The meeting was called to order in the Council Chambers at City Hall at 6:01 PM. ITEM #2. Roll call. Present were Committee Members T. Goodwin, J. Berg, J. Volimas and K. Miller. R. Boldus arrived at 6:46 pm. Unable to attend were H. Lovelace and P. Messinger. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty, Recording Secretary Pat Vinje and special guest Dan Licht of Northwest Associated Consultants. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of March 2, 2005 The minutes of the March 2, 2005 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. - Staff introduced the newest member of the Parks, Recreation and Natural Resources Committee, Kevin Miller. Kevin is employed with US Bank and has been a resident of Lakeville since 1991. The position of Park Maintenance II attracted 50 applications. Testing is being - done on approximately 15 applicants and a hiring decision to follow. The summer recreation brochure will be mailed to residents April 9. Online - registration will be offered for the first time with the onset of these programs. The Arts Center is busy hosting many performances. - The target date fore the new Central Maintenance Facility is October and - construction appears to be on schedule. Discussions continue with the Lakeville Baseball Association concerning the King - Park Athletic Complex and King Park Baseball Complex. No final decisions have been made. ITEM #6. Parks and Open Space System Plan Update ? Dan Licht, NAC. Staff introduced Dan Licht of Northwest Associated Consultants. NAC has prepared Parks and Open Space System Plans for the City of Lakeville in the past and will guide the committee on the current update of the plan. The plan is updated every five years. - The update will provide a plan through 2030. - The population of Lakeville is expected to reach approximately 90,000 when - fully developed. Factors that are considered for the plan include census data, developments, - improvements to existing facilities. Parks, Recreation and Natural Resources Committee Page 2 March 16, 2005 NAC will update the plan and meet with the committee to discuss changes. - A final draft will be completed by August, sent to the Planning Commission for - comment and forwarded to City Council for review. An updated plan will be presented to City Council in September for adoption. - ITEM#7. Woodhill final plat. Town and Country Homes have submitted an application for the final plat of Woodhill consisting of 62 twin home units, one common area lot and three outlots located on th 17.96 acres of land. The plat lies west of Kenyon Avenue between 179 Street and Kerrville Trail. The Woodhill final plat is consistent with the Woodhill preliminary plat which was approved by City Council on February 7, 2005. The tree preservation plan includes saving 393 (32%) significant trees and removing 803 (65%). The developer will also preserve 37 (3%) significant trees identified as ?custom?. Saved trees will be replaced at a 2:1 ratio if damaged. An 8-foot wide bituminous trailway along the west side of Kenyon Avenue from the south plat boundary to the end of the th 179 Street will be constructed. The City will deduct the cost of the trailway from the required park dedication fee. The trail will be constructed as part of the plat roadway improvements. There are no parks required in this plat area. Staff spoke of a geoweb system which will be placed on the retaining walls to assist with blending into the landscape. The geoweb will grow plants approved by staff. 05.16 Motion by Berg and seconded by Volimas to recommend City Council consider approval of Woodhill final plat including a cash contribution of $119,660 (62 multi-family units x $1,930) less $8,745 for trail construction costs to satisfy the park dedication requirement. The developer will construct sidewalks and trails as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes - 4 Nays ? 0 Motion passed. nd ITEM #8. Argonne Village 2 Addition preliminary and final plat. United Properties has submitted a preliminary and final plat known as Argonne nd Village 2 Addition located northeast of and adjacent to CSAH 50, north of Taco Bell and south of Walgreens. The proposed plat is 2.45 acres consisting of two commercial lots on one block. Ten-foot wide concrete sidewalks are to be constructed on both sides of CSAH 50, eight-foot wide concrete sidewalks on both sides of Kenrick Avenue located north of the site and an eight-foot wide sidewalk on the west side of Junelle Path to the northern driveway entrance site. Member Goodwin asked if the area south of Taco Bell was a sedimentation basin? Staff Parks, Recreation and Natural Resources Committee Page 3 March 16, 2005 responded yes. Goodwin also inquired about landscape plans. Staff indicated each lot has its own plan. 05.17 Motion by Volimas and seconded by Miller to recommend City Council consider nd approval of Argonne Village 2 Addition preliminary and final plat including a cash contribution of $14,553 (2.45 acres x $5,940/acre) to satisfy the park dedication requirement. The developer will install sidewalks as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Timbercrest 3 Addition preliminary and final plat. rd The Avalon Group, LLC has submitted a final plat for Timbercrest at Lakeville 3 th Addition consisting of four lots on one block located north of CSAH 60 (185 Street) and west of Orchard Trail. The parent parcel is Outlot B of Timbercrest at Lakeville. The tree preservation plan is unchanged from the parent parcel plan. The developer will construct a six-foot wide concrete sidewalk and an eight-foot wide bituminous trail as shown on the revised site plan. 05.18 Motion by Berg and seconded by Volimas to recommend City Council consider rd approval of Timbercrest 3 Addition preliminary and final plat including a cash contribution of $38,664 (7.16 acres x $5,400/acre) to satisfy the park dedication requirement. The developer will install sidewalks and trails as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. New business. John Hennen, Park Maintenance and Operations Manager, will provide the committee with a presentation highlighting projects for 2005 at the next meeting. ITEM #12. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for April 6, 2005 at 6:00 PM at City Hall. ITEM #13. Adjournment. The meeting adjourned at 7:42 PM.
