CITY OF LAKEVILLE
PARKS AND RECREATION ADVISORY COMMITTEE MEETING
April 18, 2001
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Area Arts Center Administration
Building by Chairperson Larson at 6:00 PM.
ITEM #2. Roll call.
Present were Committee Members P. Messinger, L. Lulf, R. Boldus, J. Volimas,
H. Lovelace, Alternate K. Manias. Unable to attend was J. Berg. Also present
were Parks and Recreation Director Steve Michaud and Recording Secretary Pat
Vinje.
ITEM #3. Approval of Parks and Recreation Advisory Committee
minutes of April 4, 2001.
The minutes of the April 4, 2001 Parks and Recreation Advisory Committee
meeting were discussed. There was a correction to the minutes with regard to
the location of the meeting. It was held at City Hall and not the Arts Center
Administration Building.
ITEM #4. Citizen Comments.
There were no citizens present concerned with items not on the agenda for this
meeting.
ITEM #5. Staff reports and summary of current projects.

The dog leash law is soon to be in effect as of June 1. Pamphlets are
available, the Park Rangers intend to carry pamphlets and distribute them, and
a program is being developed to educate the public on the law as it relates to
their dogs.

All athletic fields were to be open by the end of the week, April 20.
ITEM #8. Review Wensmann plat proposed neighborhood park
concept plans.
The Wensmann plat is south of Aronson Park and east of downtown Lakeville.
Meetings have been held for the neighborhood affected by this plat. The plans

include connecting 207 Street to Hamburg Avenue, including a loop road near
th
the cemetary connecting to Hollins Avenue and 206 Street. The residents in
this vacinity are concerned about the increased traffic. Concerns expressed
included substandard setbacks and on-street parking. They want to maintain
their quiet neighborhood. Their suggestion was to put the road leading this plat
through Aronson Park. The concern with this suggestion is the number of
families, children, and teams using the park. The City owns 20 acres east of

Aronson which was donated by the developer, Wensmann. This may possibly
be used for soccer fields. A church owns 40 acres across from Aronson Park but
County access spacing guidelines will not allow an entrance at that location. A

discussion meeting is scheduled for Friday, April 20 with Ingraham &
Associates concerning this plat. A decision by the committee will be made after
the final concept plans are complete.
ITEM #6. Discuss spring tours route.
The annual spring tour was discussed and planned. The tour will begin at 5:00

PM on June 6. Committee members are to meet at Ritter Farm Park and a bus
will guide them to approximately 19 sites. The tour will conclude at Ritter Farm
Park and pizza will be served.
ITEM #7. Review Dakota County CIP.
The County has drafted a Park Capital Improvement Plan. The growth of the
past 10 years has given the County the opportunity to review their parks
system. The Camas gravel pit is proposed to become two 60-acre lakes. The
City is considering suggesting to the County to form a joint effort on the
Tutewohl property in the northeast corner of Lakeville. This could involve
granting the current owners a life estate and the City and County would buy the
development rights. Committee members expressed interest in this idea. A
County wide bond referendum may be necessary for this project. It is not
known if the City of Apple Valley and the City of Farmington will be involved in
this project if it happens. Steve Sullivan, Dakota County Director of Parks, will
meet with staff for further discussion. The City intends to support this idea.
ITEM #9. Unfinished business.
There was no unfinished business to discuss at this time.
ITEM #10. New business.
Committee member Volimas met with Stan Fredrickson, Lakeville School District

#194, concerning the trail at Lakeview Elementary School located at 205 Street
and Jacquard Avenue. The plan includes moving the lights and signs and
placing the trail up to the curb.
ITEM #11. Tour Arts Center progress.
Committee members proceeded to the Arts Center to view the progress of the
construction.
ITEM #12. Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled
for May 3, 2001 at 6:30 PM in the Engineering Conference Room. A joint Parks
and Recreation Advisory Committee and Planning Committee meeting will follow
at 7:30 PM in the City Hall Council Chambers.

ITEM #13. Adjournment.
The meeting adjourned at 7:45 PM following the conclusion of the Arts Center
tour.
