e CITY OF I,AKEVILLE COUNCIL MEETING MONDAY, NER 3, 1975 The meeting was called to order by Magor Mako at 8:0o P.M. Flag pledge followed. Present; Zaun, Mako, Emond and Clarkson. Brandes arrived at 8:05 P.M. Also present; Roger Knutson, City Attorneg, Robert Rosene, Citlt Engineer, Steve Rltan, City Planner and Patrick McGarvey, City Administrator. 75.727 Motion by Emond seconded by Zaun to accept the minutea of the ©ctober 20, 1975 meeting as presented. Zaun, Mako, Emond and Clarkson "age", motion carried. 75.728 Motion by Zaun seconded by Mako to accept the minutes of the special October 29, 1975 7:30 P.M, meeting as presented. Mako, h~mond, Clarkson and Zaun "alter', motion carried. 75.729 Motion by Ernond seconded by Clarkson to accept the minutes of the special meeting held at $:f~ P.M.-on Detober 29, 1975 as presented. Emend, Clarkson, Zaun and Mako "aye", moticra carried. 75.730 Motion by Clarkson seconded by Emcmd to pay the claims against the City. Clarkson, Zaun, Brander, Mako and Errand "age", motion carried. Joe Schweich was Ares°ent to review with the Council and Engineer a small parcel off' land he owns north of Lake Marion. The old plat has three small homes and a shed on it. Water and sewer laterals were installed and also five services. Mr. Schweich questioned the fact that he has. five services but cannot utilize two of them. Mr. Steve Ryan explai.xied that he did not feel this plat should be used as it had been platted because these of the lots are substandard and one does. not meet the shoreline requirements. It was decided that Mr. Schweich would meet with the engineer and attorney to review this matter and would return before the City Council on the 17th of November. .The sign ordinance was reviewed for the second time.. Kraig Lc~ftquist said that he is not in complete agreement with this proposed ordinance. He is against the 3(X) square foot limitation, the amortization and the ability of other business firms to construct signs within the City. Steve. Ryan said that the coneensue was that a 300 square foot bill board can be easily seen.. It was stated that the Chamber of Commerce had not chosen to respond to a request for input into. this ordi.nanee. It was felt that existing signs could be grandfathered i.n and that the amortization period should be extended. 75.731 Motion by Emond seconded bg Brander to adopt the sign ordinance subject to: 1-grammatical corrections, 2- deleting from paragraph (2) All signs shall be confined to private property, 3- amending See. ~ to delete the three gear amortization and replace with the grandfather provision-and, ~+-amending Sec. 6 to delete the fee schedule and to replace it with the provision requiring the City Council to set the fees by resolution. Zaun, Brander, Mako, Emond and Clarkson "age", motion carried. James Coreg appeared before the Council regarding his request for a conditional use permit to utilize the old auto=auction building on old Highway #65 for an ice arena. He explained that he is leasing this building and wt~u].d operate the arena on a temporazy basis for six months. The parking lot which would accommodate about 50 cars would be hard packed gravel and he would be .using satellites for. sanitary faoil~:ties. 75.732 Motion by Brander seconded by Zaun to follow the Planning Commission reco~nendation .and grant James Corey a conditional use permit for the period of one year to expire on November 3, 1976 to ~aperate an ice arena on old Highway #65 in the auto auction barn with the condition that there are two satellites to nee to the fifty car parking lot. Brander, Mako, Emond, Clarkson and Zaun "aye", motion carried. (1) CITY OF LAI~E{TILLE COUNCIL MEETING. MoY, NOVII~'R 3 ~ 1975 Mr. Knutson advised the Council that the property where the fishing bridge had been proposed had been sold and so the use of the property would have to_ be renegotiated with the new owner. The contracts for the engineering services and the drainage study will be reviewed and placed on next week's agenda. The proposed church sign will also be placed on next week's agenda. The attorney will investigate the-City Park south of the railroad on Holt Ave. and return with a report on the 10th... The consent agenda wi11 be reviewed on the lath. 75.733 Motion by Clarkson seconded by Emend to accept the Orchard Gardens streets, Project 74.2. Mako, Emend, Clarkson, Zaun and Brander „aye", motion carried. 75.734 Motion by Emend seconded by Brander to approve the utility permit for the Central .Telephone Co. as recommended by the ex~ineer and subject to the condition. that no construction start until after the sewer and water mains and services have been completed. Emend, Clarkson, Zaun, Brander and Mako "aye", motion carried. .The canvassing meeting for the regular City election will be at 4:04 P.M. on Wednesday the 5th of November. 75.735. Motion by Emend seconded by Zaun to accept the streets in Szabo 1st Addition and the Hobby Farms and take over the winter maintenance. Clarkson, Zaun, -Brander, Mako and Emend "rye", motion carried. 75.736 Motion by Clarkson seconded by Brander to follow the recommendation of the engineer and accept the Va11eg Park West sewer line. Zaun, Brander, Mako, Emend and. Clarkscra "aye", motion carried. 75.737 Motion by Emend seconded by Clarkson to reeonaider the budget resolutsons, N4's 75.747 and 75.748. .Brander, Mako, Emend, Clarkson and Zaun "ayes, motion carried. 75.738 Motion by Emend seconded by Brander to adopt the revised budget resolution for 1976...:Mako, Emend, Clarkson, Zaun and Brander "aye", motion carried... 75.739 .Motion bq Emend seconded by Zaun to adopt the revised resolution approving the 1976 tax levy. EEaond, Clarkson, Zaun, Brander and Mako "aye", motion carried. 75.7 Motion by Emend seconded by Zaun to authorize the execution of the Orchard Lake water and sewer;~xtenrion contracts. Clarkson, Zaun, Brander, Makin and Emond "aye", motion serried.... 75.741 Motion by Mako seconded by Clarkson that the engineer continue working on the Orchard Lake sewer and water lateral report. Zaun, Brander, Mako, Emend and ..Clarkson "aye", motion carried. 75.7+2 Motion by Clarkson seconded by Emend to authorize the engineer to prepare two base daps for the indexing of the sewk:r and water trunks and laterals within the City at a cost of X225.
