CITY OF LAKEVILLE COUNCIL MEETING DECF~ER 15, 1975:: The meeting was called to order at 8:00 P;M. by Mayor Mako. :Flag pledge ....followed.. :.Present; Clarkson, Zaun, Brander, Mako and Emond. Also present; Robert Rosene, City Engineer, Fat Farrell, City-Attorney and 'Pat McGaxwey, :City Administrator. 75.828 Motion by Zaun seconded by Brander to accept the minutes of the December 8, 1975 meeting as'presented. Clarkson, Zaun, Brander, Mako and Emond t°aye", .motion carried.. 75.829 Motion by Brander seconded by Emond to pay the claims against the Gity. Zaun, Brander, Mako, Emond and Clarkson.."aye",emotion carried. 75.830 Motion by Emond reeonded by Zaun to pay the claims against the Liquor Store. Brander, Mako, Emond, Clarkson and Zaun "aye",.:motion carried. Mr..Farrell reported that Laminated Products. had ceased operations in Airlake and that he City of Lakeville could join with the First National Bank of Minneapolis. to formally `terminate the tenancy of Laminated. ...75.831 Motion by Zaun seconded by Emond to adopt the resolution authorizing the City of Lakeville to 3oin with the First NationalBank of Minneapolis to ....serve notice :pursuant to the agreement terminating Laminated"Productr. Mr. Rosene reported that the preliminary report for the second phase of sewer and water,extensi.ans around Orchard Lake would be ready ,some time after .the first of the .year. Mr. McGarvey.:reported that there are 18 railroad crossings in Lakeville and three of them are in poor shape. A further report will be presented in .January. The ~oint co$struetion of tennis courts by the City of Lakeville and the school s iacurse . 75.832 loti~ by Mako seconded by Clarkson-to appoint Mr. Spande to finish the term of Joel Haglund and Mr. Hazel to finish. the term of Hanle.Lau on the Planning Commission. Emond, Clarkson, Zaun, Brander and Mako "aye", motion carried. There was a discussion regarding Marianne Curry's proposal for the procedure for screening-.and selection. of citizens to serve on the committees. This was put over to the second meeting in January. Mr. Zaun reported on the hgme occupation ordinance. He reported that the proposed material had been turned over to Mr. Ryan, the Planner, who will draft a new ordinance. 75.833 M©tion by Mako seconded by Zaun to follow the Planning Commission recommendation regarding the Bicentennial signs, "we follow the Planner'`s advice and that this is apublic sign and does not need a conditional use. permit". Clarkson, Zaun, Brander, Mako anal Emond, motion carried. 75•$3+ Motion. by Emond seconded by Zaun to approve.the following gravel permits for 1976: Nordic Square and Northwest Bituminous. Zaun, Brander, Mako, Emond and Clarkson "ayen, motion carried. 75.835 Motion by Eanond`seconded'by Brander to approve the following garbage permits .for 1976: Town & Country Disposal Service and Di.ek's Sanitation. Brander, Mako,-Emond, Clarkron and Zaun "aye", motion carried. -Mr. Farrell. explained that the: plans and specs for water and sewer extensions to the first phase of Dakota Heights 7th Addition could be approved. A development contra.et should be signed and the appropriate bonds should be filed. Mr. Rosene ,said that this pro~eet could be done by a change...order. Mr. Farrell will check the fee owner of this property to see that he is protected. .75.836 Motion by Emond seconded, by Brander to approve the plans .and specs for Dakota Heights 7th Addition. Clarkson, Zaun, Brander, Mako and Emond "aye", motion carried. 75.839 Motion by Emond seconded by Zaun to approve change order No. 1, to Riegger Roadways in the amount of $10+~+~+8.53> Zaun, Brander, Mako, Emond and Clarkson."aye?', motion carried. 75.8~FO Motion by Brander seconded by Emond to approve the request for payment. of Plaunt and Anderson in the amount of $5,~+7g.20. Brander, Mako, Emond, Clarkson and Zaun "aye", motion carried. 75.8+1 Motion by Emond seconded by Brander to adopt the resolution accepting watermain and sanitary sewer, bur Star First Addition. Mako, Emond, Clarkson, Zaun and Brander "aye", motion carried. - 75.842 - Motion by Emond seconded by Zaun to approve the payment of $187,0~0.5~+ to Burnsville for the sewer and water on Oak Shore Drive. Emond, Clarkson, Zaun, Brander and Mako "aye",motion carried. 75•x+3 Motion by Clarkson seconded by Emond to adopt the resolution. deferring part of assessment on parcel #20426K--Mike Danaher. Clarkson, Zaun, Brander, Mako and Emond "aye", motion carried. 75.844 Motion by Clarkson seconded by Zaun to follow the recommendation of the.. administrator and give Berglund-Johnson Construction a time extension for-the water booster station-to the 15th of February. Zaun, Brander, Mako, Emond and Clarkson "aye", motion carried. 75•x+5 Motion by Emond seconded by Zaun to approve the demolition of the two. City houses,. the oae in Antler's Park and the Overb~y_ house and to continue trying to sell the Saucer home. If that is not sold, it will also be demolished. Brander, Mako, Emond, Clarkson and.Zaun "aye", motion carried. 75_.846 Motion by Brander seconded by Clarkson to adopt the resolution accepting the completed projeet_(Chas. M.-Freidheim Co.).;bond sale. Mako, Emond, Clarkson, Zaun and Brander "aye", motion carried. 75.847 Motion by Emond seconded by Zaun to approve a bingo permit for A11 Saints Church for the 18th of January, 1976. Emond, Clarkson, Zaun, Brander and Mako "aye", motion carried. 75.848 Motion by Emond seconded by Clarkson to approve the letters of December 11, 1975 as a meimorsndum of understanding between the City of Lakeville and Teamsters Local 320 which provide the basic for settlement of the wage and benefit package to be included in the 1975 and 1876 contract between the City and the union. .Clarkson, Zaun, Brander,. Mako and Emond "aye", motion carried. 75•x+9 Motion by Clarkson seconded by Zaun to follow the recommendation of the Administrator and the Chief of Police and hire an additional dispatcher in the police office under a CETA contract, this person to be Mrs. Pearl M. Huerkamp. Zaun, Brander, Mako, Emond and Clarkson "aye", motion carried. 75.850 .Motion by Emond seconded by Zaun to approve the following beer licenses: Off Sa7.e -'three Tom Thwnb Storesand Enggren's Grocery, Ardot's Bt>wl, On Sale, John's`Tavern-On and Off Sale. Brander, Mako, Emond, Clarkson and Zaun "aye", ..motion carried. Mr. Bross, the Civil Defense Director for Lakeville, gave a resuz~ of the things he had done and accomplished since he had begun as director. 75.851 Motion by Emond seconded by Zaun to write Mr. Brander a letter commending him for his service to the community as a member of the Planning Commission and the Council.
