken from this
proposed ordinance.
00.18 Motion was made by Boldus, seconded by Berg to recommend to the City
Council to consider adoption of the proposed dog leash law ordinance with the
revised changes discussed and noted.
Motion passed.
ITEM #5. Staff reports, and summary of current projects.
?Staff reported on progress at a few of the parks. Kensington Park has been reseeded
and the playground is 90% complete; Greenridge Park is nearing completion; King?s
Park trails are to be sodded; Zweber Woods has been bulldozed, landscape has been
seeded, and trails are yet to be connected between Century Farm development and
Stonebriar development.

?AAU National 12 & Under Baseball Tournament was once again a success.
?Staff met with the Lake Marion Homeowner?s Association Board of Directors. The
boat launch at Casperson has been extremely busy. The Park Patrols and Dakota
County Sheriff?s Department assisted with patrolling the increased activity on the
lake.
?The Cherryview Park historical plaque was dedicated in recognition that Cherryview
Park was owned and farmed for many years by the Studer family.
?The parking lots are complete at the Arts Center; asbestos abatement is currently
being done; meetings with chair manufacturers have been conducted; the main floor
may have telescoped seating; the stage may be custom designed in order to be
flexible. Staff met with Muller Family Theater manager to consider used theater
chairs at the cost of $20.00 each. The chairs are in need of refurbishing. Donation
of the chairs is also a possibility. Research is underway to determine if the Arts
Center would operate as a 501-3C non-profit organization. Staff met with the
Bloomington Arts Center Coordinator and learned valuable information. The
convent building is gone. Arts Center Coordinator, Jim Urie, is doing a good job
getting the Arts Center going.
?Touch Tone Registration is in place and functioning for recreation program
registrations.
ITEM #7. Review Hunting Subcommitee recommendation and make
recommendation to City Council.
Ron Wawrzon, Staff Liaison for the Hunting Subcommittee, introduced members Mick
Tingelhoff, Don Cross, Bill Emond and Paul Wagner. Ron discussed the Hunting
Complaint Summary for the 1999/2000 Season. With respect to the complaints, it has
been decided by the Hunting Subcommittee to discontinue hunting in the area of Pilot
Knob Road and Dodd Boulevard. It was recommended by the Hunting Subcommittee to

remove hunting from the area west of Dodd Boulevard between approximately 195
Street and County Road 60 as indicated by the map he displayed. The Hunting
Subcommittee will monitor other areas as needed when complaints are received. Goose

hunting in the area runs from September 4 through September 14. As of yet, no
complaints have been received.
00.19 Motion was made by Lulf, seconded by Lovelace, to recommend City Council approve
the 2000/2001 hunting season designated hunting map with the changes recommended
by the Hunting Subcommittee.
Motion passed.
ITEM #8. Review preliminary plat of Hawthorne Heights and make park
dedication recommendation to City Council.

Parks and Recreation Director Steve Michaud discussed the Hawthorne Heights plat
consisting of 68 lots including three outlots. A cash contribution at $1,500 per lot equals
$102,000 for park dedication fees.
00.20 Motion was made by Messinger, seconded by Lulf, to recommend City Council approve
the preliminary plat of Hawthorne Heights and accept a cash contribution to satisfy the
park dedication requirement. The developer will also be required to construct a trail
from Tarry Creek plat through an outlot to the playground located in Highview Heights
Park. In addition the developer will be required to construct a sidewalk from Hawthorn
Path in Vermillion Springs to Harvard Drive in Highcroft. The developer will also be
required to construct a drain tile system and catch basins to improve drainage issues
existing in Highview Heights Park. The developer will be required to fund the
installation of sidewalks between Hawthorn Path in Vermillion Springs to Harvard Drive
in Highcroft except that portion adjacent to the park property. The City will reimburse
the developer the cost to construct the recommended trail from Tarry Creek to the
playground located in Highview Heights Park and to complete the proposed drain tile
and storm water system to serve the park.
Motion passed.
ITEM #9. Review preliminary and final plat of Airlake Development, Inc. and
make park dedication recommendation to City Council.
Airlake Development, Inc. has submitted a preliminary and final plat consisting of three
lots. Staff reported there were no park or trail requirements as outlined in the Park And
Open Space System Plan.
00.21 Motion was made by Manias, seconded by Boldus to, to recommend to City Council
approve the preliminary and final plat of Airlake Development, Inc. and accept cash
contribution at the commercial rate to satisfy the park dedication ordinance.
Motion passed.
ITEM #10. Review preliminary and final plat of Lakeville Senior Housing
Addition and make park dedication recommendation to City Council.
Committee members discussed the Lakeville Senior Housing addition. This project
consists of 51 senior residential housing units to be located in the area of Holyoke

Avenue and 209 Street. Parks and Recreation Director advised the committee there
would be no park dedication fee required due to the fact it is a Dakota County
Community Development Agency Senior Housing project. Dakota County owns and
manages such projects.
00.22 Motion was made by Manias, seconded by Lovelace, to recommend to City Council to
approve the preliminary and final plat of Lakeville Senior Housing Addition and waive
park dedication requirements.
Motion passed.
ITEM #11. Review final plat of Lakeway Park East Campus and make park
dedication recommendation to City Council.

Lakeway Park East Campus consists of two lots and two outlots located in the northwest

corner of 185 Street and County Road 50. The property is set on 50.86 acres. Outlot B
has been proposed to be dedicated to meet park dedication requirement. The planned
park consists of 18 acres of high quality ponds, wetlands and rolling land; will include a
small parking lot, trails, and scenic vistas. The proposed park dedication area credit
includes portions of the plat property that lies westerly of the railroad tracks but does not
meet park dedication requirements for Outlot A. Outlot A will be required to meet the
park dedication ordinance when the property develops. The City will be required to
reimburse the developer half the cost for Kachina Court as it is adjacent to the proposed
park. The estimated cost of the project is $80,000. Also, the developer will be required

to bench cut a trail corridor from 185 Street northerly along Kachina Court to the
property?s north boundary.
00.23 Motion by Messinger, seconded by Manias to recommend to City Council to approve the
final plat of Lakeway Park East Campus and accept Outlot B as meeting the park land
dedication requirement.
Motion passed.
ITEM #12. Unfinished business.
Pat Messinger discussed theValley Lake Park trail project commending staff for the
good job they did. Residents are very happy. Additional lighting may be needed along
the trail.
ITEM #13. New business.
A meeting will be scheduled with City Attorney for the purpose of beginning the
condemnation process for the Bury property north of Casperson Park.
Staff discussed the Commercial/Industrial park dedication fund fees. The
Commercial/Industrial Park Dedication Fee Subcommittee is reviewing proposed
increases.

Member Berg raised discussion concerning pedestrian crosswalks on 205 Street. Issues
over the safety or lack thereof in pedestrian crosswalks include concern for citizens,
speed limits, pedestrians, and ignorance of the general public as to the law concerning
pedestrian crosswalks. Parks and Recreation Director Steve Michaud stated a study by
SRF is near completion on pedestrian crosswalks and the results of this study are
forthcoming.
ITEM #14: Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for
September 20, 2000.
