PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
Minutes for meeting of: July 20, 2005
ITEM #1. Call to order.
The meeting was called to order at 6:00 PM.
ITEM #2. Roll call.
Present were Committee Members T. Goodwin, J. Berg, P. Messinger, K. Miller,
J. Volimas, and Alternate R. Walia. Unable to attend were H. Lovelace and R.
Boldus. Also present were Parks and Recreation Director Steve Michaud and
Recording Secretary Pat Vinje.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of June 15, 2005
The minutes of the June 15, 2005 Parks, Recreation and Natural Resources
Committee meeting were presented. The minutes were approved as written.
ITEM #4. Citizen Comments.
There were no citizens present.
ITEM #5. Staff reports and summary of current projects.
Park maintenance are trying to keep up with watering turf areas.

The Eden Prairie Wings of the North airshow is July 23-24. The plane donated

by Bill Studer will be on display and a fundraising effort will be in place at the
show. There are 25,000 people expected to attend.
Consideration to naming the Ritter Farm Park Environmental Learning Center

after long-time Lakeville resident Ed Mako will be discussed at a future meeting.
The City has received a $15,000 grant to assist with oak wilt suppression. Staff

is considering revising the guidelines to assist more homeowners and utilize
funds.
ITEM #6. Parks and Open Space System Plan Discussion ? Dan Licht,
NAC.
This agenda item will be rescheduled, possibly for the August 17 meeting.

ITEM#7. Chadwick Farm 3 Addition final plat.

D.R. Horton has submitted a final plat for Chadwick Farm 3 Addition which includes
35 single-family lots located east of Jacquard Avenue and Lakeville South High
th
School and south of 210 Street. Sidewalks will be constructed on one side of Inuit
Lane and Inspiration Court and on both sides of Isotope trail and Italy Avenue and
will be paid for by the developer. Two trail connections are proposed to extend along
the wetland buffer area within the fourth addition and tie into an existing trail within
the Wild Meadow Villas to the east. A ten-foot wide bituminous greenway trail will
also be constructed along the north side of the south branch of the South Creek.
This trail will connect to the trails along Jacquard Avenue and the future trail along
the south side of the creek through the high school site to the west and will ultimately
extend easterly to Downtown Lakeville. The developer is grading the trail with the

sub-base and pavement being completed by the City and constructed with a future

phase of the development. There are no significant trees located within the 3

Addition. The 3 Addition was previously mass graded. All of the small healthy
pines that were located within this area have been transplanted along the greenway
corridor as required. Wetland impacts for the entire development were reviewed and

approved with Chadwick Farm 1 Addition. No additional wetland impacts are
rd
proposed with the 3 Addition. Erosion control and ponding has been well
maintained throughout the construction process.
The developer has previously dedicated 8.69 acres to satisfy the majority of the
parkland dedication requirement.

to recommend City Council consider

approval of Chadwick Farm 3 Addition final plat. Park dedication requirements for
this addition have previously been recommended and are outlined in the Engineers
report dated 07/15/05.
The developer is required to construct all sidewalks and trails in the development as
depicted in the Engineering report. The developer is also responsible for grading
and seeding the park area to approved park grading plan. Grading includes
installation of storm drainage system including the necessary catch basins to provide
proper drainage in the park.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #8. Prairie Lake 6 and 7 Addition final plats.
U.S. Homes Corporation has submitted an application for a final plat of Prairie Lake

6 Addition consisting of 24 back-to-back style townhome units (3 lots) on one block,

and Prairie Lake 7 Addition, which consists of 16 back-to-back style townhome
units (2 lots) and one outlot on one block all to be located on 17.87 acres of land.

The property is located on the west side of I-35, north of 185 Street and south of
the Lake Villa Golf Estates residential development. There are no wetland impacts
associated with this addition. The tree preservation plan is consistent with the

approved preliminary plat. The 6 and 7 Additions were previously mass graded.
City staff will continue to monitor the site. All saved trees that are damaged or
removed will require replacement 2:1. Erosion control on the site has been
maintained throughout the construction process and ponding and wetland areas
have been stabilized. A 10.1 acre outlot (K) was deeded by the developer to the City

with the Prairie Lake 1 Addition final plat for development of a neighborhood park
which satisfied the park dedication requirement. No sidewalks are required for

Prairie Lake 6 Addition. Prairie Lake 7 Addition requires the construction of a

five-foot wide concrete sidewalk on the south side of Lafayette Way at the
developer?s expense.

There are no sidewalks required for the 6 Addition. A five-foot wide concrete

sidewalk in the 7 Addition is required on the south side of Lafayette Way at the
developer?s expense.
