• CITY OF r.attE~TILLE COUNCIL ME~RIlJ~r AUGUST 11, 1975 The meeting was called. to order at 8:00 P.M. by Mayor Mako. Flag pledge followed. Present; Zavn, Brander, Mako, ~mond and Clarkson. Also present; Robert Rosene, City Engineer and Pat Farrell, City Attorney. 75.550 Motion by Zaun seconded by E~and to accept ttte minutes of the August 4, 1975 meeting as presented.. Zaun, Srandes, Mako, Et~ond and Clarkson "aye", motion carried. Mr. Rosene presented the engineering report and a brief resume«regarding the .work ixt progress. 75.551 Motion by Mako seconded by Brander to follow the reeom~endaticn of the Public Works Director and add bq change order the extra work on the tel+~vision and repair of the existing sewer lines contract 3.n the amount of X5837. Brander, Mako, Hmond, Clarkson and Zaun "aye", motion carried. Mr. Rosene and Mr. Bonemtroo made a presentation on what their-firm could do for Lakeville in re a storm sewer study. He explained the background of the firm and the work .they have done in other sommuni.ties and also stated that their present experience as City ~gineers would be a help in this work. Mr. Bonestroo said that the City could pay fc~r this in two payments, possibly one 3.n July, 1976 and one 3xi Januaxy 1977 • 75.552 Motion by Clarkson seconded by Zaun to follow the rec Lion of the City Administrator and pay Tom xi~el,~5~ for out of pocket insurance subject to the agreement that aAy duplication of funds will be repaid by the insured to the city of Lakeville. Mako, Emond, Clarkson, Zaun and Brander "aye", motion carried. The PUD ordinance was reviewed. 75.553 Motion by Mako seconded by Zaun tc> table the second review of the PUD ordinance until the 18th of August at 8:35 P.M. E~nond, Clarkson, Zaun, Brander and Mako "aye", motion carried. Mr. Rosene reported that the Krause-Anderson prelimina~xy report would cost about X1,000 and the de7eloper has indicated that he will bear the Bost of this .report. If there is a go .ahead with this px~e~ jest, this would'o~ ha,ridlod the same as other projects. The development at this time is only projected for the ~ corner. It wan suggested that 2' contour maps be obtained for this. project. 75.55 Mohan 1~' Emond seconded by Mako tc> authorize the engineer to prepare a .preliminary report for sewer and water extensioxid drainage to the Krause- Anderson development. Clarkson, Zaun, Brandeffi, Mako and Maaond "aye", motion carried. The Home Occupation ordinance was read. 75.555 Motion by Clarkson seconded by Emond to make the holders of conditional use permits aware of this proposed .amendment immediately and let them lu3ow #~is." time and date of the second reading. This reading will be the 8th of September, at 9:00 P.M. faun, Brander, Mako, Eteond and Clarkson "aye", motion serried. Mr. Farrell reported on the Hoffman easement and said this would cost approximately X15,000 to purchase. It was stated that this land could be used For ponding and in the over all trail system.: '75.556 Motion by Emond seconded by Brander to authorize the attorney fiA acquire the approximately 16 acres from Hofflean and Starks in coxmection the sanitary sewer extension, Highview Avenue to Ipava for a sum not to exceed $15,000. Brander, Mako, E~mozid, Clarkson and Zaun "aye", motion carried. Mr. Rosene explained that the cost of the installation of this project would be about ~~'200 higher if this is not done within~$'; the proposed plat of Bakota Heights.. 7th .Addition. Rapliager said that ...the mobile home on her property is used fox security reasons. She also felt that the present ordinance is reasonable. Mr. Raplinger said that all the hates are in rural areas which should not create a problem. Mr. Tam Berres said that he and his wife .are trsring to get a start°in thefarming buuiness and it would be an inconvenience to drive baelt sad f©rth between thefarm and the trailer park. Be also felt .there would. be n~re vandalism 3f no one was on the farm. Mr. Fmond said that he felt the time ,limit should be extended to at least fire gears. Mr. Mako said .this shcu].d applg to all homes caminginto the area. Mr. Farrell said that the P].aAning Commission should be. allowed to review and;- changes made:. Mr. Simones did not feel there would be too maw trailer hoes aa+ving into Lakeville. Mr. Zaun said he is concerned aboutthe three gear limit. ..The-next reading of the Mobile gone ordinance will be on the 18th of August. Mr. Rosene explained that he had. reviewed Mr. Grohoski's claim and he .felt these problems ccmld be resc?lved. Mr arohoski saidthat heneeded saw letters signed for the He also said that he had two thirds of the catch basins done. Mr. Robinette did not feel that Mr. Grohosk had finalized his obligation in the -performance of the contract. A meeting is to be held with Mr. Farrell and Ga~ohoski to work out these .problems. Mr.. Ro~seene felt. that there should be a clean cut transfer of responsibilitg between coatractoFS 3,n Lakeridge.Addition before there is ang use. of the sewer and water lines. The lines will be operational by next.M©ndap. Mr. garold Jobxtson and Mr. E~mett Morgan showed the Council. two signs theg .are pJ.aing to install in Lakev312e. They were advised that the one. sign at gghwag 70 and I-35 would be zoned properly but that the other sign would notehave the proper zoning. Mr. Farrell :will discuss this problem with the .planner.
