HomeMy WebLinkAbout12-12 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING December 12, 2001 ITEM #1. Call to order. The meeting was called to order in the Lakeville City Hall Council Chambers at 6:05 PM. ITEM #2. Roll call. Present were Committee Members R. Boldus, L. Lulf, H. Lovelace, J. Berg,, J. Volimas and K. Manias. Also present were Parks and Recreation Director Steve Michaud and Recording Secretary Pat Vinje. Unable to attend was P. Messinger due to a commitment at her employment. Also in attendance were Mayor Robert Johnson; Assistant to the City Administrator, John Hennen; Members of the Environmental Affairs Committee including W. Rosselit, T. Goodwin, J. Kline, D. McManus, C. Skeps; Barb Moeller, Environmental Resources Coordinator and Recording Secretary, Karla Hartmann. ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of November 14, 2001. The minutes of the November 14, 2001Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Review and discuss proposed Park, Recreation and Natural Resources Committee goals, responsibilities and membership. Mayor Johnson addressed the Parks and Recreation Advisory Committee and the Environmental Affairs Committee concerning the merger of the two committees. This proposal had been considered in the past. The Mayor outlined the facts behind establishing the Parks, Recreation and Natural Resources Committee. The process of merging the two committees would be advantageous with respect to one committee with similar goals combining the expertise of all members. The newly formed committee would include nine regular members plus one alternate member. The Mayor offered to answer any questions from the members. Steve Michaud, Parks and Recreation Director, spoke of the process of conducting Park, Recreation and Natural Resources Committee meetings. The environmental affairs items would be added to the agenda, and the process would transition as it progressed. Q - EAC, Rosselit: Would review of plats and plans regarding wetlands, tree preservation, etc. continue? A - Mayor: The plan for this is modification using the expertise of staff. There would be a phase out of the intensity of reviews due to facts being presented to the committee. Parks and Recreation Advisory Committee Minutes of: December 12, 2001 Page -2- Q - EAC, Skeps: The committee representatives, as citizens, should be involved in the review process. A - Mayor: Additional information can always be provided upon inquiry. Q ? EAC, Goodwin: Staff currently presents wetlands, preservations, etc. Will this process continue as it has been? A ? Mayor: Not necessarily in depth due to the addition of the staffing of the Environmental Technician. Questions may always be addressed. Duties of the Environmental Affairs Committee are being incorporated into the Parks, Recreation and Natural Resources Committee, they are not being eliminated. Q - EAC, McManus: Will wetlands plans be presented to the committee in addition to park plans? A - Mayor: If the plans meet the standards, there is no need for review. Q - EAC, McManus: If the wetland plans are not coming to the committee on a routine basis, the committee will need to ask the questions. A - Mayor: There is no need to bring forth a plan if it meets the ordinance requirements. Q - EAC, McManus: It is felt there is a need for review by the committee to ask the developer to go the extra mile. A - Mayor: No need. Q - EAC, Rosselit: Even though staff does an excellent job, they need motivation to go the extra mile. A - Mayor: If ordinance requirements are met, there is no need to bring outside issues to the committee. Q - EAC, Kline: The size of the committee is questionable. Ten members (nine regular and one alternate) seems like too large of a group to deal with. The advisory committee reports to the City Council. How was the number of ten members chosen? A - Mayor: It is the intent to preserve as much of the Environmental Affairs Committee as possible. The possibility exists of decreasing the size of the committee in the future. The goal is to preserve the expertise of the committees. Q - EAC, McManus: How will the members be chosen? A ? Mayor and John Hennen: EAC members should send a letter to the Mayor at City Hall by Friday, December 21, 2001 if you want to be considered. Q - EAC, McManus: If you take all seven Parks and Recreation Advisory Committee members plus two Environmental Affairs Committee members, that diminishes the Environmental Affairs Committee. A - Steve Michaud responded, The Parks and Recreation Advisory Committee has six members plus one alternate member. The seventh position was vacated when Mr. Larson went to the Planning Commission as an alternate. Parks and Recreation Advisory Committee Minutes of: December 12, 2001 Page -3- Parks and Recreation Advisory Committee member, R. Boldus, stated the streamlining of the committees will cut away duplication of efforts and time and assist processing of plats in a timely manner. Q - P & R, Boldus ? As a committee, will we still review plats, environmental issues, etc.? A - Mayor: One combined committee will address these issues. Q - P & R, Volimas: It appears there were to be changes to the Environmental Affairs Committee with the addition of fulltime staff, Environmental Technician. A - The technician will perform reviews of plats and plans. Q - EAC, Rosselit: Does the City Council require some action from the committees? A - Mayor: It is recommended to seek a motion to support the restructuring of the committee. Q - EAC, Goodwin: Will Barb and Steve jointly run the meetings? A - Mayor: Steve may have a major role. This has not been discussed. Q - EAC, McManus: Will plats be presented to the committee? A - Mayor: No developers will be present at the meetings. Steve will present the plats. At times a plat can be simple with only a cash contribution. Engineering and Planning reports are available in the packets. It is suggested the Environmental Affairs Committee agenda items will be included on the new committee agenda. Staff will make recommendations to the committee. The base work on plats is done by staff before it reaches the committee level. Q - EAC, Rosselit: Are the committees incompatible? A - P & R, Michaud: No, just a change in the committees. Steve Michaud added Pat Messinger, Parks and Recreation Advisory Committee member, supports streamlining of the two committees and looks forward to the Environmental Affairs Committee expertise. Q - EAC, Goodwin: Implication of the Environmental Affairs Committee is to address environmental issues and it seems like the members role will be diminished on the new committee. A - P & R, Boldus: The committee currently examines the scope of land and environmental conditions. Q - EAC, McManus: Will there be no access to developers? Will Steve be presenting the plats to the committee? A - Mayor: Developers will not necessarily be present due to the reports containing necessary information. Parks and Recreation Advisory Committee Minutes of: December 12, 2001 Page -4- Steve Michaud, Parks and Recreation Director asked Barb Moeller, Environmental Resources Coordinator, if details of plats are discussed with the developers? Barb responded, developers and engineers are present at the meetings to answer any questions. Comment ? EAC Committee member, Rosselit, stated the committee has made changes after discussing with the developer even though staff has reviewed plat. Comment ? EAC Committee member, Skeps, stated support of the streamlining process except when the process does not serve Lakeville?s best interests. Mayor Johnson ? More minds put onto a product develops a better product. Two different groups at two different times produces fragmented results. Q - EAC, Goodwin: Issues of builders will not be addressed. They will be decided in private offices outside of public view. They will become less important issues due to parks and recreation issues being more important. A - Mayor: City Council will not allow deterioration of lakes or other natural resources. With nine members overseeing issues, there is no concern for lack of quality decision making. Q - EAC, Goodwin: With respect to ordinances and management plans. The Environmental Affairs Committee has the spirit of management plans and hope this can be continued. A - Mayor: Citizens of Lakeville are on the committee. They are dedicated. Citizens make a City, not bricks and mortar. Q - EAC, Rosselit: One member of the Environmental Affairs Committee has been on the committee with special consideration even though not a citizen of Lakeville. A - Mayor: The new Parks, Recreation and Natural Resources Committee does not allow members who are not residents of Lakeville. Mayor Johnson ? Lakeville Is growing and changing. Along with the growth, comes need for change. 01.39 Motion by Lulf, seconded by Lovelace to recommend to City Council support for merging the Environmental Affairs Committee and the Parks and Recreation Advisory Committee into one committee to be known as Parks, Recreation and Natural Resources Committee. Motion passed. ITEM #5. Citizen comments. There were no citizens present for items not listed on the agenda. Parks and Recreation Advisory Committee Minutes of: December 12, 2001 Page -5- ITEM #6. Staff reports and summary of current projects. The Arts Center continues to be a major focus. Staff and members of the ? Arts Center advisory board are planning a trip to the Phipps Center in Hudson, Wisconsin Friday. This will enable staff to get ideas on how their arts center is operated. A part-time building attendant was hired at the Arts Center. This assists with the maintenance of the facility. Also, a second 20 hour per week position has been tentatively approved. The warm weather has created a problem with respect to making ice for the ? rinks. The annual goal is to be open for the Christmas break. It takes 5-6 days of flooding to freeze the rinks. The Oak Wilt Grant from the DNR is on hold. It is probable any work ? performed to date will be reimbursed but any new work is to be held off. The warm weather has allowed the maintenance crew to work on outdoor ? projects including the installation of fencing at Ritter Farm Park. ITEM #7. Review of resolution establishing rules and rental fees for use of City shelter building rental. Discussion was held concerning the current policy for rules and rental fees of City shelter/building rental. The current policy draft included changes to Exhibit B-Rules and Regulations for Use of City Parks. The changes were reflected in the draft copy. Example included item #11-dog leash ordinance. The committee found no reason to change the policy at this time. 01.40Motion by Manias, seconded by Volimas to recommend to City Council to approve the Resolution Establishing Rules And Rental Fees For Use of City Shelter/Building Rental. Motion passed. ITEM #8. Review of Park Dedication fees. Annually, the park dedication fees will be reviewed by the Parks and recreation Advisory Committee. The tool to guide the determination of fees is the Twin City Consumer Price Index. This index will be published in late December or early January, at which time the committee will review the park dedication fees. It is possible the increase for residential development could increase 4-5%. The commercial/industrial fees would not change at this time due to the increase in December 2000. ITEM #9. Approval of meeting schedule for 2002. The schedule for 2002 was provided to Parks and Recreation Committee members. The schedule follows the Planning Commission schedule and is the first and third Wednesdays of the month with a few exceptions due to holidays or other events. 01.41 Motion by Berg, seconded by Lulf to approve the 2002 Parks and Recreation Advisory Committee meeting schedule. Motion passed. Parks and Recreation Advisory Committee Minutes of: December 12, 2001 Page -6- ITEM #10. Unfinished business. There was no unfinished business to discuss at this time. ITEM #11. New business. There was no new business to discuss at this time. ITEM #12.Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for January 2, 2002 at 6:00 PM.
