Present; Zaun, Brander, Mako, Emond and Clarkson. Also prerent; Robert Rorei~e, City Engineer, Richard Hogan, City Administrator and Pat Farrell, .City Attorney. 75.63+ Motion by Emond seconded by Zaun to accept the minutes of the September 8, 1975 meeting as presented. Zack, Brander, Mako, Emend and Clarkson "aye", motion carried. 75.635 Motion by Brander seconded by Zaun to approve the final payment fpr Keller Construction Co. but to hold his check, No. 12736, sub~eet to the approval of the Public Works Director and the Engineer that the grinder pump i.s finished and the hydrant being raised to the proper height.. Broader, Mak4,-Emond, Clarkson and Zarin "aye", motion carried. .75.636 Motion by Emond~seconded by Brander to pay the remaining claims .against the City and alto the add ons. Mako, Er~nd, Clarkron, Zaun and Brander "aye", Motion carried. 75.63? Motion by E~nond seconded by Zaun to pay the claims against the Liquor Stdre. Emwnd, Clarkson, Zaun, Brander and Mako "aye", motion carried.. A report was presented by the Engineer regarding the progress of the inspection of the City .sewer lines. 75.638 Motion by Brar~des seconded by Emond to authorize the Engineer to obtain quotes for the replacement of ono block of sewer line between 209th Street and IIpper 209th street on Howland Avenue. Clarkson, Zaun, Brander, Mako and Ana "age", motion carried. 75.639 Motion by Zaun seconded by Brander to approve the Change Order No. l for project No. 7~+-5B. Zaun, Brander, Mako, Emond and Clarkson "aye", motior? carried. 75.640 Motion by:Bmorad. seconded bg Brander to approve Change Order.No. 2 t'or project No. 74-5A. Brander, Mako, ~nor~d, Clarkson. and Zaun "aye", motion carried. Mr. Farrell reported regarding the Lake Marion drainage ditch problem and said that a permit had not been obtained as yet from the I~iR. He hoped this situation would be taken care of shortly. Mr. Farrell also reported that the Valley Park,_poslxr taoizld be .deeded to the City for $1 but this did not include--~rri' ~.~e+land. The repair of the broken fence was discussed and this dangerous situation will be remedied. Larry Hazel requested that the Engineer be present at the next Water and Sewer Committee meeting on the 23rd of September. 75.641 Motion by H~ond seconded by Clarkron to set a~ypublic hearing for water and sewer extensions for 9:00 P.M. on October 14 to the area west of Holyoke .and south of 210th Street as per the Engineer's report.: Mako, Emond, Clarkson, Zatu3 and Brander "aye", motion carried. Mr. B1uem withdrew his reque$t to build at this time due to financing,. 75.642 Motion by Emond seconded by Zaun to follow the recommendation of the Planning. Commission and grant John Fnggren a building permit to construct a store adjacent to the present site. Emond, Clarkson, Zaun, Brander and Mako "aye" motion carried. 75.643 .Motion by Emond seconded by Zaun to follow the recommendation of the Plannii.ng Commission and grant Mr. Malmanger a conditional use permit for a realty office in his home at Orchard Lake for the period of one year sub~eet to the following restrictions: 1, permit is non-transferrable, 2-permit i.s limited to Mr. Ma er and his wife, and 3, there will be no outside signs. Lakeville when it is done. Zaun, Brandes, Mako, Bmond and Clarkson "aye", motion. carried. Mr. Rosene recommended that emmplete coverage of 2' contour maps. be done by Maxk Hwrd. Marianne Curry requested that some biological study be included in the storm sewer study: A,meeting was .set"for 7:04 P.M. nn the 22nd for budget hearings. The review of the proposed sign Qrdinam.ce was opened. .Kraig Lc~ftquist made several objections to.this ord ce. He felt-that .larger signs should be allowed along the freeway, that conf~.ning of the off premide sign structures to freeways is unfair to other business firms and the amortization of signs is wrong. James Brake objected to the high fee for directional signs. Mr. Zaun felt that the fee schedule should not be attached to the ordinance. He also felt that a copy of this proposed ordinance should be sent to the Chamber of Commerce for its input. The second review of the proposed sign ordinance was set for the 2~?th of 4etober and the City Planner will be present. Mr. Farrell reported on the prices and locations of land prapased for the new fire station. He said that sewer and water are available at these sites. The placemuent of this matter on the DTovember ballot should be discussed at the next meeting. 75.645 Motion by Zaun seconded by Brander to approve Change Crder No. 1, time extension for the xater booster station. Brancies, Make, Emond, Clarkson and Zaun "aye", motion carried. A joint meeting will be held with the Flatu:.ing Commission, Park and Water& Sewer Committee representatives on the 7th of ~etc~ber at 8:34 P.M. .The Planner will be present at that time. This meeting is to discuss the IIrban Service .Area.: Concept map. The Engineer was authorized to prepare the assessment rolls. .The bid. tabulations for the Oak Shore Drive street improvement were presented. 75.646 Motion b9 Emond seconded by Zaun to accept the bids for the yak Shore Drive street i~rovement. Mako, Hnond, Clarkson, Zaun and Brander "aye", motion carried. 75.647 Motion by fond seconded by Brander to award the contract for the Oak Shore Drive street. improvements to the low bidder, Mcrttamara-Vivant on the .basis of the base bid received, $80,026.44. Emend, Clarkson, Zaun, Brander and Mho "aye", motion carried. 75.64$ Motion by E~aond seconded by B~randes to authorize the Mayor and Clerk to sign the Allied Blacktop Inc. documents. Clarkson, Zaun, Brander, Mako and E~ond "aye", motion carried. 75.649 Motion by E,t~nd seconded by Brander that in light of the letter received from Johonson & London, to follow the recommendation of the Attorney and reconsider the Dakota Heights 7th Addition plat and rezoning request on the 14th of October at 9:45 P.M.
