HomeMy WebLinkAbout08-01 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING August 1, 2001 ITEM #1. Call to order. The meeting was called to order in the Lakeville Area Arts Center Administration building by Chair Larson at 7:00 PM. ITEM #2. Roll call. Present were Committee Members J. Larson, P. Messinger, R. Boldus, L. Lulf, H. Lovelace, and J. Volimas. Also present were Parks and Recreation Director Steve Michaud, Assistant Parks and Recording Secretary Pat Vinje. Unable to attend were J. Berg and K. Manias. ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of July 18, 2001. The minutes of the June 18, 2001Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen Comments. There were no citizens present concerned with items not on the agenda for this meeting. ITEM #5. Staff reports and summary of current projects. The AAU National Tournament is taking place at Quigley Sime fields. ? There are 46 teams from 26 states. The championship games will be conducted Friday afternoon. The Lakeville Area Arts Center preview was held from 4:30 to 6:30 PM ? st August 1. The silent auction raised $1,000 toward the Buy-A-Chair campaign. Developer, Herb Wensmann, generously offered to match donations for the Buy-A-Chair campaign up to $50,000 for any chairs purchased from this point on. Recreation programs are going well. Dan Brettschneider has filled CJ?s ? position and is a welcome addition with lots of experience. The recent hot and humid weather has been very stressful on trees. The ? parks maintenance staff have been watering as much as possible. Highview Heights parking lot was recently paved. Greenridge Park ? parking lot, paving of Orchard Lake boat launch parking lot, trails at North th Park and 210 Street, Kabot Cove trail at the west end of Lake Marion, repairs to sidewalks at the Arts Center and repaving of the parking lot will be considered for approval by City Council Monday night. ITEM #6. Dodd Marsh Highlands final plat. Dodd Marsh Highlands consists of 47 attached townhome units, 35 detached townhome lots, 2 common area lots and 9 outlots on 82.54 acres of land located th east of Ipava Avenue, west of Dodd Boulevard south of 190 Street and north of th 195 Street. The developers are proposing to dedicate a total of 4.35 acres of Parks and Recreation Advisory Committee Minutes of: August 1, 2001 Page -2- park land. Of this acreage, 2.05 acres are currently owned by D R Horton and 2.30 acres are currently owned by the City of Lakeville. DR Horton paid an average of $52,500 per acre for the subject property and will be purchasing the City-owned property for $25,000 per acre. Based on the park dedication calculations above, the cash contribution required for Dodd Marsh Highlands at full development is $59,875. The cash contribution will be due with the second phase of the development. Motion by Messinger 01.23 , seconded by Lulf to recommend to City Council to accept the park dedication of 4.35 acres and the cash contribution of $59,875 to satisfy the park dedication requirements. In addition, the developer will be required to construct a greenway trail from Ipava Avenue to Dodd Boulevard, th then southerly to 195 Street. The developer will be reimbursed for all trails built th within the subdivision. A 5-foot sidewalk will be required on both sides of 190 Street between Ipava Avenue and Dodd Boulevard. Developers of Century Ridge will be responsible for the north side and developers of Dodd Marsh will be responsible for the south side. A sidewalk will also be required on the south th side of 190 Street between Ipava Avenue and Dodd Boulevard connecting to the greenway trail access. A sidewalk will also be constructed on the south side of Inndale Drive from Ipava Avenue to Ingleside Court. Sidewalk construction costs will be the responsibility of the developer. Motion passed. ITEM #7. The Oaks of Lake Villa final plat. Johnson-Reiland construction, Inc. has submitted application for this plat to be th located west of Kenyon Avenue, north of 179 Street and east of Keokuk Avenue. The development will consist of 29 single family lots and 22 detached single family townhouse lots on 33.77 acres. A passive park of 3.42 acres is planned for this area within Outlot A. Motion by Boldus 01.24 , seconded by Lovelace to recommend to City Council to accept the 3.42 acres of land to satisfy the park dedication requirements, th construct a 8-foot wide bituminous trail on the north side of 179 Street and the east side of Keokuk Avenue for the entire length of the plat. The City will reimburse the developer for the cost of constructing an 8-foot wide bituminous trail within Outlot A providing a maintenance access to a new sewer line. The trail connection will be located between Lots 8 and 9 and 18 and 19, Block 1. The developer must dedicate a trail easement for this trail; located between Lots 8 and 9, and lots 18 and 19, Block 1. The City will reimburse the developer for the cost of this trail construction. The developer is required to construct a 5-foot wide concrete sidewalk on the east side of Ketchikan Trail and the north side of h 178tStreet. The sidewalks will be constructed at the developer?s expense. Eight foot trails are to be built in conjunction with plat road paving. Motion passed. Spring Hill preliminary plat. th Spring Hill preliminary plat is located south of 185 Street and west of Ipava Avenue. The plat consists of 84 lots on 39.78 acres. Spring Hill is located within the Central District Area. As part of the Central District planning, a major greenway and trail corridor is being planned. Motion by Lulf 01.25 , seconded by Volimas to recommend to City Council to accept the 1.94 acres of land located in Outlot A and a portion of Outlot B in addition to the cash contribution of $56,670 to satisfy the park dedication requirements. Motion passed. ITEM #9. Village Creek preliminary plat. Wensmann Realty has submitted a preliminary application to plat 119 single family lots and 126 townhome units on 99.376 acres of land located east of downtown Lakeville, west of Hamburg Avenue and south of Aronson Park. A park for this area is identified in the Parks and Open Space System Plan. Since the committee?s review of that master plan, the location of the park has been changed from the central portion of the plat to a northwest corner location adjacent to the existing cemetery and Aronson Park. At present, Ingraham and Associates are reviewing the proposed park area and how the basic neighborhood park facilities will fit in that area. Motion by Messinger 01.26 , seconded by Lovelace to recommend to City Council to accept the 12.76 acres of land to satisfy the park dedication requirements contingent upon agreement between the Parks and Recreation Director, Planning Commission and Parks and Recreation Advisory Committee of an approved master plan. Motion passed. ITEM #10. Wild Meadow Villas preliminary plat. Wild Meadow Villas plat preliminary land application has been submitted by Progress Land Company to develop approximately 37.91 acres located north of th 215 Street and west of Dodd Boulevard. The Parks and Open Space System Plan identifies a future greenway located along a south creek tributary creek which parallels County Road 70. Motion by Larson 01.27 , seconded by Messinger to recommend to City Council to accept the land dedication of 4.37 acres contingent upon obtaining an adequate trail corridor through areas adjacent pond areas which presently appear narrow. Adequate right of way must be obtained along Dodd Boulevard to accommodate future trails. Motion passed. ITEM #11. Continue review of parks and open space system plan. This item was tabled until the next scheduled meeting. Parks and Recreation Advisory Committee Minutes of: August 1, 2001 Page -4- ITEM #12. Unfinished business. Member Pat Messinger extended gratitude to member Jeff Larson for his years of dedication on the Parks and Recreation Advisory Committee and the outstanding job he has done for the parks system. Parks and Recreation Director Steve Michaud also thanked member Jeff Larson for his commitment to the committee and the community. He wished him well with his new service on the Planning Commission. ITEM #13. New business. There was no new business to report at this time. ITEM #14. Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for August 15, 2001 at 6:00 PM in the City Hall Council Chambers. ITEM #15. Adjournment. The meeting adjourned at 8:45 PM.
