Minutes for meeting of: June 15, 2005
ITEM #1. Call to order.
The meeting was called to order at 6:02 PM.
ITEM #2. Roll call.
Present were Committee Members R. Boldus, K. Miller, H. Lovelace, J. Volimas, and
Alternate R. Walia. Unable to attend were T. Goodwin, P. Messinger and J. Berg.
Also present were Parks and Recreation Director Steve Michaud, Environmental
Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of June 1, 2005
The minutes of the June 1, 2005 Parks, Recreation and Natural Resources
Committee meeting were presented. The minutes were approved as written.
ITEM #4. Citizen Comments.
Ron Gerk, resident of Lakeville who resides behind Argonne Farms development,
addressed the committee. He wanted to express his support of preserving
greenspace, wetlands and forests for park facilities as further development of the
Argonne Farms, Hoppe property and other plats continues. He encouraged the

committee to consider a greenway trail and conservation corridor connecting 175
Street with County Road 50 utilizing existing City owned property and future park
dedication requirements forthcoming with additional development in the immediate
area.
ITEM #5. Staff reports and summary of current projects.
Staff had no additional items to report on.
ITEM #6. Argonne Estates final plat.
D.R. Horton has submitted an application and plans for the final plat of 26
single-family residential lots to be known as Argonne Estates on 22.8 acres of
property. The proposed development is located east of Kenrick Avenue, south of

Joplin Way and north of 175 Street. There are 5 outlots totaling 9.42 acres in the
Argonne Estates final plat including wetlands, stormwater treatment basin, and future
commercial development. Five-foot wide concrete sidewalks will be constructed on

the north side of 173 Street, the west side of Street A south of 173 Street, and on
the east side of Street B to the intersection with the east-west stub street which is the
developer?s responsibility. The tree preservation plan includes 917 significant trees
within the plat boundaries with a proposal to save 224 trees (24%). The $95,290
park dedication fee is calculated as follows: 26 single-family lots x $3,665.00 per
dwelling unit = $95,290.

to recommend City Council consider
approval of Argonne Estates final plat including a cash contribution of $95,290 (26
single family lots x $3,665) to satisfy the park dedication requirement.

The developer is required to construct all sidewalks in the development as depicted
in the Engineering report.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM#7. Bellante final plat.
Bill Feldman of Feldman Enterprises has submitted an application for the final plat of
Bellante consisting of 38 twinhome units, three common area lots and six (6) outlots

on 53.5 acres of land located north of 185 Street (CSAH 60) and east of Judicial
Road. The tree preservation plan includes 497 significant trees on the site proposing
to ?save? 210 (42%) significant trees including 39 trees that are ?custom? save. All
existing wetlands and wetland buffer zones will be located within outlots that will be
deeded to the City. The developer is required to construct a 10-foot wide bituminous
trailway along the east side of Judicial Road, beginning at the north plat boundary

and ending at the 185 Street (CSAH 60) intersection for which the developer will be
reimbursed the cost of base materials and bituminous surfacing. A 5-foot wide
concrete sidewalk is required to be constructed along one side of Justice Way within
the development. The $121,600.00 park dedication fee is calculated as follows: 38
units x $3,200.00 per dwelling unit = $121,600.00.
05.35 Motion by Volimas and seconded by Lovelace
to recommend City Council
consider approval of Bellante final plat including a cash contribution of $121,600 (38
multi-family units x $3,200) to satisfy the park dedication requirement.
