Minutes for meeting of: October 5, 2005
Location: Ed Mako ELC
ITEM #1. Call to order.
The meeting was called to order at the Ed Mako ELC at Ritter Farm Park at 6:00
PM.
ITEM #2. Roll call.
Present were Committee Members T. Goodwin, J. Berg, P. Messinger, J. Volimas,
K. Miller and alternate R. Walia. Also present were Parks and Recreation Director
Steve Michaud, Environmental Resources Coordinator Mac Cafferty and Recording
Secretary Pat Vinje. Unable to attend were H. Lovelace and R. Boldus.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of September 21, 2005.
The minutes of the September 21, 2005 Parks, Recreation and Natural Resources
Committee meeting were presented. The minutes were approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is scheduled
on the agenda.
ITEM #5. Staff reports and summary of current projects.
Staff had no additional items to add.

ITEM #6. Argonne Estates 2 Addition preliminary and final plat.
D R Horton has submitted a preliminary and final plat for three single-family
nd
residential lots known as Argonne Estates 2 Addition. The property is
approximately .83 acres in size proposed for development of three single-family
residential lots. There are no park requirements for this plat. There are 15 trees
within the plat of which 5 will be saved. The committee discussed the need for a
sidewalk adjacent the front of the lots extending to the plat?s boundary.
05.48 Motion by Messinger and seconded by Miller
to recommend City Council consider

approval of Argonne Estates 2 Addition preliminary and final plat including a cash
contribution of $10,995 (3 single-family lots x $3,665) to satisfy the park dedication
requirement. The committee further recommends installation of a 5-foot concrete
sidewalk adjacent the front of the lots extending to the plat?s boundary.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #7. Unfinished business.
There was no unfinished business to report at this time.
ITEM #8. New business.
Member Messinger suggested installation of updated maps along the Ritter Farm
Park trails, possibly stationed at key trail intersections. Maps marked with ?You Are
Here? would be beneficial to hikers.
The Lone Tree Point trail has been paved.
The Valley Lake Park trail bids were received and exceeded budget. Bids will be
sought again next year for this project.
ITEM #9. Announcements.
The next meeting of the Parks, Recreation and Natural Resources Committee will be
held at Ritter Farm Park on Wednesday, October 19 at 6:00 PM at City Hall.
ITEM #10. Adjournment.
The meeting adjourned at 6:34 PM.
