HomeMy WebLinkAbout10-03 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING October 3, 2001 ITEM #1. Call to order. The meeting was called to order in the Lakeville City Hall Council Chambers at 6:00 PM. ITEM #2. Roll call. Present were Committee Members P. Messinger, L. Lulf, J. Berg, R. Boldus, and K. Manias. Also present were Parks and Recreation Director Steve Michaud and Recording Secretary Pat Vinje. Unable to attend were H. Lovelace and J. Volimas. ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of September 19, 2001. The minutes of the September 19, 2001Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen Comments. There were no citizens present concerned with items not on the agenda for this meeting. ITEM #5. Staff reports and summary of current projects. The Arts Center Grand Opening is the main focus at the present time. ? Details are being finalized. The parks maintenance staff are presently cleaning the facility. The hockey rink is nearly complete at Greenridge Park. ? Soccer fields are continually being maintained and herbicide ? applications have been conducted at park facilities. Staff recently met with a developer who is in the process of ? purchasing the Tutewohl property. The City would then be able to complete the acquisition of the northern 40 acre park site adjoining this parcel when the developer closes on the Tutewohl property. The developer plans to build 180 townhome units. The County is in the process of setting up a site selection committee ? to establish an additional County park. th The signal crossing at 205 Street to Antlers Park will be completed ? soon. ITEM #6. Stone Gate preliminary plat. Town and Country developer has submitted a plat for review which is located at th the northeast quadrant of 205 Street and Kenrick Avenue. The property consists of 27 acres. The developer proposes to construct 154 townhouses. The project is proposed to be constructed in phases. Parks and Recreation Advisory Committee Minutes of: October 3, 2001 Page -2- 01.35Motion by Boldus, seconded by Lulf to recommend to City Council to consider accepting a cash contribution to satisfy the park dedication requirements. In addition, the developer will construct sidewalks on both sides of the main north- south street. The City will pay the developer to construct an 8-foot trail on the th north side of 205 Street from the access to their plat easterly to the existing trail at Kansas Way. Motion passed. nd ITEM #7. Village Creek 2 Addition final plat. Wensmann Realty has submitted a final plat for Village Creek Second Addition consisting of 97 single-family homes. The Village Creek plat is that property located directly south of Aronson Park. All park dedication requirements were satisfied with the First Addition plat recently approved by City Council. The original park dedication requirement included dedicating Outlots A, C and D consisting of 12.76 acres as park property. It also includes construction of a th 10-foot wide bituminous greenway trail along the creek, trails crossing from 208 th Street west to the greenway trail, trails crossing the creek from Upper 206 Street west to the greenway trail and through the proposed neighborhood park. A 5-foot wide concrete sidewalk on both sides of Harvard Way, 5-foot sidewalk on the east side of Helena Lane and Hazelton Trail, sidewalk improvements on th 207 Street and installation of a sewer stub from Village Creek to service a future sewer line to Aronson Park building. No further recommendations were needed. ITEM #8. Continue review of the Parks and Open Space System Plan. The review of the Parks and Open Space System Plan will continue when plat activity slows down. ITEM #9. Unfinished business. th Administration has notified staff the October 17 meeting should be cancelled. 01.36 Motion by Lulf, seconded by Boldus to cancel the October 17th meeting of the Parks and Recreation Advisory Committee. Motion passed. ITEM #10.New business. There was no new business to report at this time. ITEM #11. Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for November 7, 2001 at 6:00 PM in the City Hall Council Chambers. ITEM #12. Adjournment.
