The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members T. Goodwin, J. Berg, J. Volimas, H. Lovelace, K. Miller and P. Wallia. J. Berg arrived at 6:07 pm and R. Boldus arrived at 6:17 pm. Unable to attend was P. Messinger. Also present were Parks and Recreation Director Steve Michaud, Park Maintenance and Operations Manager John Hennen, Environmental Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of April 6, 2005 The minutes of the April 6, 2005 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. Park Maintenance and Operations Manager John Hennen presented an update - on 2005 projects. They include installation of park ID signs, installation of seven playgrounds for which bid opening is April 21, picnic table construction, painting of trash barrels, building retaining wall at Antlers Park, restoration around Village Creek bridge and trail, assist with installation of Veterans memorial at Aronson Park, relocation from current park maintenance facility to central maintenance facility, basketball court modification at Bunker Hill Park, annual tree planting and many other projects. Parks and Recreation Director thanked John Hennen and his staff for all the hard work they do within the park system. In addition to Community Service Officers (CSOs) and Park Rangers, staff is - working with the Lakeville Police Department to utilize Police Reserve Officers to assist with park patrol during the spring prior to the hiring of seasonal Park Rangers. ITEM #6. Elder Doyle preliminary and final plat. Representatives of Elder Doyle, LLC have applied for a preliminary and final plat of one commercial lot on one block located west of Kenwood Trail (CSAH 50) and th south of 185 Street (CSAH 60). The parent parcel consists of Outlot A, Merchants Subdivision (2.69 acres) and is zoned O/R (office/residential transition district). The developer proposes to construct a single level 19,000 square foot office building. There are no park requirements in this area. Pedestrian trails exist on both sides of CSAH 50 and 60. Park dedication fees are required to satisfy the park dedication ordinance as follows: 2.69 acres x $5,940 = $15,978. Parks, Recreation and Natural Resources Committee Page 2 April 6, 2005 05.19 Motion by Boldus and seconded by Miller to recommend City Council consider approval of Elder Doyle preliminary and final plat including a cash contribution of $15,978.60 (2.69 acres x $5,940) to satisfy the park dedication requirement. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 7 Nays ? 0 Motion passed. nd ITEM#7. Lakeville Commerce Center 2 Addition preliminary and final plat. Tollefson Development, Ltd. has applied for a preliminary and final plat for one commercial lot on one block and two outlots to be known as Lakeville Commerce ndth Center 2 Addition. The property is located south of 205 Street and east of Keokuk Avenue and is zoned C-3, General Commercial District. The developer proposes to construct a three-story office building totaling 23,256 square feet. The Lakeville nd Commerce Center 2 Addition is not subject to park dedication fees as they were paid in 1997. 05.20 Motion by Lovelace and seconded by Miller to recommend City Council consider nd approval of Lakeville Commerce Center 2 Addition preliminary and final plat. Park dedication requirements have been previously met on this plat. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 7 Nays ? 0 Motion passed. ITEM #8. Quail Ridge preliminary plat. D R Horton Homes has submitted a preliminary plat application for Quail Ridge preliminary plat. The development consists of approximately 25 acres located west th of Ipava Avenue, south of 178th Street and north of 185 Street. The plat proposes to have 35 single-family homes. There are no park area requirements identified in the Park and Open Space System Plan. A cash contribution is required to satisfy the park dedication requirements. The plat fee was calculated using the old fee. Bike trails will be required along the west side of Ipava Avenue adjacent the plat boundary. The developer will be required to construct the trails and be reimbursed th for base materials and bituminous only. An extension of the trail to 178 Street will be required as part of this project. Parks, Recreation and Natural Resources Committee Page 3 April 6, 2005 The developer will be reimbursed 100% for this section and an additional 8-foot bituminous trail connection to the plat from Italy Path will be required. 05.21 Motion by Berg and seconded by Volimas to recommend City Council consider approval of Quail Ridge preliminary plat including a cash contribution of $78,750 (35 single-family lots x $2,250) to satisfy the park dedication requirement. The developer will install sidewalks and trails as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 7 Nays ? 0 Motion passed. ITEM #9. Double E Crossing preliminary plat. Velmeir Companies has submitted an application for the preliminary plat of four lots on approximately 8.95 acres located at the southwest corner of Dodd Boulevard and Cedar Avenue. The developer is proposing to construct a 13,013 square foot CVS Pharmacy store on Lot 1 of the development. Additional business development on remaining lots include a daycare, grocery store and an office/retail building. There are no park land requirements in the area of this project. Trails are existing adjacent Cedar Avenue. Concrete sidewalks will be required throughout the plat area. The developer will be required to reconstruct and fund the existing 10-foot wide off-street trail on the west side of Cedar Avenue which is planned to be relocated. The developer is also responsible for construction and funding of 10-foot concrete sidewalks along Dodd Boulevard adjacent the proposed site. The developer will be required to construct concrete sidewalks throughout the interior of the plat. A cash fee to satisfy the park dedication ordinance is required as follows: 8.95 acres X $5,940 = $53,163. 05.22 Motion by Lovelace and seconded by Boldus to recommend City Council consider approval of Double E Crossing preliminary plat including a cash contribution of $53,163 (8.95 acres x $5,940) to satisfy the park dedication requirement. The developer will install sidewalks and trails as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Progress Land Company has submitted a final plat for Stoneborough 2nd Addition consisting of 39 attached and 43 detached townhome units. The project is located th east of Dodd Boulevard and north of 215 Street. The preliminary plat of Stoneborough was approved by City Council on September 7, 2004. Park dedication was approved for all phases of Stoneborough development through the dedication of Southcreek Greenway and a neighborhood park to be located in the st northeast section of Stoneborough 1 Addition. The developer will be required to grade the trail location and the park as indicated in the approved park concept plan. 05.23 Motion by Boldus and seconded by Lovelace to recommend City Council consider approval of Stoneborough Second Addition final plat. Park dedication requirements were previously met for this plat. The developer will install trails as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable.
