CITY OF LAKEVILLE
PARKS AND RECREATION ADVISORY COMMITTEE MEETING
SEPTEMBER 20, 2000
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson
Larson at 6:00 PM.
ITEM #2. Roll call.
Present were Committee members H. Lovelace, L. Lulf, R. Boldus, J. Berg, P.
Messinger, and J. Larson. Committee member C. Wanless-Sobel and alternate member
K. Manias were unable to attend. Also present were Parks and Recreation Director
Steve Michaud and Recording Secretary Pat Vinje.
Steve Michaud, Parks and Recreation Director announced Colette Wanless-Sobel had
called and informed him that due to personal conflicts she would no longer be able to
continue on the Committee. She will write a formal resignation letter.
ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of
September 6, 2000.
The minutes of the September 6, 2000Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the minutes were
approved as printed.
ITEM #4. Citizen comments.
There were no citizens present at this meeting.
ITEM #5. Staff reports, and summary of current projects.
Committee members had reviewed the written narrative and there were no comments or
questions.
ITEM #6. Review of Commercial/Industrial Park Dedication Fee Sub-
Committee Recommendation.
Chairperson Larson, who is a member of the Commercial/Industrial Park Dedication Fee
Subcommittee, updated the committee on the meetings he attended with Bob Vogel and
Gary Tushie of the Economic Development Commission. Options for charging
commercial/industrial park dedication fees were discussed. There was no opposition
from sub-committee members to the proposed fees of $4800 commercial and $4000
industrial. Gary Tushie, Economic Development Commission member suggested a
similar fee charged by City of Apple Valley for the purpose of funding landscaping
associated with commercial and industrial projects. The City of Apple Valley charges
5% of the project value. This type of funding may be a revenue source for funding
Gateway projects. It was suggested this concept should go before the Economic

Development Commission. Another option is to incorporate the Gateway Plan into the
Comprehensive Park and Trail System Plan. Discussion was directed at the
Industrial/Commercial Park Dedication Survey. Some cities charge the same fee for
both commercial and industrial plats while some charge a higher fee for commercial
development and a lower fee for industrial development. Ten years ago, the City of
Lakeville charged $2500 per acre for commercial/industrial dedication fees. The City of
Lakeville has much to offer commercial and industrial developers. There are great
schools, parks, housing and other recreational amenities to attract workers to live in a
community they work in. Chairperson Larson asked the committee members their
opinion of the proposed fee. Committee member Messinger stated she would not prefer
to lower the fee because it may cause need to move revenue from the Park Dedication
Fund budget to accommodate Gateway improvements. Committee members stated the
fee should remain as proposed. Member Messinger added assisting Gateway
improvements from Park Dedication fund would be acceptable to some degree but
reminded the committee of tremendous acquisition and development needs presently
existing in the park system. Committee Member Boldus asked if there would be any
support from the Economic Development Commission? Staff stated that subcommittee
members appeared to support the proposal, however could not predict what the full
committee would do. Chairperson Larson stated from the meetings he has attended
concerning this issue, there has been no opposition from the Economic Development
Commission members. It was also stated that the Park and Recreation Advisory
Committee agreed to lower the commercial/industrial fee more than ten years ago to
assist with stimulating commercial/industrial development. Members thought
commercial/industrial development was well underway and will be for next 20 years and
that the fee should now be returned to a market area level.
00.24Motion was made by Berg, seconded by Boldus, after careful examination by the
Commercial/Industrial Park Dedication Fee Subcommittee to recommend to City
Council to consider approving the proposed park dedication fees of $4800 per acre for
commercial and $4000 per acre for industrial. The fee would be for new plats
submitting applications following any City Council action. Existing plats now under
consideration would be exempt.
Motion passed.
ITEM #7. Review draft Park Dedication Fund budget.
Staff referred to the draft Park Dedication Fund budget for 2001. It is expected there
will be approximately 550 residential units developed in 2001. In the past there have
been 350 ? 400 units. Projects in 2001 include Antlers Park playground; Lake Villa
Area Neighborhood Park; Bury property condemnation; Central Area PUD trails;

Greenway Shelter (Hickory Tech) building at 192 and Ipava which includes restrooms,
interior/exterior water, benches and many trail projects associated with new road
construction.
ITEM #8. Unfinished business.
There was no unfinished business at this time.

There was no new business at this time.
ITEM #10: Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for
October 4, 2000.
ITEM #11: Adjournment.
The meeting adjourned at 7:21 PM.
