The meeting was called to order in the Council Chambers at City Hall at 6:03 PM. ITEM #2. Roll call. Present were Committee Members T. Goodwin, P. Messinger, R. Boldus, H. Lovelace and J. Volimas. Unable to attend was J. Berg. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty, Environmental Technician Ann Messerschmidt, Recording Secretary Pat Vinje and special guest Steve McComas of Blue Water Science. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of February 2, 2005 The minutes of the February 2, 2005 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Public Hearing: Stormwater Pollution Prevention Program and Wellhead Protection Program Chair Goodwin called the public hearing to order at 6:05 pm. Environmental Technician Ann Messerschmidt began the public hearing with a presentation on the Stormwater Pollution Prevention Program. The City of Lakeville is required to obtain a NPDES Stormwater Permit and develop and implement a SWPPP that includes public education and outreach, public participation/involvement, illicit discharge, detection and elimination, construction site runoff control, post-construction site runoff control and pollution prevention/good housekeeping. Environmental Resources Coordinator Mac Cafferty presented the Wellhead Protection Program. This is the first year the City of Lakeville has instituted a Wellhead Protection program. The purpose of the program is to ensure the City is supplying clean, safe water to residents. This is achieved through collecting information on private wells within a 1½ mile radius of planned well sites, requiring well owners to hookup to municipal water and sewer systems if available, establishing water restrictions when deemed necessary, education of residents on water conservation, monitoring of ground water levels, configuring control systems to limit pumping to the minimum required to meet demands. Parks, Recreation and Natural Resources Committee Page 2 March 2, 2005 Steve McComas of Blue Water Science highlighted lake projects completed in 2004. - Lake Marion: Eurasian milfoil is present but has not reached a nuisance level. There is some curly leaf pondweed present. - Orchard Lake: Curly leaf pondweed control continues through the method of harvesting. - Valley Lake: Water clarity has improved through the use of barley straw installation. This method will be used again in 2005. Shoreline restoration occurred in 2004. - Lee Lake: Removal of the excess number of bullhead fish is recommended for 2005 in order to improve water clarity. Barley straw will also be installed to control algae growth. - Kingsley Lake: Removal of purple loosestrife and common buckthorn is necessary to maintain the quality of the lake. Volunteer opportunities exist to assist with caring for the environment. Programs available include Adopt-A-Pond, barley straw installation, pond skimming, frog monitoring, buffer planting and stormdrain stenciling. Staff complimented the Environmental Resources Team on a fine annual report. The City did not receive any written or spoken comments from the public prior to the public hearing and there were no citizen comments at the public hearing. Chair Goodwin announced thepublic hearing was closed at 6:30 PM. Motion by Boldus and seconded by Messinger to close the public hearing. 05.11 Ayes ? 5 Nays ? 0 Motion passed. ITEM #6. Staff reports and summary of current projects. -Staff is meeting with Lakeville Baseball Association representatives to discuss plans involving the King Park Baseball Complex and the King Park Athletic Club. Further updates will be provided at the next meeting. -Staff has met with the Three Rivers Park District to discuss a connection from Ritter Farm Park to Murphy Hanrehan Park Reserve. They are interested in pursuing this and discussions will continue. nd ITEM#7. Chadwick Farm 2 Addition final plat. D R Horton has submitted a final plat for the second addition of the Chadwick Farm development consisting of 61 single-family lots on 25.06 acres located east of th Jacquard Avenue and south of 210 Street. The developer dedicated 8.69 acres of park land to satisfy the majority of park dedication requirements. The developer shall be responsible for grading the park area and the greenway corridor. The land area and cash requirements of the park dedication are calculated as follows: Parks, Recreation and Natural Resources Committee Page 3 March 2, 2005 Gross Area = 139.95 acres th 9950 210 Street = 1.07 acres (Park Dedication Fees Waived in 1991) Future CC Dev. = 12.96 acres (Park Dedication Fees to be collected when this area plats) Preliminary Plat Area = 125.92 acres The gross density is 216 units/125.92 acres = 1.72 units/acre, which is <2.5 units/acre; therefore, a 10% park land dedication is required. Total land dedication required is: 10% x 125.92 acres = 12.592 acres. The dedicated 8.69 acres of parkland represents 69.01% (8.69 acre/12.592 acres) of the required land dedication; therefore, park dedication has been met for 149.07 lots (69.01% x 216 lots). A final cash park dedication fee will be collected on the overall development after 149.07 lots are final platted. It is anticipated the park will be built in the Chadick Farm development in 2006 or 2007. This addition of Chadwick Farm brings the number of final platted lots to 114. 05.12 Motion by Lovelace and seconded by Messinger to recommend City Council nd consider approval of Chadwick Farm 2 Addition final plat. Park dedication requirements were previously met through a park land dedication. A cash park dedication fee will be collected at the time of final plat on final phases of development. The developer will construct sidewalks and trails as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Spyglass 3 Addition final plat. rd Laukka-Jarvis, Inc. have submitted a final plat application for Spyglass 3 Addition consisting of 56 single-family residential lots on 21.9 acres. The development is located east of Cedar Avenue and north of Ardmore Village Manufactured Home Park. The preliminary plat consisted of 146 single-family lots that were approved by City Council on October 7, 2002. Approximately 4.19 acres was dedicated as part of stnd the 1 and 2 Additions for future parkland. The City has established half the park through the Spyglass development and the remaining half would be established when the property to the north developed. The remaining park dedication from Spyglass shall be in cash. The park dedication fee required is $88,760 (56 units x $1,585/single-family dwelling unit). The developer will construct trails as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 5 Nays ? 0 Motion passed. ITEM #9. 84 Lumber Company. Pierce Hardy, LLP dba 84 Lumber Company has submitted a preliminary and final st plat known as 84 Lumber Company 1 Addition to be located west of Grenada th Avenue and north of 220 Street. The property consists of 10.45 acres zoned I-2, General Industrial District which will include a warehouse with office and showroom space in addition to outside storage. Review of the Park and Open Space System Plan indicates no park or trails required of this property. A cash contribution of $36,784 (10.45 acres x $3,520/acre) is required to satisfy the park dedication ordinance. 05.14 Motion by Volimas and seconded by Lovelace to recommend City Council consider approval of 84 Lumber Company preliminary and final plat including a cash contribution of $36,784 (10.45 acres x $3,520/acre) to satisfy the park dedication requirement. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 5 Nays ? 0 Motion passed. ITEM #10. Creekside Business Park final plat. Appro Development representing MW Johnson has submitted an application for the th final plat of Creekside Business Park located north of 215 Street (County Road 70) and west of Holyoke Avenue on approximately 14.59 acres. The developer plans to build a 25,600 square foot office/warehouse facility, which will consist of 1,960 square feet of office space, 2,720 square feet of fleet service area and 20,800 square feet of warehouse space. There are no parks required in this area, therefore Parks, Recreation and Natural Resources Committee Page 5 March 2, 2005 a cash park dedication fee of $46,688 (14.59 acres x $3,200/acre) is required. The developer has addressed the issues the committee had concerns with. 05.15 Motion by Messinger and seconded by Boldus to recommend City Council consider approval of Creekside Business Park final plat including a cash contribution of $46,688 (14.59 acres x $3,200/acre) to satisfy the park dedication requirement. The developer will construct trails as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 5 Nays ? 0 Motion passed. ITEM #11. Unfinished business. A regular and an alternate candidate have been chosen to fill the vacancies on the committee. ITEM #10. New business. There was no new business to report. ITEM #11. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for March 16, 2005 at 6:00 PM at City Hall.
