The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members J. Berg, K. Miller, Alternate R. Walia, H. Lovelace arrived at 6:04 pm and R. Boldus arrived at 6:05 pm. Unable to attend were T. Goodwin, P. Messinger and J. Volimas. Also present were Parks and Recreation Director Steve Michaud, Dan Licht and Lori Chide of NAC Planning and Recording Secretary Pat Vinje. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of April 20, 2005 The minutes of the April 20, 2005 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. Member Berg asked staff for an update on the King Park Baseball Complex. Staff provided a briefing on the status including KPAC?s involvement. The existing fields will remain intact until fall while new fields are being built. Staff showed the committee the most recent concept plan. ITEM #6. Parks & Open Space System Plan discussion?Dan Licht, NAC. Dan Licht from NAC was present to discuss the planning districts of the Parks and Open Space System Plan. District 1 ? ? Parks, Recreation and Natural Resources Committee Page 3 May 4, 2005 nd ITEM#7. Morgan Square 2 Addition final plat. Mr. James Allen, representing Morgan Square, LLC, has submitted an application for nd final plat of Morgan Square 2 Addition. The plat consists of 34 attached th townhouses and 6 row townhouses on 4.73 acres located south of 205 Street and west of Muller Family Theatre. All grading was completed with the preliminary plat. The developer is required to construct an 8-foot bituminous trail on the south side of th 205 Street from Keokuk Avenue to Keystone Avenue for which the City will reimburse. The developer is also required to install concrete sidewalks on both sides of Keystone Avenue to the northern boundary of Outlot E, Morgan Square. 05.25 Motion by Miller and seconded by Lovelace to recommend City Council consider nd approval of Morgan Square 2 Addition final plat including a cash contribution of $63,400 (40 multi-family units x $1,585) to satisfy the park dedication requirement. The developer will install and be responsible for the cost of constructing 5-foot wide concrete sidewalks on both sides of Keystone Avenue to the northern boundary of Outlot E, Morgan Square. The developer will also install an 8-foot wide bituminous th trail on the south side of 205 Street from Keokuk Avenue to Keystone Avenue. The City will reimburse the developer $6,200.00 for the cost of constructing this trailway segment. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 5 Nays ? 0 Motion passed. ITEM #8. Bellante (a/k/a Feldman property) preliminary plat. Wil William Feldman has submitted a preliminary plat called Bellante. The project is th located on the northeast corner of 185 Street and Judicial Road. The proposed project will consist of 66 townhomes and 28 row style townhomes for a total of 94 units on 53.5 acres. There are no impacts on wetlands. There are 497 significant trees on the site and the plan includes saving 171 (34%) in addition to efforts to preserve 39 (8%) significant trees identified as ?custom?. The developer is required to construct a 10-foot wide bituminous trail on the east side of Judicial Road th beginning at the northern plat boundary and ending at the intersection of 185 Street (County Road 60) and 35W intersection. The trail installation is an important link to connecting Ritter Farm Park and Murphy Hanrehan Park. 05.26 Motion by Boldus and seconded by Miller to recommend City Council consider approval of Bellante preliminary plat including a cash contribution of $300,800 (94 multi-family units x $3,200) to satisfy the park dedication requirement. The developer will install and be responsible for the cost of constructing a 5-foot wide concrete sidewalk on one side of Street A. The developer will also install a 10- foot wide bituminous trail along the east side of Judicial Road adjacent to the project. Parks, Recreation and Natural Resources Committee Page 4 May 4, 2005 The City will reimburse the developer 3/8 of the cost of the bituminous and Class V and the developer will be responsible for 5/8 of the cost of the bituminous and Class V. The entire cost of the trail grading and restoration is the responsibility of the developer. Restoration will consist of sodding both sides of the trail throughout the construction zone. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 5 Nays ? 0 Motion passed. ITEM #9. Unfinished business. Staff discussed the proposed layout of the new King Park baseball fields. ITEM #10. New business. There was no new business to report at this time. ITEM #11. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for Wednesday, May 18, 2005 at 6:00 PM at City Hall. ITEM #12. Adjournment. The meeting adjourned at 7:51 PM.
