Present; Zaun, Standee, Mako, Emend and Clarkson. Also present; Richard Hogan, Administrator, Robert F`rigasrd, City Engineer and Roger Knutson and Pat Farrell, City Attorneys. 75.37 Motion by Emcmd seconded by Brander tol~laccept the minutes of .the May 19, 1975 meeting as corrected. Zaun, Brander, ako, Emond and Clarkson "aye", motion carried. 75.375 M©tion by Emend seconded by Zaun to pay the claims against the City, strike claim number 121$2 from the list and pay claim number 12156 which had been held up in`May, Standee, Mako' En~ond, Clarkson and Zaun "aye", motion carried. Per. Knutson reported that Mr. Farrell is in the process of obtaining easements,.. A check from Instant Homes ~n the amount of $8,675 has been received but the contract has not been finalized. Mx. Kraig Loftquist appeared regarding three sign permits. ,He reported that Naegele will-remove two signs along Highway #54 if these sign permits are granted. The signs along Highway ~'j0 are not in conformance with: the sign ordinance. and the three new 'signs would be placed in properly zoned area.. All signs would be double faced and the City of Lakeville would be given the use of l/2 of one sign for any announcements it'wirhed to make. or any. publicity. 75•.376... Motion by F~nond seconded by Brander to authorize the attorney to draw up an agreement with Naegele approving three signs with .one side of one-sign for the use of Lakeville, removing two signs along Highway #54 prior to installation of the new signs on 35W and sub,~eet to prior payment of all planner's and ~-sga1 fees.There will be 1044 feotspa~ing of signs on same side of road. The attorneys letter statingthat the limit of the Cty'r donation for the moving of the He11er house is '$540. was read. 75.377 Motion by Mako".seconded by Zaun to amend motion number .75.367. to read X504 instead of $1,00. Clarkson, Zaun, Brander and Mako .aye", E~nond opposed, motion carried. Mr. Mako stated that he felt the City should automatically go to condemnation for arty'easements it needs so that the improvement,pro~ects'can p~soceed on schedule. He felt tb.at this would treat every one more fairl$ ar to payment for ,easements. 75.378 Motion by Clarkson seconded by Zaun to authorize the attorney to draft a preliminary policy for condemnation proceedings for the necessary easements for improvements and to continue to negotiate while. thisir in progesr. Clarkson, Zaun, Brander, Mako and Emond "aye", motion carried. Mr. Mako reported that the chairman of the Water and Sewer Committee had asked hat items 1, a-& b, 2 and'3 be postponed until the 16th. 75.379 Motion by Emond seconded by Clarkson to authorize the .engineer to prepare the plans and specs°and to go to bids for the TV inspection and repa3xs of the follc~vring lines: 1~Italy Avenue in play's Acres, 2 Park Terrace to Lakeville treatment plant, and 3, line. between Lakeville School'and treatment plant... Zaun, Brander, Mako, Emond and Clarkson "aye", motion .carried. 75.380 Motion by Mako seconded by Brander.. to add Steve Mchaud's name to the .committee lint as a liason person on: the Dakota Heights 7th Addition matter in regard to the park dedication. Brander, Mako, Emend, Clarkronand 2aun nays", motion carried. 75.3$1 Motion by Emond seconded by Brander to follow the Planning Commission .recommendation and grant Chas. M. Freidheim a; building permit to construct agravel-washing' structure .at their plant'on County Road 6~+ on the west side of 35W. Mako, Emend, Clarkson, Zaun and Brander "ayen, motion carried., 75.382 Motion by Zaun seconded by Brander to .table items 32~+, 325 and 326 of the P1ning Commission minutes of May 15 until the 3rd meeting in June and'to ask for additional information as to the Commission's intent for these items. (~1 • • CITY OF r.aKF~cTTT.LF: COUNCIL MEET?NG 2, 1975 There is no further information regarding the fence at the fishing bridge at this time. Mr. Frigaard reported that the change orders for the five services on Lake Marion North and the masihole and T in Bassett's Addition will be ready next week.. He will follow up on the Crystal Lake matter with the Burnsville engineer. Mr. Hogan reported on the status of the ambulance service and said he had had no response regarding the Tom Kimmell i.nsuranee matter. 75.383 Motion by Mako seconded by Brander to hire the persons on the list as presented for summer employment with persons in the park area hired subject to availability of the dollars in the budget. Clarkson, Zavn, Brander, Mako and F~nond "aye", motion carried. 75.3$tF Motion by E~nond seconded by Zaun to acknowledge receipt of the petition for services in the Brookview Paxk development. Clarkson, Zaun, Brander, Mako and ~nond "aye", motion carried. 75.385 Motion by Clarkscm seconded by Zaun to draft a letter to Brookview Park, Inc. stating. that it is the City Council's position that only the water and sewer installations are negotiable. Zaun Brander, Mako, E~nond and Clarkson "aye", .motion. carried. 75.386 Motion by Brander seconded by Zaun to grant an, on sale beer `license to .the ..Lakeville Jaycee's subject to the receipt of the insurance certificate and the the $lOQ fee. Brander, Mako, E~ond, Clarkson. and Zaun "aye", motion carried. 75.387 Motion by Mako seconded by Zaun to order the engineer to do a feasibility study for the extension of a gravel road from 19gth Way up to and including what- ever is necessary on that part of Italy Avenue which does not have a sound base. Mako, Eanond, Clarkson, Zaun and Brander "aye"~ motion carried, Steve Ryan was present to present the revised CBD Plan to the Council. He explained that the fallowing changes had .been made sines the last meeting: 1t Krause-Anderson portion-for further study, 2, land area where Gephart warehouse proposed-left as residential designation and 3, street area where proposed-marked for further study. Mr. Wright remarked that the proposed road would cost too much to build. Mr. Glenn Nord questioned the part marked for high density building ,just north of the Post Office block and asked if this would constitute the same thing as a rezoning. 75.388 Motion by Brander seconded by Zaun to acknowledge receipt of the Planner's Central Business Distr~:ct Area Policies and Plan with the directed modifications and with the modification of the area where the park is located and to accept the Lakeville Plasuuxig Commission's comments and recommendations on this matter. It is further moved that the Planner finalize the report and that the Planning Commission formally refer the document tc> the Twin Cities Metropolitan Council for required review and comment as an amendment to the Lakeville Comprehensive Plan. Mr. Zaun stated that it is his understanding that a rezoning is still necessary under the exirting orelinanee. 75.3$9 .Motion by Mako seconded by Brander to follow the Liquor Store manager's ..recommendation and appoint Paul Aksteter as a full time employee as of the mid. of June, 1975 the benefits as provided by the City subject to the Liquor Committee's and Administrator's approval. Clarkson, Zaun, Brander, Mako and Emond "aye", motion carried. 75.390 Motion by kind seconded by Clarkson to adopt the resolution to abate the assessment against parcel 20963 in Greer and Sullivan's Re-arr and to place these assessments against Lots l thru 6, Greer's Re-arrangement. Zaun, Brander, Mako, Emond and Clarkson "aye", motion carried. A list of uncollected accounts .receivable was presented to the Council. 75.391 Motion by Fanond seconded by Zaun to write off bi11 numbers 136 and q7 and to turn over the remainder to the attorney so that a letter may be sent out. .Brander, Mako, Fanond, Clarkson and Zaun "aye", motion carried. c2> CITY OF LA,KEVILS,E COUNCIL MEETING JUNE _2, 19`(5 Mr. Robinette reported on the new boat launchx~ area at Antlers Park and showed a site plan. and where he would propose `to have three seeuritylites placed. A person in the audience objected to the new ramp installation at the Park. It was feltthat-the lites should be installed for security reasons, Various other matters were discussed such as the pools in Valley Park, tennis court repairs and shrubs areound the pump houses in Valley Park and a portion of ditch behind the Cedar Avemze service station east. Mr. Mako reported that he and the chief of ;police are to go before the Couhty regardixagthe.Hghway 7D question. A request was made by Charles Radke for better posting of .Cedar. Avenue.from Aquarius to the City limits.. The chief will be asked to investigate this matter. Motion by Emond seconded by Zaun to adjourn carried urianimous],y.
