Present; Zaun,Brandes, Mako, Emond`and Clarkson. Also present; Robert Rosene, City Engineer and Roger Knutson, City Attorney. 75.701 Motion by Brander seconded by Emend to accept the minutes of the October 14, 1975 meeting as presented. Zaun, Brander, Mako, Emond and Clarkson "aye"',. motion carried. 75.702 Motion by Emond seconded by Zaun to pay the claims against the City with the exception of 12896. Brander, Mako, Emond, Clarkson and Zaun "aye", action carried. 75.703 Motion by Emend. seconded by Brander to pay the claims againrt the Liquor Store. Mako, Emend, Clarkson, Zaun and Brander "aye", motion carried. 75.70'+ A2x?tion by Emond seconded by Clarkson to adopt the resolution correcting the assessment on Parcel 20881. Emond, Clarkson, Zaun, Brander-and Mako "aye", motion carried. The mapping propositions were considered by the Council. The matter of the accuracy of any mapping was discussed with the engineer who advised that this can only be checked out when the maps are utilized. 75.705 Motion by Brander seconded by Zaun to accept the proposition of Mark Hurd and. to authorize the Mayor and the Clerk to sign the contract, and to use the money from the Utility Trunk Fund to pay for this. Clarkson, Zaun, Brander, Mako and.Emond "aye'", motion carried. 75.706 Motion by Emond seconded by Clarkson to approve Change Order Nr. 1 for Hghview Avenue in the. amount of X11,913.39• Zaun, Brander, Mako, Etnond and Clarkson "aye", motion carried. The proposed budget for 1976 was reviewed with Mr. ~mond questioning the amount allocated for Fire Relief. Mr. Brander concurred with Mr. Emond and said he would go along with raising the Fire Relief Fund to ~20,0(~.00. 75.707 Motion by Emend seconded by Brander to adopt the resolution .setting the total 'budget amount at $1,0~42,~97. Brander, Mako, Emond,'Clarkson and Zaun "age'", motion carried. 75.708 Motion by Ea~nd seconded.. by Brander to adopt the resolution approving the total dollars to be levied. for 1976 as ~5~8,958.00. Mako, Emond, Clarkson, Zaun and Brander "aye", motion carried. 75.709 Motion by Ea~nd seconded by Brander to accept the tennis courts and approve the final payment in the amount of ~3,~407.54 but to hold the cheek for the engineer's ok. Ea~nd, Clarkson, Zaun, Brander and Mako "aye", motion carried. 75.710 Motion by Brander seconded by Emond to accept the water reservoir as complete .with a retainage of X500. Clarkson, Zaun, Brander, Mako and Emond "aye", motion carried. 75.711 Motioa by E~ond seconded by Zaun to accept the seal coat project and authorize the final payment in the amount of $6,~+~F2.02. Zaun, Brander, Mako, Ea~nd and Clarkson "ape", motion carried, 75.712. Motion by Eawnd seconded by Clarkson to ace~pt H:i:gh.~w Avenue and authorize the final payment of 18,x+15.33• Brander, Mako, EmFand., Clarkson and Zaun "aye", motion carried. 75.713 Motion by Emond seconded by Zaun to set an assessment hearing for the 12th of November at 7:00 P.M. in the cafeteria. of the middle school. Matra, Emond, Clarkson, Zaun and Brander "aye", auction carried. The hearing on sanitary sewer, water main and drainage for Kraus-Anderson Shopping Center-Holyoke Avenue and 202nd Street was opened at 9:15 P.M.. A list of interested persons present is attached. Mr. Rosene reviewed the preliminary report. ~1) a ' CITY OF I~AI~VILIE COUNCIL M~'.ETING MONDAY, OCTOBER 20, 1975 Harlan Kniefel asked why this is going back to 205th Street and it was explained that the sma11 water main is no .longer adequate. He also asked about hir future assessments as he is now hooked up to water and sewer. It was explained that it would depend on what he had already been charged. Mrs. Paul Kraft said she ha,d thought that the rawer which. had been installed was supposed to be. adequate. Mrs. Walter River asked if the sewer would sti11 be .unavailable to the area in which she. lives. Jurgen Lamp asked how the sewer would be hooked up at his place. Fred Fredrickson,xChai: of the Water & Sewer Committee, said that cards would be sent out asking interested persons to attend a hearing ox~ the first meeting of the committee in ldovember to discuss water and sewer extensions or the east side of Holyoke., Mr. Brander did not feel the homes would be adversely affected by the storm sewer drainage if the holding pond on the Kraus-Anderson land is adequate. Mr. Frank Pelach asked what costs would be it the future if this project was, not completely installed at this tines. 75.71+ Agotion by Emord seconded by Mako to ordep the samitary sewer, water main and drainage for Kraus-Anderson Shopping Center, Holgoke Avenue and 202nd Street and to instruct the. engineer to prepare. the plans and specs for this project. ~nond, Clarkson, Zaun, Brandeg and Mako "aye", motion carried. The hearing. .for water and sewer extensions. to Ixoria Avenue, Maplewood Estates, was opened at 10:00 P.M. A list of interested persons. present is attached to these maxnztes. Mr. Rosene reviewed the preliminary plans and advised that this project could be done as a change order to the Dakota Heights project.. Mr. Fredrickson said that the owners of the lots in this area had agreed to an equal five way spli .the assessments. Mr. Reber Nelsen/iss cost would be added to the Dakota Heights assessffients and was adva.sed "ro." 75.715 Motion by Emond recorded by Zaur to-order the water and sewer extensions tc> Txonia Avenue, Maplewood Estates and authorize the engineer to prepare the plans and .specs . Clarkson, 2aun, Brander, Mako and Emond "aye", motion carried. Ph~11is Jojade, Jerome Clay and E11en Clarkson of the Bicentennial Committee prererted requests for the expenditure of the following monies out of their budget for 1975: ffi9~ for twca signs, ~35C for coloring books and X90 fare prizes ixi a debate content. 75.716. Motion by Clarkson seconded by Zaur to follow the recoma~endatior of the Bicentennial Committee and authorize the expenditure of X900 for two signs with the Public Works Department helping iri.th the construction, X350 for coloring bookffi,> and X90 for the speech corti~st. Zaun, Brander, Mako, Emond and Clarkson "aye",.motion carried. .The ordinance to increase the salaries of the Council was read for the record time. 75.717 Motion by Clarkson seconded by Brander to adopt Ordinance NA. 86, being an ordinance to increase the salaries of the Council. Brander, Mako, end, Clarkson and Zaun "aye", motion carried. The amendment to ordinance No. ~+2 in re garage size was read for the second time. 75.718 Motion by Clarkson recorded by Eo~nd to adopt Ordinance N'o. 87, being an ordinance to amend Ordinance No. ~2, See. 7.2 rubd. 13, garage and accessory size. Brander, Mako, Emond, Clarkson and Zaun "aye", motion carried. Mr. Rosene explained that the MaLnanger plat would. require twin 72° reinforced concrete culverts under the proposed road so that there would be adequate drainage. .There should also be a l00' wide drainage easement. If this developer would wait until after the drainage study is done, these would probably be some updated data available. Mr. Gene Jacobsen asked if there was air possibility that the City could share i.n the cost of the street. No action was taken regarding the plat at this time 75.719 Motion by Emond seconded by Zaun to follow the recommendation of the Public Works Director and stop issuing free culverts to homebuilders~alorg City roads. Zaua, Brander, Mako, Emond and Clarkson "aye", motion carried. 75.723 Motion by IIaond seconded by Zaun to adopt the resolution eertt'ying unpaid water and sewer charges to the county auditor for collecticm with other taaes.
