CITY OF LAKEVILLE
PARKS AND RECREATION ADVISORY COMMITTEE MEETING
September 19, 2001
ITEM #1. Call to order.
The meeting was called to order in the Lakeville City Hall Council Chambers at
6:05 PM.
ITEM #2. Roll call.
Present were Committee Members P. Messinger, H. Lovelace, J. Berg,
J. Volimas, and R. Boldus. Also present were Parks and Recreation Director
Steve Michaud and Recording Secretary Pat Vinje. Unable to attend were
L. Lulf and K. Manias.
ITEM #3. Approval of Parks and Recreation Advisory Committee
minutes of September 5, 2001.
The minutes of the September 5, 2001Parks and Recreation Advisory
Committee meeting were discussed. There were no additions or corrections and
the minutes were approved as printed.
ITEM #4. Citizen Comments.
There were no citizens present concerned with items not on the agenda for this
meeting.
ITEM #5. Staff reports and summary of current projects.
The Arts Center and Grand Opening planning are consuming much
?
staff time. Some of the seating is installed and the remainder of the
seating will be installed shortly. Next week a punch list will be utilized
to address items needing attention. As of a week ago, 50 chairs were
yet to be sold. A major developer may possibly be purchasing 10-20
chairs. Joe Miller may be making a generous towards the purchase of
10 potters wheels and 2 electric kilns. The parking lot at the Arts
Center/Learning Center has been milled and will have a final layer
installed.
Highview Heights parking lot is complete. A trail corridor runs from
?
Hawthorne Heights Park to Highview Heights.
Maintenance division is staffed with full-time personnel and two
?
seasonal employees.

The trail along 205 Street between Jacquard Avenue and the Antlers
?
Park crossing is burdened with weeds. Maintenance will cut the
weeds down with a 580D mower. There is a similar situation on
Highview Avenue.
Herbicide treatments are being done in the parks. Aeration and
?
fertilization will be done in October.
The hockey rink at Greenridge Park has end boards, poles and
?
electricity. The sideboards need to be installed.

Trails are being installed through Independence Park and near 210
?
Street to the Golden Pond development.

The bridge at Foxborough Park will be taken out and the foundation
?
removed. Pilings will be driven in, base added and put the bridge
back in. This should be done mid-October.
The playground has been installed at Antlers Park. More sand will be
?
added to the play area and beach.
The Meals On Wheels Program is intended to be transferred to the
?
CAP Agency. The City will provide the fund-raising efforts to them
which are approximately $2,000.00 to $5,000.00 per year. The
st
transfer date is expected to be November 1 pending a Memorandum
of Understanding from CAP to the City.
A field scheduling meeting was held recently. Policy changes in the
?
future may include interpretation of rental and leases. This will clarify
the policy for use by the City.
ITEM #6. Fox Meadows final plat.
Dean R. Johnson Construction, Inc. has submitted application for the final plat of

Fox Meadows to be located south of 185 Street and west of Kenwood Trail.
The plat will consist of 82 attached townhouse units and 16 twin-homes on 36.77
acres. The developer will construct a 5-foot wide concrete sidewalk on the north

side of 188 Street and the east side of Joplin Avenue at his expense.
01.33Motion by Berg,
seconded by Boldus to recommend to City Council to consider
accepting a cash contribution for the Fox Meadows final plat for an amount of
$57,000.00 to satisfy the park dedication requirements. In addition, the
developer will be required to construct a 5-foot wide concrete sidewalk on the

north side of 188 Street and on the east side of Joplin Avenue at his expense.
Motion passed.
ITEM #7. Spring Hill final plat.

The Spring Hill plat is located south of 185 Street and west of Ipava Avenue
consisting of 84 lots on 39.78 acres located within the Central District Area. As
part of the Central District planning, a major greenway and trail corridor is being
planned. The developer is proposing to donate 1.94 acres of land located in
Outlot A and a portion of Outlot B which will count toward meeting the park
dedication requirement. This area represents a small portion of a much larger
greenway corridor which will be dedicated in subsequent platting actions in the
future. In addition to the 1.94 park land dedication of upland property, the
developer will also be required to pay a cash contribution.
01.34 Motion by Boldus,
seconded by Lovelace to recommend to City Council to
consider accepting a cash contribution of $47,796.00 due with the second phase
of the plat and land dedication of 1.94 acres in Outlot A and a portion of Outlot B
to satisfy the park land dedication requirements. The developer also will be
required to construct trails within the development as outlined in the planning
report.
Motion passed.

ITEM #8. Prairie Lake sketch plan.

Prairie Lake is U S Homes plat located north of 185 Street and west of 35W
and south of Lake Villa Golf Estates. Lee Johnson, representing U S Homes,
was present to display and discuss the plans for the Prairie Lake development.
This plat has gone through ten revisions since January. The consultants and
staff are at an agreement on the current design of the plat and are seeking
approval of the advisory committees. An Environmental Assessment Worksheet
is needed before this sketch plan reaches the stage of preliminary plat. The
proposed plat will consist of 76 single family lots, 6 twinhome units, and 222
attached townhome units on 158.43 acres of land. Future development may
include three single family lots and 26 twinhome lots along the easterly border of
the Bracketts Crossing Country Club property and 80 apartment units on the
southerly portion of the property. Other details of the plan include: private
recreational space including a small tot lot, sitting area, picnic area; single family
housing constructed by Lundgren Brothers with a private pool for residents; one
variance in relation to the street length of a cul-de-sac. The golf course will be
abutted to the development. Bracketts Crossing Golf Course prefers an
association along this border such as twinhomes. There will be no infringement
to the golf course due to development. Of the 158.43 acres, 47 acres are
wetland and 90 acres will be built on. The plans for a park have been modified
and are indicated on the sketch plan shown to the committee. The developer
will do rough grading for the park area to satisfy the park dedication
requirements.
Committee member Messinger expressed the park plans are less than what
should be provided to the residents of this area. She suggested a lot near the
proposed park be moved back, spread out the amenities and try to avoid an
overlay within the park.
Trails and sidewalks are to be located throughout the plat. The committee would
like to suggest the possibility of a sidewalk along the street on the westerly side
of the plat.
ITEM #9. Valley Lake Master Concept Plan.
The preliminary estimated cost of this project was $700,000.00. The current
estimate due to revisions to the plan is $300-400,000.00. Sewer and water will
be installed at a cost of $30,000.00. The committee reviewed a concept plan
which committee members Messinger and Boldus worked on together with staff.
The renovation of Valley Lake Park may need to be phased. A suggestion was
made to consider keeping the parking lot gravel, improve the beach, add a
building and trails. The volleyball courts and other amenities can come later.
ITEM #10. Continue review of Parks and Open Space System Plan.

ITEM #11. Unfinished business.
Reference was made to the letter sent to Dodd Trail Park area residents. The
plan is to remove two courts from Bunker Hill Park, rebuild the remaining two
courts and build two new courts at Dodd Trail Park.
ITEM #12. New business.
There was no new business to report at this time.
ITEM #13. Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled
for October 1, 2001 at 6:00 PM in the City Hall Council Chambers.
ITEM #14. Adjournment.
The meeting adjourned at 7:52 PM.
