CITY OF LAKEVILLE COUPtCIL MEETING
JULY 21, 1975
The meeting was called to order at $:00 P.M. by Mayor Mako. Flag pledge
followed.. Present; Zaun, Mako, E~nond and C~kson. Absent; Brandes.
Also present; Robert Roaene, City Engineer and Pat Farrell, City Attorney.
75•x+97 Motion by Zaun seconded by Emond to approve the minutes of the July 1~F, 1975
meeting as presented. Zaun, Mako, Emond and Clarkson "aye", motion carried.
75.9$ Motion by Emond seconded by Zaun to pay the .claims against the City and the two
bills for appraisals by Dunham Appraisals, Inc. as recommended by the attorney.
The two bills total $15+0. Make, Emond, Clarkson and Zau~ta "aye", motion carried.
75.99 .Motion by mnond seconded by Zaun to pay the claims against the liquor store.
Emond, Clarkson, Zaun and Mako "aye", motion carried.
Mr. Farrell advised the Council that the resolution with amendments regarding
the Chas. M. Freidheim bonds was in order.
75.500 Motion by Zaun seconded by Mako to adopt the "Resolution Approving Amendments
to Confidential Offering Memorandum in Conjunction with the Issuance. of
Industrial Development Revenue Bonds" i.n re Chas. M. Freidheim. Clarkson,
Zaun, Mako and ~nond "aye", motion carried.
Mr. Farrell reported that Mr. Hoffman is complaining of water back up on his
property due to the Highview Avenue street pro~eet and felt if the City would
acquire this land along with the easements, it could be used fora holding pond.
Mr. Farrell also advised that the property proposed for ditching south of
Lake Marion could be tiled..
The. Park & Recreation minutes of July 9 were presented.
75.501 Motion by Zaun seconded by Emond to follow the recommendation of the Park and
Recreation Committee and authorize Steve Michaud to study the use of ~±sha~d
Lake this summer of 1975, for the purpose of outlining a proposal on the zoning
which will be presented to the Council. Zaun, Mako, Emend and Clarkson "aye",
motion carried.
75.502 Motion by Emond seconded by Zaun to approve the sending of a letter to the
Twin City Radio Controllers regarding the use of Aronson Park as written by
the Park & Recreation Committee. Mako, Emond, Clarkson and Zaun "aye", motion
carried.
The Planning Commission minutes for July 10 were presented.
The Dakota Heights recommendations werepoatponed until the first meeting in
August as Mr. Laddusaw was not present,
Mr. Brander arrived at 8:50 P.M.
Mr. Gearge arohoski appeared to request that Resolution No. 75.233 be changed
to allow him to install dry hookups to his new homes in Lakeridge Addition..
Mr. Rosene said he had no ob3ection provided assurance of nonusage of the lines
is given by Mr. Grohos&i and. that no :one moves in until the sewer and water
can be used.
75.503 Motion by Mmond seconded by Zaun to amend Resolution No. 75.233r the original
agreement with G & G Builders and the City of Lakeville, and allow Mr. Grohoski
to install dry hookups to the .City aster and sewer systems upon agreement that
there will be absolutely no use of these systeme. Brander, Mako, Emond and Za~an
"aye", Clarkson "no", motion carried.
MP. Clarkson feels that the first resolution should remain the same. Mr. Eaa~ond
felt that there would ~ ao damage as long as no water is in the lines and Mr.
2aun felt the sa:ae .
Mr. Rosene will review the Sea Qirt Inri parking lot problem with the owners.
Mr. Rosene presented the bids for the televising and repair of the sewer line s
and recommended that the Council accept the low bid.

75.50+ Motion by d seconded by Zaun to accept the bids for the Televisiari Inspection
and Repair of Existing Sewers for Lakeville. Make, Eaaond, Clarkson, Zaun and
Brander "aye", motion carried.
75.505 Motion by E+~nd seconded by Zaun to S~ll~r the recommendation of the sngix3eer
and award. the contract for the Television Inspection abd Rep~.ir of Euistaaag
Sewers ixi-Lakeville to the low bidder, Plaunt & Anderson.Co. ~abose bid was
~97t~•~O. Em+cnd, Clarkson, Zaun, Brander and Mako "aye", motion carried.
75.5 Motion by Clarkson seconded by Zaun to authorize the Mayor and Clerk to take
steps to make Lakeville a member of the A.ssoeation of Metropolitan Municipalities.
Clarkson, Zaun, Brander, Mako and Emend "aye" motion carried..
75.507 Motion. by Emend seconded b'Y Brander to acknowledge receipt of the petition from
certain 0rehard Lake residents re the closing of Judicial Road. Copy attached.
Zaun, Brander, Mako, E~ond and Clarkson "`,.ye", motion carried..
Mr. Rosene said his recomn~e~adation would be not to make Judicial Road a one
way .street. for the following,reasonst
1. It would speed up traffic, 2. it would bean inconvenience to the property
o~ners:,and 3, he did eat feel th+a traffic .accident record ~uatfied the
closing.
Other=residents also stated that the south road is closed in bad winter.
weather and they would be forced to drive the wrong way An a one..way street
to get in and out. The low bridge was also stated as a detriment to one way
traffic.
The attorney stated that there could be some legal liabilities if the road
is closed temporarily.
Mr. Marek said closing of the road would be impossible until a new road is built.`
75.508 Motion by Et~ond seconded by Brander to leave the Orchard Lake road as it is
until 2/:1./176. Brander, Mako, E~aond, Clarkson and Zaun "aye", Mien carried.
Mr. John Dixon, Vice President of Barr Engineering, made a presentation to
the Council of this firm's qualifications to do the storm sewer s~dy for the
Citg of Lakeville.
Mr. Gl.arkson reported on the meetixig which was held with the :.:board of directmrs
of the fire department regarding the second fire station.
75.508 Motion by Clarkson seconded by Zaun to authorize the gineex, Fire Department,
Financial .advisor, Attorney, City Planner and State lairs Underwriters to make
a study to formulate a plan for the establishment of a second fire`station...:

and authorise the advertising for bids on seal coating of certain s~txeets and
setting bid letting date: as August ~5, 1975 at 11:00 1. M. Eynond Clarkson,

75.511 Motion by Hnonci seconded by Clarkson to authorize the Public Works Director
to work with the engineer to prepare plans and epees for a new road grader.

75.512 Motion by Edmond seconded; by Zaun to adopt the "Resolution Amending Assessment
Haglund: Property"~ Zaun, Brander, Make, end and Clarkson „aye", motion carried.
75.513 Motive by Mako seconded by Glaxkson to ackbowledge the clainn from George
4roh0ski and turn it over'to the Attorney. Braxides, Mako, Emond, Clarkson
and Zaun "aye"y motion carried,
The duties of the City Health Officer were ciiseussed. It was. decided to wait
until the':first of the year to investigate this matter Further .regarding the.
use of the Gounty.Health..0ffieer.
Mr. Mie~ha.~ad presented two reports to the ..Council regarding the Park and Recreation
program....

of certain names from the`Juno Trail closing request. Zaun, Brander, i~ako,

.75.519 Motion by Emond seconded by Zaun to follow the recommendation of the Liquor
Store Manager and place Jackie Peterson on full time status with hospital
insurance, sick leave and vacation paid on the percentage of hours worked
per. week. Mako, IInond, Clarkson, Zaun and Brander ""aye", motion carried.
75.520 Motion by iviako seconded by Emond to authorize the Public Works Director to
see that the painting agreement for painting the City's house in Orchard Lake
is followed in accordance with the Administrator's recommendation: Emond,
Clarkson, Zaun, Brandes and Mako "aye", motion carried.
The Kimmel matter was tabled until further recommendationis presented.
Mr. Rosene recommended that the top coat of the water reservoir could be
changed brit there would be a charge of ~3 per gallon for restocking and
transportation charges.
'T5.521 Motion by E~ond seconded by Brander to leave the color the same. Brander and
Marond "aye", Clarkson, Zaun and Mako "no", motion failed.
75.522 .Motion by P+lako seconded by Clarkson to paint the reservoir cent gray.
Mako and Clarkson "aye", Zaun, Brander and Emond "no", rmtion failed.
75.523 .Motion by Zaun seconded by Mako to paint the reservoir blue. Brander, Mako,
Effiond and Zama "aye", Clarkson "no", motion .carried.
Mr. Ronne reported regarding extending sewer and rater to the additional
homes 3n Crystal Lake. He said Knutson Construction Co. wou7.d be willing to
do, this with a change order at the same unit price as the Burnsville work.
Motion by ~mond. seconded by Mako to ad3ourn carried unanimouffily.
