CITY OF LAKEVILLE
PARKS AND RECREATION ADVISORY COMMITTEE MEETING
December 13, 2000
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson
Larson at 6:00 PM.
ITEM #2. Roll call.
Present were Committee members J. Larson, H. Lovelace, L. Lulf, J. Berg,
Committee members P. Messinger, R. Boldus and alternate, K. Manias was unable
to attend. Also present were Parks and Recreation Director Steve Michaud and
Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks and Recreation Advisory Committee minutes
of November 22, 2000.
The minutes of the November 22, 2000Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the minutes
were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present at this meeting.
ITEM #5. Staff reports and summary of current projects.
Parks and Recreation Director, Steve Michaud, gave an update to the committee on

current projects. The ice rinks are anticipated to be open Saturday, December 16.
There are some instances of snowmobilers violating the ordinance of the no-
snowmobiling zone in northern Lakeville. Within Ritter Farm Park, two jeeps
became stuck in the wetland area and had to be towed. This may have resulted in
damage to the area which may be better assessed in the spring. A Park Ranger
planning meeting took place this week. Ideas were exchanged to improve an
existing great program.
ITEM #6. Review resolution establishing rules and rental fees for use of
City park facilities, buildings and property.
The current resolution approved by the Parks and recreation Advisory Committee
was discussed. Parks and Recreation Department staff met and compiled a list of
suggested changes. Staff is requesting the committee review the current resolution
and consider changes for future discussion. Department recommendations include:
?Shelter Building Rental
?Fees may be too low
?Charge per shelter vs. current policy of charge per number of people in
group

?Simplify overall guidelines
?Churches and non-profit groups
?Need to clarify who is exempt from the required deposit and address this
issue
?Reservation agreements
?Security deposit of $100 currently, suggested $150
Committee member Berg requested a listing of the types of groups who use the
facilities and member Larson requested a fee survey of surrounding communities.
The committee will review the current resolution, consider staff recommendations,
await further information and discuss at a later date.
ITEM #7. Review Economic Development Commission recommendation
for commercial/industrial park dedication fees.
Chair Larson explained that the joint subcommittee of the Parks and Recreation
Advisory Committee and the Economic Development Commission had met several
times discussing the commercial/industrial park dedication fee. During the
subcommittee?s review the Parks and Recreation Advisory Committee
recommended a fee increase of $4800 per acre for commercial and $4000 per acre
for industrial. Following that recommendation, additional research was completed
by the subcommittee that included surveys of other cities, market value studies of
industrial property in Lakeville and a commercial/industrial building permit fee
study. With that information, the subcommittee recommended a fee increase of
$4800 per acre for commercial and $3500 per acre for industrial property. The full
Economic Development Commission considered the subcommittee recommendation
at their November 28, 2000 meeting and after review of all information the
Economic Development Commission recommended to the City Council an increase
in the park dedication requirement of $5400 per acre for commercial property and
$3200 per acre for industrial property.
In consideration of the Economic Development commission recommendation the
Parks and recreation Advisory Committee concurred with the Economic
Development Commission rationalization for their recommendation and
unanimously supported their proposed increase.
00.28 Motion was made by Larson, seconded by Berg, based on additional information
received from the Economic Development Commission concerning
commercial/industrial park dedication fees, the Parks and Recreation Advisory
Subcommittee supports the recommendation of the Economic Development
Commission and moves to amend the original recommendation and recommends for
approval to the City Council a commercial park dedication fee of $5400 per acre
and an industrial park dedication fee of $3200 per acre.
Motion passed.
ITEM #8. Approval of meeting schedule for 2001.
The 2001 schedule for the Parks and Recreation Advisory Committee was reviewed.

00.29 Motion was made by Lulf, seconded by Lovelace to approve the 2001 Parks and
recreation Advisory Committee schedule.
Motion passed.
ITEM #9. Review and consider approval of Hickory Tech lease agreement
and associated trail head facility.
Staff discussed the Hickory Tech site which would be located at Ipava Avenue and

192 Street. Hickory Tech has chosen to wait on the lease agreement until the
spring when construction would begin. The committee will discuss in further detail
at a later date due to no time constraints.
00.30 Motion was made by Berg, seconded by Lulf to table the site lease agreement from
Hickory Tech until further review by the committee.
Motion passed.
ITEM #10. Unfinished business.
There was no unfinished business at this time.
ITEM #11. New business.
There was no new business at this time.
ITEM #12. Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for
January 3, 2001.
ITEM #13. Adjournment.
The meeting adjourned at 6:55 PM.
