HomeMy WebLinkAbout06-01 PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE Minutes for meeting of: June 1, 2005 Prior to the official meeting, the Annual Spring Park Tour began at Ritter Farm Park at 5:00 PM. Transportation was provided by Schmitty & Sons. Parks, Recreation and Natural Resources Committee members present included John Berg, Pat Messinger, Jon Volimas, Howard Lovelace and Roger Walia. Also present for the tour were Parks and Recreation Director Steve Michaud, Park Maintenance and Operations Manager John Hennen, City Administrator Steve Mielke, Environmental Resources Coordinator Mac Cafferty, Planning Commission Member Gerald Grenz. Sites visited on the tour included Prairie Lake Park thth (185 Street), Target (185 Street & 35W), United Properties/Hoppe Property (County th Road 50), Office/Commercial development (165 Street), Lynwood Heights Park (Jackpine th Way off of Ipava Avenue), King Park Athletic Club (Dodd Boulevard/185 Street), Bill th Studer?s donated plane (Cherryview Park parking lot), East Lake Community Park (170 Street/Pilot Knob Road), The Spirit of Brandtjen Farm, Cornerstone Lake/Lake Place Greenway, Crossroads Development (CUB), Cedar Avenue and Dodd Boulevard, Central Maintenance Facility (Cedar Avenue south of Dodd Boulevard), Spyglass Hill (Cedar Avenue), South Creek Greenway. The tour concluded and returned to Ritter Farm Park approximately 6:55 PM. Pizza and refreshments were then served to all present. ITEM #1. Call to order. The meeting was called to order at Ritter Farm Park at 7:20 PM. ITEM #2. Roll call. Present were Committee Members J. Berg, P. Messinger, H. Lovelace, J. Volimas, Alternate R. Walia. Unable to attend were T. Goodwin, R. Boldus, K. Miller. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty, Assistant City Engineer Jay Rubash and Recording Secretary Pat Vinje. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of May 18, 2005 The minutes of the May 18, 2005 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present. ITEM #5. Staff reports and summary of current projects. Staff had no additional items to report on. ITEM #6. Spirit of Brandtjen Farm preliminary plat. Tradition Ventures, LLC and Cobblestone Lake, LLC have submitted plans for PUD development stage plan and preliminary plat approval of Spirit of Brandjten Farm. The proposed development is a multi-phase mixed-use subdivision of 548 acres located in northeast Lakeville and will consist of up to 2,109 residential dwellings and 150,000 square feet of various types of commercial uses. The first phase consists of 130 single-family lots, five lots as the Farmstead Preservation Area which Parks, Recreation and Natural Resources Committee Page 2 June 1, 2005 includes the home and dairy barn and 28 outlots that will be public parks and trails, homeowner association owned/maintained open spaces, trails and facilities, and parcels designated for future development. The developer has acquired the 40-acre Winkler parcel southwest of the Spirit of Brandtjen Farm plat and incorporated it into the plat. The merging of parcels will allow construction of the minor collector parkway and extension of lateral sanitary sewer. The preliminary phase of the plat includes the City receiving approximately 17.51 acres for the North Creek Greenway corridor along the east shoreline of East Lake. There are 12.167 acres of land acquisition associated with the Dakota County Natural Areas Grant. Calculations on future park additions and cash requirements will be analyzed as future phases come before the City for approval. 05.30 Motion by Messinger and seconded by Lovelace to recommend City Council consider approval of Spirit of Brandtjen Farm preliminary plat as outlined in the planning report prepared by Northwest Associated Consultants, Inc. dated May 27, 2005. Ayes ? 5 Nays ? 0 Motion passed. ITEM#7. Winkler property concept plan. Tradition Development, Inc. has submitted a sketch plan for the development of a 40-acre parcel, f/k/a Winkler property, in the southwest quadrant adjacent Spirit of Brandtjen Farm development. The applicant proposes to integrate the subject site as part of the overall Spirit of Brandtjen Farm development. The sketch plan includes 39 single-family lots and 52 row-style townhouse dwellings for a total of 91 units on 39.44 acres. The developer will be required to construct 5-foot concrete sidewalks on both sides of local streets and along Eagleview Drive. The City will reimburse the developer for 3/8 of the cost of bituminous and aggregate base required for the th installation of 8-foot wide bituminous trails along the north side of 170 Street. A 10-foot wide bituminous trail must be constructed along the east side of the large wetland located on the west side of the development. This trail connects to trails th along 170 Street and the future greenway trail in Spirit of Brandtjen Farm. Within the plat, there is a water basin which will connect to another water basin which is part of the Homeowners Association. The Homeowners Association are expected to have an agreement to maintain this water basin chemically or mechanically. The committee discussed and agreed they would like to request the HOA to maintain the water basin mechanically. 05.31 Motion by Walia and seconded by Volimas t o recommend City Council consider approval of the Winkler property sketch plan as depicted in the planning report prepared by Northwest Associated Consultants, Inc. dated May 27, 2005. Richard Carron of Valley Paving (a/k/a River City Asphalt) is requesting a 3-year extension (2 years mining through 2006 and 1 year restoration through 2007) to the th gravel mining operations located west of Interstate 35 and north of 205 Street. There are 6.8 acres left to be mined of the 29.8 acres. Staff has reviewed the request and has recommended gravel mining operations cease no later than December 1, 2005 and restoration to be completed no later than December 1, 2006. The committee discussed and agreed with the recommendation made by staff. 05.32 Motion by Messinger and seconded by Walia to recommend City Council consider authorizing extension of the IUP for River City Asphalt including mining until December 1, 2005 with site restoration until December 1, 2006. The committee further strongly recommends the completion of gravel operations during this timeframe to prevent future requests for extensions. Ayes ? 5 Nays ? 0 Motion passed. ITEM #9. Quail Ridge final plat. D R Horton Homes has submitted a final plat for Quail Ridge consisting of 25 acres thth located west of Ipava Avenue, south of 178 Street and north of 185 Street. The development will have 35 single-family homes. The developer is required to construct 5-foot wide concrete sidewalks along one side of all local streets. In addition, the developer will construct at his cost, an 8-foot wide bituminous trail through Outlot A to Italy Path. An 8-foot wide bituminous trail is required adjacent th Ipava Avenue the length of the plat. Also, a trail between 178 Street and the northern boundary of Quail Ridge will be constructed. The City will reimburse the developer the cost of trail base materials and bituminous for the trail on Ipava Avenue adjacent the plat property. The City will reimburse the developer 100% the th cost of the trail along Ipava Avenue from their north plat boundary to 178 Street. There are no park needs to be met in this area, therefore a park dedication fee in the amount of $78,750 ($2,250 x 35 lots) is required. The tree preservation plan includes saving 707 significant trees (43%) and 947 (57%) to be removed. 05.33 Motion by Volimas and seconded by Lovelace to recommend City Council consider approval of Quail Ridge final plat including a cash contribution of $78,750 (35 lots x $2,250) to satisfy the park dedication requirement. The developer is required to construct 5-foot wide concrete sidewalks along one side of all local streets. In addition, the developer will construct at his cost, an 8-foot wide bituminous trail through Outlot A to Italy Path. Ayes ? 5 Nays ? 0 Motion passed. ITEM #10. Unfinished business. There was no unfinished business to report at this time. ITEM #11. New business. Mac Cafferty showed photos of fish removal at Lee Lake. The DNR conducted the project, which was very successful. He also indicated the Adopt-A-Pond program is going better than anticipated. Homeowners are very eager to clean up the lakes and ponds in the Lakeville area. Chair Goodwin expressed appreciation for the effort the City is putting into redevelopment of lakes and ponds. ITEM #12. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee is scheduled for Wednesday, June 15, 2005 at 6:00 PM ITEM #13. Adjournment.
