HEARING CN LOWERING LEff.EL CF LAKE MARION
WEDNESDAY, CCTQH~EFt 29, 1975
The meeting was called to order by Mayor Mako at 8tCJ0 P.M. Present;
Zaun, Brandee, Mako, Emond and Clarkson.
Also present; Patrick MaGarvey, City Admi.ni.strator, Robert Rosene, City
Engineer and Roger g'nutson, City Attorney. Present for the Department
of Natural Resources: Ron Harnack and Larry Seymour.
A list of interested persons present is attached to these mirnxtes.
Robert Rosene opened. the dn.e`" sties by .explaining what the City planned tc~
do for draining scu~e of the water out ofthe lake to alleviate the flooding
situation on the northwest side of the lake. He said that the level at the
existing culvert on July 7 was 982.26'and that the culvert level was at
980.68 feet. He also said thedaremcil has .authorized a drainage study so
that a long range plan for controlling the level of the lake will be possible.
Rcpt Harnack reported that the department of Natural Resources did a length
survey of the lake and established the natural ordinary high water elevet:,
at 983.1'and explained t~,t the lake would have to rise to an elevation of
983.2'to run out due tc> a natural barrior. He said that. he had received
a number of ca11s from citizens. Some suggestions he made to protect the...
homes that are having a problem were to dike and/or flood proof. 'phis
hearing is held to gain. more input from the public. The fisheries people
support some type of control of the lake.
Larry Seymour explained that the department would like to gain some recognition
eaf how the local people feel to the control of the lake«level.
Joe Niedemayr asked what the records show for the lowest level of the lake.
This was in 1938 when the level was 967.8'.
Shirley Jensen asked what the 1eve1 was today and was told 981.3'.
Lenny Gephart asked if there were mare than two complainants on the.. lower
part of the lake. He felt that there might be a greater base flow as the
City developed which would create some benefit for an outlet.
Jack Lankas asked how.: serious the problem was with the home owners whose
homes were threatened by the high water.
Larry JuYmeman said he likes the lake where it is now.
Richard Whittier asked why these homes had been allowed to be built at
this spot.
Peter Pemrick asked if it would not be cheaper to raise these homea rather
than lower the lake.
Joe Williamson said that his home was in the flood plain.
John Saurc~se of ~ieene Anne Traitor Caurt said that he had fished in this lake.
and nad a petition with 1~7 names asRing the Department of Natural Resources
to leave the lake at the, resent level.
Allen Pond said that he/~~posed to draining the lake.
Gerry Whittier said st~.e would like to lu~ow how matey .people in the audience
were in favor of lowering Lake Marion..
Bill Morton asked if the elevation of the spawning grounds are the same
elevation as the lake and was .told yes.
Wally Potter said that he is not affected by the high water and is in favor
of maintaining the present level.
Gordon Lane asked how a person_~could dxko and flood proof when the water is
on three sides of his hc.
George Warweg felt that the homes on the high ground would be damaged if
the lake is lowered and would like it maintained at the. present level.
Paul Hammer said they had given permission for the ditch to run across his
property and asked who would be taxed for the permanent drainage pro~eet.
Robert Sayers who lives downstream from Lake Marion would like to leave the
level of Lake Marion as it is.
Mr. Harna~k said that if a petition was received with 500 names on it an
environmental study could be a aired.
Dianne Williamson said their/been built in 1967 anal that they have lost
12 trees since the flooding began
Wally Potter asked. if the culvert will drain the water fast enough if there.

was a big rain sod also naked about the expense of controlling the level
of the lake. He asked if theta were any state funds available to install
holding ponds, etc .
Mr. Haxnaek-said that he was not aware of a~? available ftiands.
Jack Lankas said that the financial loss could be great if there is any
tampeping with this Take.
Mr. Rosene said tbat all that is being controlled is the high water level
of the lake to control damage sad t1~at we should be able to maintain a high
level ixt the future better than'in the past.
Tom Rasmussen asked what happens if a lot of land is developed i.n the western
area.
Roger Battier asked if the bottom: of t~a:e lake is sealed.
The Department of .Natural Resources will make a recoa~endation on the
requested permit at the regular meeting of the Citg Cc~uaeil on the 1Oth
of November.

75.726. Motion by Emand seconded by Clarkson to approve the plans and specs for
the four squad ears and set the bid letting date as November 13, 1975
at 11:00 A. M. Brander, Mako, Emcnid, Clarkson and Zaun "age"~ mention carried.
Amendments to the budget resolutiaris will be placed on the agenda for
3rd of November..
Motion by Hmand seconded. by Clarkson to adjourn carried unaYiimously.
