Present; Clarkson, Zaun, Brander, Mako and Emond. Also present; Pat Farrell and Roger Knutson, City Attor~teys, Robert Rosene, City Engineer and Patrick McGarvey, City Admi.ni.strator. 75.7+5 Motion by Brander seconded by Emond to accept the minutes of the November 3, 1975 meeting as presented.._Clarkson, Zaun, Brander, Mako and Emond "aye", motion carried. 75.7~+6 Motion by Emond seconded by Brander to accept the minutes of the Election Canvassing meeting of November 5, 1975 as presented. Zaun, Brander, Mako, Emond and Clarkson "aye°, motion carried. Mr. Harnack of the DNR is out of town ro no report for the permit request to lower Lake Marion is forthcoming. This matter will be placed on next. week's agenda. On their report of October 28, the Water and Sewer Committee recommended that the Council deny the application for water and sewer extensions and bituminous. surfacing to residents of Oak Shores 2nd Addition. The engineer was not present at this time so this will be taken up later i.n this meeting. The Park and Recreation Committee requested that the Council advise them as to how much land has been dedicated for parks in Dakota Heights 7th Addition.: This will be checked out for clarification. Mr. Michaud presented his report on the Evaluation ofi~ter Farm Park snowmobile trail. There was some discussion with many snowmobi.lerr present who. objected to the trail being removed from the Park. It was felt that all residents of Lakeville should be allowed the use of the park as they are all taxpayers. 75.77 Motion by Emond seconded by Brander that thesnowmobile trail in Ritter Farm Park remain the same as last year. Brander, Mako, Emend and C]s"kson f'at'e", Zaun "no", motion carried. 75.748 Motion by Mako seconded by Clarkson that representatives of the Lakeville snowmobile clubs. and Lakeville based skiclubs come up ~3.th an alternate plan which has the approval of the Park Director and the Administrator,that the Park Director be authorizied to implement the plan and return to the Council at its next regularly scheduled meeting for ratification, Mako, Zaun and Brander "aye" Emond and Clarkson "no", motion carried. The Oak Shore improvements were brought back before the Council for discussion. Mr. Rosene explained that the reason he had not recommended. this. improvement was because of the cost. There would have to be at least one lift station installed which would cost about ~3U,000. 7.749 Motion by Brandea seconded by Emond to table the request for. the sewer and water improvements and blaektopping to Oak Shores 2nd Addition until the next meeting at 8:3() P.M. when the engineer will-have cost figures available. Emond, Clarkson, Zaun, Brander and Mako "aye", motion carried. 75.750 Motion by Emond seconded by Zaun to follow the recomanendati.on of the.. Planning Commission and grant Natural Pipelines a building permit for a storage building subject to the recommended conditions, some sort of facing on the north side. Clarkson, Zaun, Brander, Mako and Emond "aye", motion carried.. .75..,751 Motion by Clarkson seconded by Zaun to follow the reevmmendation of the Planning Commission and grant a building permit to Anderson's Wood Products subject to the. approval of the building inspector. Zaun, Brander, Mako, Elaond and Clarkson "aye", motion carried. The .hearing for water axid sewer mmprovements to the area west of Holyoke and south of 21Gth Street was continued. Charles Zweber stated-that there would be no problem in developing the land he owned in this area but that the economy would be a faction in the development ~1) x • CITY OF LAI~TII~I,E COUNCIL MEETING NOVEI~ER 10, 1975 of this land.. The engineer said he would not recommend the installation of water only as this would be a false economy and the Lakeville system depends on the corn~ection charges to make it feasible. 13e also did not recommend small systems as these could cause duplication of costs later on when the laterals are installed. It .was stated that some of the residents would probably .deepen their wells if water is not installed at this time and these residents would not be happy to pay for arty assessments in the near future. The hearing was closed by Mayor Mako. 75.752 Motion. by F~aond seconded by Clarkson to table a decision on water and sewer extensions to the area west of Holyoke and south of 210th Street until the first meeting in March. Brander, Mako, Emond, Clarkson and Zaun "aye", motion carried. 75.73 Motion by Mako seconded by Emond that the administrator be authorized to meet with the local property owners and discuss problems for developing this land and to use the engineer and attorney when and if necessary. Mako, Emond, Clarkson, Zaun and Brander."aye", motion carried. 75.74 Ntotion by Mako seconded by Zaun that the City Engineer return to that meeting in March with a set of figures in which a lift station will be used to service: 1, 210th Street line and, 2. the whole area.. Emond, Clarkson, Zaun, Brander and Mako "aye",..motion carried.. The attorney advised that the Christ figure that was proposed to be placed in the City would need a eonclitiona:l use permit if there was lettering on it. Nom. Farrell advised that a deed for Maplewood Park had been found but as it had never been recorded, he would see that this is done immediately. The search for the vacation Af that part of Front Street would be continued. The attorney wily. cheek into an amendment to the 3.2 ordinance. 75.755 Motion by Mako seconded by Brander to approve the Planning Tactical Study by Midwest Planners and that .the attorney and administrator work out a contract with Midwest Planners by next Monday. Clarkson, Zaun, Brander, Mako and. Emond "aye", motion carried. 75.756 Motion by Emond seconded by Brander to authorize the Mawr and the Clerk to execute the engineering services contract between the City and Bonestroo, Hosen~, Anderlik & Assoc. Zaun, Brander,_Mako, Emond and., Clarkson "aye", motion carried. The contract for preparation of a comprehensive drainage plan with the engineer was. discussed. The contract does not contain ariy detailed biological ana7.ysis for water quality and it is felt that this should be established now. The engineer will return with mere information concerning this matter. 75.757 Motion by Mako seconded by Brander to extend this meeting until 11:30 P.M. Brander, Mako, Emond, Clarkson and Zavn "aye", motion carried. 75.758 Motion by Mako seconded by Emond to approve the use of the consent agenda at the discretion of the administrator was withdrawn. 75.759 Motion by Mako seconded by Emond to instruct the City Administrator to return with his suggested consent agenda proposal. Mako, Emond, Clarkson, Zaun asd Brander "aye", motion carried. 75.760 Motion by Ernond seconded by Brander to accept the the Woodbuxy water and sewer project and approve the final payrm?nt to Widmar Construction. Emond, Clarkson,. Zaun, Brander and Mako "aye", motion carried. 75.761 Motion by Emond seconded by Clarkson to accept the trunk watermain project, 7~+-5B and: approve the final payment. Clarkson, Zaun, Brander, Mako and Emond "aye"~ motion carried. 75.7b2 .Motion by Emond seconded by Zaun to authorize the Mayor and Clerk to sign the Oak Shore Drive Street Improvement Contracts. Zaun, Brander, Mako, Emond and Clarkson "aye", motion carried. 75,763 Motion by Emond seconded by Brander to authorize the Mayor to sign the letter (2) CITY OF LAK~'VILLE COUNCIL MEETING N4V~ER 1Q, 1975 to appoint three persons from the fire department to help in the preparation of the building plans for the new fire station. Brander, Mako, F.,mond, Clarkson and Zaun "age", motion carried. 75.764 Motion bg Zaun seconded bg Ea~nd to accept the resolution on Cooperation with State Yor snow removal on Trunk Aighwag No. 5D.
