Monday, August 1l at 9215 P.M, and the second review for Monday, August l8 at 9:~5 P.M. Brandes,'Mako, EmAnd, Clarkson and ZSUn n~ser~ motion carried. ~l) CITY ~F r.nx~rr~.t.F Ct7tT[~'CIL MEETING AIIGUS"E' 1975 The Mobile Hcune (1rd:tsianee amendment was discussed with interested persons in the audience. Joe Duffy said he is opposed to this amendment as he would not be able to have his mother living near him if this is passed. Mr. Iaitgexis explained that the reason fAr this amendment is for controllibg mobile his and this is the only way it can be done legally.. John Waters, attorney for Jerry Miller, said that he felt the present ordinance gives enough control. Mrs. Platte felt the present mobile homes should lac allowed to re~aain. Mrs. Raplinger is apposed,to the change in the ordinance. 75.537 Motion by Mako seconded by Brander to set the first review of the Mobile Home 4rdinanceamendment to No. ~+2 for 9s30 P.M. on Mccmday, August 11 and the second review for August 18 at 1C:ttKD P.M. Mako, E~ond, Clarkson, Zaun and Brander "aS?e", motion carried. Glenn Klotz appeared in regard to his request for a vacaticra of two alleys .and one street in Deer Parr Addition, t~rchard Lake area.... 75.538 Motion by Mako seconded vy Clarkson to table the request for a vacation of a street arid. two alleys in Deer Park .Addition until Mr. Klotz is able to Boma in with all the information necessarsr for the Council to make a decision. l]~ond, Clarkson, Zaun, Brander and Mako "aye", motion carried. The hearing for the Jackson Heights storm sewer improvement was opened.. 75.539 Mohan by Brander seconded by Zaun to contima.e the Jackson Heights storm sewer improvement hearing until 9:00 P.M. on August 18, 1975• Clarkson, Zaun, Brander, Mako and fond "aye", motion carried. The hearing on the street improvement of Cak Shore Drive was opened... Mr. Farrell advised the Council that they could go ahead with this hearing, authorize the plans and specs and order the project the same night of `'the .continued hearing. Mr. Rosene reviewed the preliminary report and suggested that the street could be done this year but he would like to see some storm sewer work done to take care of the drainage in~rolved. The estimated cost for the proposed storm sewer work would be X375 Per lot. ~ti.chard McGoullcyugh asked about the storm sewer sec Lion and. how this will be assessed. Glenn Kirkeby said that he had thc~ruught the Council did not want this road paved this year and he f~~.t this should wait until neat year. Mr. Rosene explained that with the granular.-soil ix this area the compaction would be better.. Willard Wilson asked. if it is now. his position that this work could be done this year. Mr. Rosene said yes and that Burnsville was fir~irhing up its streets now. James Smith asked if the concrete curb and gutter would be an advantage to .drainage. Mr. Rosene felt that there would be mare control. Mr. Malco asked if ire water would be. draining into the lake. Mr. Rosene said no as this is the same water that is already draining into the lake. Mr. MaCoullough said he would encourage that the pra3ect be finished this year. The ty~ of concrete curb was discussed, that is the square fore of curb as Apposing the su2~sountable concrete curb. Glenn Kirkebyfelt that the concrete curb is too high priced. Mr. Wilson said that Y3e would prefer the asphalt curb. Motion by Mako to authorize the engineer to prepare plans and specs for alternates 3 and including the storm sewer and. an alternate for a surmountable curb to be presented the 18th. Motion died for leek of a secorad« 75.5 Motion by Emon<i seconded by Zaun to authorize the engineer to prepare the.. .plans and epees for alternates 3 and include the storm s~,rer improvement and have this reader for the meeting of the 18th. Zaun, Brander, Mako, Fmond and.'Clarkson "aye", motion carried. • CITY OF i,axFV-rr.r.F COUNCIL'MEETING AtTGII3T ~F 1975 75.541 Motion by Zaun seconded by srandes to acknowledge receipt of the amended report for the Oak Shore Drive street improvement by the City. Engineer which. includes the storm sewer improvement and to authorize the Clerk and Attorney to republish the notice of hearing for the 18th of August at 9:30 F.M. and also authorize the Clerk and-Attorney to mail the proper notices to the affected prc~~perty owners. Brander, Mako, Emond, Clarkson and Zaun "aye", motion carried. The°bids for the Iteri-Lake Marion street improvements were presented. Mr. Rosene recommended that the Council award the contract to the low bidden. He also said that there are some critical _spots where. roads should be widened and this could... be done i.n the budget of the original report with a change order. 75.542 Motion bg Brander seconded. by Clarkson to accept thebidsfor the Iteri- Lake Marion Street improvement project. Mako, Hind, Clarkson, Zaun and Brander "aye", motion carried.. Tom Walsh asked if it has been decided to go ahead with this project at this time. Joe Schweich asked if the contract would be awarded this evening and also asked if the streets were going to be placed where they had been platted. He stated that he has a lot which has quite a-few assessments now and would-not like to .see. this improvement go in now. Julie Gunderson felt that. this..imrprovement should wait for more development on the other .side of the street and did not feel it was necessary at this time on ..the portion of the street... where .she lives. It ores .explained that once the utilities are 3ar3.. and the blacktop i.n place, there would be no more charges if the blacktop has to be torn up. Tom Walsh asked what: the cost would be to each property owner. Mr. Rosene'sad it would coat approximately $560 per lot. tom Ras~ussen said :that .there is substantial acreage that is not developed and felt that this road .would have...to be altered. some day tc> take care.: of future drainage. Karl Lutgens said that he would. like the road to keep the gravel off his .yard 'and, to be rid of the dust. Julie (~iusderaon said that this is a dead end road where she lives and did not... think it`should be blaektopped at this time. John Graff said that if the road is constructed, it should be done right. Don-Got3aard said he .has no opposition for or against the road but felt that. the ditch ahouid have been shaped better. Mary Bra;a.ten said she. is against the blacktop. as this time as she felt this; ...:would. bring in speeders... Tom Walsh felt that the 'blacktop is not necessary ..but that there should be some storm sewers. Ah". Rosene said that there are-no storm sewers included in this plan.` Mr. Juneman is for .the blacktopping if the road is put in .right. Mr. Rudiger asked if the road will be changed to the proper place as platted. 75.53 Motion by E~nond seconded by Clarkson to order the street improvement project for Iteri-Lake Marion area and award the contract to the low bidder, Regger Roadways whose bid eras X59,305.50. Emond, Clarkson, Zaun, Brander and Mako motion carried. 75.5+ Motion by Zaun seconded by Emond to .approve the Iteri-Lake Marion project street improvement excluding that portion-of 199th Wag West east from>the Shedlov property tt~.the-swamp.: Zaun, Brander and end "aye", Clarkson and Mak4 "no", motion carried.. Lotion bg,Clarkson to reconsider the motion awarding the contract to Ri.egger Roadways .and place r ~Ct~ om~~ tb.e table and to contie this matter for. awarding the bid for a'period within thirty days. Motion died for lack of a second. Tht PUD etendment to Ordinance 42 was reviewed but: there were no c ts. The ssac~nd review xill be on .the 11th of August. 75.55 Motion bg Mako seccraded by Brander to continue this meeting beyond .11:00 F.M. to take care of the agenda and the business frcam the floor. ..Brander, Mako, and d "aye", Zahn sad Clarkson "no", motion. carried. Mr. HQgaa will present Further recommendation re Tom Kimmel's insurance at the next meeting... (3) CITY OF LAKEVILI,E C©t1NCIL MEETIt+TG AUGUR 1975 75.5~~ Motion by Zaun seconded by Hmond to adopt the resolution for Appropriation of Municipal State Aid Funds to C.S.A.~i. Project. Brandes, Mako, Emond, Clarkson and Zaun "aye", motion carried. 75.57 Motion by Emond seconded by srandes to acknowledge the receipt of the petition from Mr. and Mrs. William Ward for sewer and water exteneions and to turn this over to the Water and Sewer Committee for its recommendation. Mako, Emond, Clarkson, Zaun and Brandes "aye", motion carried. 75.5+8 Motion by Brandes seconded by Emt~nd to authorize the Clerk to return the bid check in the amount of $533 'to Viking Fire Equipment Co. Emend, Clarkson, Zaun, Brandes and Mako "aye", action carried. Mr. Grahoski appeared before the Council to ask if it would be at all possible to plug the sewer line in Lakeridge Addition to allow occupancy of a few homes. He felt that the twenty pounds of pressure in the water lines was sufficient to allow these people to use these homes until the water is available from the north. Mr. Rosene did not recommend this until the lines have been checked out. Mr. Robinette was also not i.n favor of allowing the use of these hoaxes until the water .and sewer project is complete.. 75.549. Motion by Ejmond seconded by Zaun tc> follow the recommendation of the Engineer and the Public Works Director and authorize the grader to be put out for bids at 11:fXJ M. on the 2nd of September.
