PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
Minutes for meeting of: November 2, 2005
ITEM #1. Call to order.
The meeting was called to order in the Council Chambers at 6:02 PM.
ITEM #2. Roll call.
Present were Committee Members T. Goodwin, P. Messinger, J. Volimas,
H. Lovelace, R. Boldus, K. Miller and alternate R. Walia. Also present were Parks
and Recreation Director Steve Michaud, Environmental Resources Coordinator Mac
Cafferty, Assistant City Engineer Jay Rubash and Recording Secretary Pat Vinje.
Unable to attend was J. Berg. Special guest included Dan Licht of NAC.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of October 5, 2005.
The minutes of the October 5, 2005 Parks, Recreation and Natural Resources
Committee meeting were presented. The minutes were approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is scheduled
on the agenda.
ITEM #5. Staff reports and summary of current projects.
Staff had no additional items to add.

ITEM #7. Hoppe Marketplace 2 Addition preliminary and final plat.
United Properties Investment, LLC has submitted applications for the preliminary
and final plat of two lots on one block and one outlot consisting of 2.58 acres to be

known as Hoppe Marketplace 2 Addition. The plat is located east of Kenwood
Trail (CSAH 59) at Jubilee Way. Lot 1, Block 1 will consist of a proposed ReMax
Real Estate office building. The developer will dedicate 99 square feet for the future
greenway corridor adjacent to the wetland as a portion of the park dedication
requirement. As the site is dedicating land and cash, the site must initially be
evaluated as a land dedication site. The site is 2.58 acres, of which 5% can be
required to be dedicated as park dedication. The amount of land dedication
required for the site is calculated as follows: 2.58 acres as 5% = 0.129 acres (5,619
square feet). The proposed plat is indicating dedicating 99 square feet as park
dedication, 1.76% of the required park dedication (99 sf / 5619 sf = 1.76%). The
remaining 98.24% must be met as a cash dedication. The park dedication fee is
equal to the gross area of the plat less the area dedicated as park dedication,
multiplied by the park dedication rate in effect at the time of final plat, multiplied by
the remaining percentage of the park dedication yet to be met by the land
dedication. The park dedication fee is calculated below: 2.58 - 0.02 acres (net area
less outlot) x $5,940.00/acre X 98.24% = $15,042.21 of unmet park dedication.
The park dedication fee of $15,042.21 must be paid in cash with the final plat.

consider approval of Hoppe Marketplace 2 Addition preliminary and final plat
including a cash contribution of $15,042 (2.58 acres less 0.02 acres for Outlot A x
$5,940/acre x 98.24% unmet park dedication) and 99 square feet (2.58 acres x 5% =
0.129 acres or 1.76% of 5,619 square feet) for the proposed future greenway
corridor to satisfy the park dedication requirement.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #6. Parks, Trails and Open Space System Plan.
Dan Licht, NAC, was present to discuss the draft update of the Parks, Trails and
Open Space System Plan. It was noted that as of November 1, MUSA lines have
opened allowing expansion of development in many areas. The narrative of
chapters 2, 3, 5 and 6 were discussed.
Chapter 5: Add a fourteenth bullet on page 92 under Policies ?
Greenways/Linear Parks/Conservancy Areas regarding establishing a policy to
replace trees for aesthetic, healthful reasons. Also establish a policy regarding
minimum impact development scenarios and concepts. Lakeville was originally
prairie and the only area with prairie is Ritter Farm Park.
Chapter 6: Maximize accessibility for pedestrians and trail users to connect
trails.
The review process of the Parks, Trails and Open Space System Plan will
include a City Council work session in November or December; public meetings in
December or January; plan forwarded to City Council for approval; review by
Planning Commission and the Met Council.
ITEM #8. Unfinished business.
There was no unfinished business to report at this time.
ITEM #9. New business.
Committee members whose terms have expired have been asked to decline
continuing on the committee or renewing their position. Bob Boldus regrettably will
not be renewing his term, Pat Messinger will renew her term, and Alternate Roger
Walia has expressed interest in filling the full time committee seat vacated by
member Bob Boldus.
ITEM #10. Announcements.
The next meeting of the Parks, Recreation and Natural Resources Committee will be
held on Wednesday, November 16 at 6:00 PM at City Hall.
ITEM #11. Adjournment.
