Roll call. Present were Committee Members T. Goodwin, J. Berg, P. Messinger, K. Miller, R. Boldus, and H. Lovelace. Unable to attend was R. Walia, Alternate. J. Volimas arrived at 6:06 pm. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje. Special guest included Rob Wachholz of Tradition Development. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of August 3, 2005 The minutes of the August 3, 2005 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present. ITEM #5. Staff reports and summary of current projects. Staff had no additional comments to add to the submitted report. ITEM #9. Spirit of Brandtjen Farm final plat. nd ITEM #10. Spirit of Brandtjen Farm 2 Addition (Winkler) preliminary and final plat. Tradition Development has submitted an application for the final plat of Spirit of Brandtjen Farm. The proposed final plat consists of 133 single-family lots, five lots within the farmstead preservation area, 37 outlots and public right-of-ways. The site th is located approximately 1 mile east of Pilot Knob Road and north of 170 Street. nd Due to the proximity of Spirit of Brandtjen Farm and the 2 Addition, both plats were reviewed at the same time. Both plats including the future SBF Additions have been discussed by the committee for the past two years. It has been previously agreed upon that the park dedication requirement would be a combination of park land and cash. In addition to the required park land and cash dedication, the City will receive an additional 12.18 +/- acres of land through the platting process. The property is located north of the existing East Lake Community Park. The developer will be compensated $690,000 cash, paid by the City, through funds received from the Dakota County Natural Areas Grant Program and four acres of additional park dedication credits. Credits will be applied toward future phases of the plat. The core park land dedication requirements would be dedicated as part of the first and second phase with the balance of the dedication coming in the form of additional park land and cash Parks, Recreation and Natural Resources Committee Page 2 August 17, 2005 associated with future phases of the project. The total land dedication is expected to be approximately 32 +/- acres. This combined with the existing 40 acres of East Lake Community Park, the additional 12 acres natural areas grant purchase property and existing greenways associated with Mallard Shores will provide approximately 90 +/- acres to serve this section of Lakeville. As part of the park dedication stnd requirement for both the 1 and 2 Addition,the developer will dedicate 9.564 +/- acres. Rob Wachholz of Tradition Development described the progression of the development and its highlights. Motion by Boldus and seconded by Berg to recommend City Council consider 05.41 nd approval of Spirit of Brandtjen Farm final plat and Spirit of Brandtjen Farm 2 Addition (Winkler) preliminary and final plat. This recommendation includes the following: Dedication of park land as denoted on the plat maps equal to approximately - 9.56 +/- acres. The exact acreage will be determined prior to City Council consideration of final plat approval. Developer agrees to sell to the City the area identified as ?natural area? - associated with a grant awarded to the City from Dakota County through the Natural Areas Grant Program (approximately 12 +/- acres). $690,000 will be paid by the Natural Areas Grant (Dakota County) and the City?s share will be through a park dedication credit of four acres as calculated based on the park dedication ordinance in effect at the time of plat concept approval. The 12 acre natural area will be deeded to the City as part of this platting - action. A 10-foot trail will be constructed by the developer at his cost on the north - th side of 170 Street from the existing greenway trail along the west shore of East Lake to the plat?s easterly boundary. The trail will be constructed as th those portions of the plat are constructed along 170 Street. The entire plat and future phases are to be grandfathered in with respect to - 2004 fees and park dedication requirements. The developer will be responsible for rough grading all trails throughout the - plat as identified on the plat submittal and noted in the Engineering and Planning reports in addition to park areas identified in the plat affected by the approved grading plan. The developer will be reimbursed for trail material th only along 160 Street and Diamond Path. throughout the plat as identified on the plat submittal and noted in the Engineering and Planning reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Prairie Lake 8 Addition final plat. th Prairie Lake 8 Addition consists of 11 townhouse lots that include 79 units on 10.86 th acres. The property is located on the west side of Interstate 35, north of 185 Street and south of Lake Villa Golf Estates. This is the final phase of the development. Future development will occur on outlots associated with the 1st Addition. Park dedication requirements were met with the dedication of the existing Prairie Lake neighborhood park. Phase I of Prairie Lake neighborhood park was completed last year with the anticipation of completing Phase II in 2006. Phase II construction will include installation of a multi-purpose permanent park shelter building and restrooms and a paved lighted hockey rink. The developer will be required to construct 5-foot sidewalks on the south side of Lafayette Way at the developers expense. 05.42 Motion by Miller and seconded by Lovelace to recommend City Council consider th approval of Prairie Lake 8 Addition final plat. Park dedication requirements have st previously been met with land dedication and grading of the park area with the 1 Addition. The developer is required to construct a 5-foot wide concrete sidewalk on the south side of Lafayette Way at the developer?s expense. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 7 Nays ? 0 Motion passed. th ITEM#7. Highview Heights 8 Addition preliminary and final plat. Church of God representatives have submitted applications and plans for Highview th Heights 8 Addition consisting of three lots of which two will be single-family residential lots and one new lot for the existing church. The church is located at th 8130 160 Street on 4.61 acres. The church plans to sell one lot and keep one lot for a parsonage. There are no park requirements associated with this plat. The th existing driveway onto 160 Street will be removed and replaced with a sidewalk. The park dedication ordinance requirement consists of 2 single-family lots x $3,665 = $7,330. The existing church lot is a grandfathered lot and will not be required to pay a park dedication fee. 05.43 Motion by Messinger and seconded by Volimas to recommend City Council th consider approval of Highview Heights 8 Addition preliminary and final plat including a cash contribution of $7,330 (2 single-family lots x $3,665) to satisfy the park dedication requirement. The developer is required to construct a 5-foot wide concrete sidewalk connecting the existing church turnaround to the existing bituminous multi-purpose trail located La Parks, Recreation and Natural Resources Committee Page 4 August 17, 2005 th along the south side of 160 Street, replace any trail affected by the relocation of the th driveway access onto 160 Street. Both sidewalk and trail are at the developer?s expense. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 7 Nays ? 0 Motion passed. ITEM #8. Crescent Ridge preliminary and final plat. LaFavre/Miller Development has submitted a plat consisting of approximately five acres for the construction of seven single-family homes. The property is located th north of 195 Street and west of Holyoke Avenue. There are no park requirements for this location at this time. This plat is also adjacent a future larger platted area that will consist of 135 single-family homes which may require additional park land now being considered in the updated version of the Parks and Recreation System th Plan. Future trails will be required on 195th Street on the south side of 190 Street. Highview Avenue will be relocated when the ghost plat develops. A cash contribution of $25,655 (7 single-family lots x $3,665) is required to meet park dedication requirements. 05.44Motion by Messinger and seconded by Lovelace to recommend City Council consider approval of Crescent Ridge preliminary and final plat including a cash contribution of $25,655 (7 single-family lots x $3,665) to satisfy the park dedication requirement. th The developer is required to construct trails on the north side of the future 195 th Street on both sides of Holyoke Avenue and on the south side of 190 Street when the future ghost plat is brought forward. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Ayes ? 7 Nays ? 0 Motion passed. ITEM #11. Schroeder variance. Steven and Cheri Schroeder, 17155 Kirben Avenue, have submitted an application for a variance to allow a new house to be constructed on their single-family lot. Their plan is to remove an existing house and outbuildings and replace the private sanitary sewer system and pave the driveway. The impervious surface area meets IT Parks, Recreation and Natural Resources Committee Page 5 August 17, 2005 requirements (13.4% of 25%). Sixteen trees will be planted following construction of the new home. 05.45 Motion by Boldus and seconded by Berg to recommend City Council consider approval of a variance submitted by Steven and Cheri Schroeder of 17155 Kirben Avenue to allow construction of a single-family home. Approval of the variance shall be subject to stipulations as outlined in the Planning and Engineering reports. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable.
