CITY OF LAKEVILLE COUNCIL MEETING ~ JUNE 9~ 1975 The meeting was called to order at $:OO P.M. by Mayor Mako. Flag pledge Followed. Present; Zaun, Brander, Mako and Emond. Absent; Clarkson. Also present; Roger Knutson and Pat Farrell, City Attorneys, Richard Hogan, Administrator and Robert Frigaard, City Engineer. 75.392 Motion by Brander seconded by Zaun to approve. the minutes of the. June 2, 1975 meetingas presented. Zaun, Brander, Mako and Emond "aye", motion carried. The two parcels of land north of the Liquor Store, were discussed. Mr. Zaun and Mr. Emond will cheek on the tearing down of the corner house and report back. to the Council. Pat Farrell reported on the obtaining of easements for the trunk sewer and water lines, Ipava to Highview. He also discussed the ponding problem on the Hoffman property since Highview Avenue had been installed. and advised that it might be well to obtain the north portion of this property with the easement that is needed.. 75.393 Motion by Emond seconded by Zaun to authorize the attorney to obtain the easements and .approve the .payments of the following: 1. W. J. and Maragaret Barrett--sanitarysewer easement $~F,000 2. Hillhaven Heights, Inc,-water main easement 2,100 3. Clinton & Kathleen Zweber-sanitary sewer easement 100. Brander, Mako, Emond and Zaun "aye", motion carried. .39~+ Motion by Zaun seconded by Emond to acknowledge receipt of the bids on the new fire truck. Mako, Emond, Zaun and Brander "aye", motion carried. 75.395 Motion by Mako seconded by Brander to acknowledge receipt of the petition from the homeowners i.n Forest Hills for improvements of Lots 1~ and 15, Block 1, Forest Hills 1st Addition. Mako,_ Emond, Zaun and Brander "aye", motion carried. 75.396 Motion by Emond seconded by Zaun to authorize Mr, Michaud to look into the matter of the improvements for the two lots in Forest Hills and to msake a recommendation to the Park & Recreation Committee. Zaun, Brander, Mako and Emond "aye", motion carried. A discussion took place on whether or not a live in admi.nistratar should be appointed for Antlers Park. No decision was reached. .The boat launch also was discussed and it was felt that signs should be placed i.n the park for designating the parking areas. 75.397 Motion by Mako seconded by Brander to instruct the Planner to provide the necessary information to the Planning Commission and Sewer and Water Committee so that these .committees can make a recommendation on an "Urban Service. Area Concept" to the Council by the first meeting in October and authorize a letter be written to the Planner with a copy to be sent to the Metro Council, such letter to be signed by the Mayor. Brander, Mako, Emond and Za~tn "aye", motion carried. Phyllis Jo~ade and Lane Esswein reported on the Bicentennial Committee activity and the events that are planned. 75.39$ Motion by Emond seconded by Zaun to authorize the expenditure of $125 for the rental of afloat by the Bicentennial Committee for the. Pan-O-Prog parade.. Mako, Emond, Zauun and Brander "aye", mat ion carried. The placement of a time capsule in Aronson Park and the placing of three welcome signs at the entrances to Lakeville were discussed. The Bicentennial Com~ni.ttee will contact various organizations to see if financial backing can be obtained. A drawing showing the location of four security lights in Antlers Park was presented. 75.399 Motion by Emond seconded by Zaun to authorize the installation of the four security ]sights in Antlers Park. Emond, Zaun, Brander and Mako "aye", motion carried. Mr. Johnson and Mr. Laddusaw were present with. their. preliminary plat for the. proposed Dakota Heights 7th Addition. Mr. Farrell said the matter which is up for Council action is the rezoning of Outlot B for multiple dwellings and the portion designated for two family dwellings. The prelircu.nary plat should ~1) CITY OF LAKH~VILLE COONCIh MEETING 9, 1975... also be approved. at this time. It was suggested .that., the plat be :split into two portions,. Dakota Heights 7th Addition and'Dakota Heights $th Addition. Mr. Farrell and Mr. Frigaard showed where-the santaxy sewer wi11 be installed and said that this wi11-be used for laterals in these additions. One problem is 17th Street as it was reconanended that the street be aligned at the intersection and that a S0' portion would `have to be obtained from Mr. Barrett. The .developers are suggesting..that Dakota Heights 7th Addition be developed ix~ stages and would ,request sewer and water for. only the fir$t stage at this time... The Park Director has said he feltthe park proposal-for .these additions `is adequate.:. A cash payment would probably be preferable .for the ~zltiple development portion. Mr. Farrell asked the developers if'they would waive the time limit for approval of plat ar~.d set a date for a meeting to discuss .thin.. matter further. This. was agreeable and :Monday,. June 16th at ~F P.M was .set for a meeting. 75.400 Motion by Brandes seconded by Zaun to authorize the. Mayor and Clerk to execute the Antlers. Park band. concert'eontract. Zaua, Standee, Asako and end "aye", motion. carried. 75401 Motion by Brander seconded by Zaun to authorize the refund of the unexpended ...monies. paid to the City for the Orchard Lake Tavern lcenser,by its former owners, Mr. & Mrs. Pahl.- Brander, Mako, F~nond and Zaun "aye", motion carried. 75.402 Motion by.gmond seconded by Zaun to approve the issuance of an off sale, beer license to Lloyd's of Lakeville. Malso, Eluond, Zaun and Brander "aye", motion carried. 75.403 Motion by gnonc3 seconded by Brander to authorize the execution'of.the Booster Station contract. Ea~nd, Zaun~ Brander and Mako "aye", motion carried.. 75.40+ Motion. by Eanond seconded by Zaun to authorize the execution of the. water and sewer trunk extensions, Highview fiA Ipava contract. Zaun, Standee, Mako and „ayensmotion carried. The attorney will return with a recommendation on which course..to pursue. regarding the Metro.Transit:.tax collected. :The vacation of the portion of the Judicial Road on the west side of Orchard ~iTake was discussed and Mr. Frigaard reviewed his ~~~ardingthe road that s..behind these homes on Judicial Road. 75.4©5 Motion by Brancies seconded by 7~un to order the engineer to do a feasibility study for placing:-a xoad behind the four homes an the west side of Orchard Lake.
