The meeting was called to order in the Council Chambers at City Hall at 6:00 PM. ITEM #2. Roll call. Present were Committee Members T. Goodwin, J. Berg, J. Volimas, K. Miller. Also present were Parks and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac Cafferty and Recording Secretary Pat Vinje. Unable to attend were P. Messinger, H. Lovelace, R. Boldus and alternate R. Walia. Special guest presenter included Dan Licht of NAC. ITEM #3. Approval of Parks, Recreation and Natural Resources Committee meeting minutes of September 7, 2005. The minutes of the September 7, 2005 Parks, Recreation and Natural Resources Committee meeting were presented. The minutes were approved as written. ITEM #4. Citizen Comments. There were no citizens present at the meeting for items other than what is scheduled on the agenda. ITEM #5. Staff reports and summary of current projects. Staff had no additional items to report on. Member Goodwin inquired about an oak tree in the Prairie Lake development, which appears to be dying. Staff briefly discussed the issue surrounding development and saving trees. Goodwin expressed support of an ordinance to protect trees and enforcement of harsher penalties to developers for tree damage. He also would like to see more success with the save process regarding trees. The issue will be discussed further as Mac is researching existing tree preservation ordinances around the Twin Cities. ITEM #7. Sunrise Village preliminary and final plat. R L Janssen Inc. has submitted an application for Sunrise Village preliminary and final plat consisting of 16 townhome units and one common area lot on 3.74 acres th located south of 160 Street (CSAH 46) and west of Flagstaff Avenue. There are no wetlands on the property. The tree preservation plan includes saving 17 (50%) trees. There are no park needs in the area. There are existing sidewalks on the west side of Flagstaff Avenue and 8-foot trails along the north side of the plat. 05.47 Motion by Berg and seconded by Miller to recommend City Council consider approval of Sunrise Village preliminary and final plat including a cash contribution of $51,200 (16 multi-family lots x $3,200) to satisfy the park dedication requirement. In addition, the developer is required to follow the natural resources requirement detailed in the Planning and Engineering reports associated with tree preservation, grading, drainage and erosion control and further recommendations by the Dakota County Soil and Water Conservation District, if applicable. Dan Licht of Northwest Associated Consultants, Inc. (NAC) was present to discuss the updated planning districts of the 2005 Park, Trail and Open Space System Plan. Eight planning districts were reviewed. A draft plan including narrative will be available for the committee to review and comment on by October 21. Dan will return to the committee November 2 for final discussion. Neighborhood meetings will be held in November for citizen comments with adoption by City Council before year-end. The City is working with Three Rivers Park District to jointly implement active recreational facilities and amenities within Murphy Hanrehan Park Reserve. City-wide development is anticipated to increase as new MUSA boundaries open in the near future. New areas have been addressed in the system plan. ITEM #8. Unfinished business. There was no unfinished business to report at this time. ITEM #9. New business. The annual committee appreciation dinner is tentatively scheduled for Wednesday, November 30. The Planning Commission meets Thursday, December 1 and the Parks, Recreation and Natural Resources Committee was scheduled to meet Wednesday, November 30. It is possible the committee?s meeting will be changed to Tuesday, November 29. Staff will provide an update as details are finalized. ITEM #10. Announcements. The next meeting of the Parks, Recreation and Natural Resources Committee will be held at Ritter Farm Park on Wednesday, October 5 at 5:30 PM. Plan to have pizza and refreshments followed by the regular meeting. Committee members will have the opportunity to see the Ed Mako Environmental Learning Center sign displayed. ITEM #11.
