I CITY OF LAKE'tTII~LE COUNCIL MEE'PING MAY 12 1975 The meeting was called to, order at 8:0o P.M. by Mayor Mako. Flag pledge followed. Present; Zaun, Brander, Mako and Emond. Absent; Clarkson. Also prese~art; Robert Frigaard, City Engineer, Pat Farrell and Roger Knutson,; City. Attorneys and Richard Hogan, City Administrator. 75.320 Motion: by Zaun seconded by Branclea to accept the minutes:..of the May 5, 1975 meeting as presented. Zaun, Brander, PAako and Emond "aye", motion carried,. 75.321 Motion by seconded by Brander to authorize the Mayor to sign the "Proclamation Clean Up~Lakeville Week". Brander, I~ako, Emond and Zaun "dye", motion. carried. Mr. Clarkson arrived at 8x15 P.M. Mr. Farrell reported. on the status of the G & G Builder's bond. Mr. Frigaard presented a letter with the low bidders shown on the three pro~ectr, Trunk Water and Sewer .Extensions-Highview to Ipava, Water Booster .Station and Street Improvements-Orchard Gardens.~Fth Addition. He recommended the. Council accept the bids and .then award the contracts -to the low bidders. Mako, Emond, Clarkson, Zatan and Bratades "aye", motion carried.. ..75.323 Motion by' Ernond seconded by Clarkson to award the contract for the Trunk Water and Sewer Extensions:Highview to Ipava to the low bidder' Richard Knutson, Inc. whore bid was X281,628.60. Emend, Clarkson, Zaun, Brander and Mako "aye", motion carried. 75.32 Motion by Emond seconded by Zaun to award: the contract for the Water Bcaorter Station to'the low bidder, Berglund-Johnson, Inc. whose bid was X78,700.00 with a deduct of X2,285.00 for Edison Contrals which would make the contract total ~76,~+15.00. Bassett."r request for a manhole and stub the sewer and water mains out on a proposed street off Junelle Avenue sub3ect to Mr. Bassett's agreeing ix1 writing to pay for this by an assessment against the benefittad lot. Margaret McFarlane of the Minnesota Valley Restoration Association appeared before the'Couneil to request monetary aid in the mmving of the Marie Heller how to the Shakopee site. She explained why she thought this how would fat ntathis protect. 75.32'7 Motion by Clarkson: seconded by Zaun to table a decision on t~i.s until .next .week and cheek out other civic Qrganizations for donations... Mako, Eanond~ Clarkson, Zaun and Brander "aye", motion carried.... Mr. Clarkson presented his time plan for the purchase of lands trucks and .the construction of a building to house a fire department in the Valley Park area. Mr. Mako also reported on a meting he attended with ad~oin~~+ comoaunitier regarding the ambulance service and he felt that. the fire department building could also be utilized for the `ambulance servi.ee. 75:•328 Motion by Clarkson 'seconded by Zaun to table a decision on establishing the.. second°fire department until the 16th of June. Emond, Clarkson, Zaun, Brander .and-Mako "aye", motion carried.. ~l) w CITY OF LAKE;V.ZLLE COUNCIL MEETING MAY 12, 1975 A discussion took place between the Council and Mr. Jens Caspea~on regarding ` the proposed contract for the conditional use permit for his property at Lake .Marion. Mr. Caspersen would :like to be able to rent fishing boats and permit the launching of fishing boats twenty four hours a day. Other interested persons who were .present, asked that this be allowed. 75.329 Motion by Clarkson seconded by Zaun to adopt the resolution with the following corrections for the conditional use permit on Mry'Carperron's propertyt Under Seca 3, Item A., delete "and boating:' and correct the closing time to read 11:00 P.M.; add new section C. as follows: That boat. rentals and launching should be permitted between the hours of ~S:OO A. Ma to 11:00 P.M. except that boat rentals and launching for fishing purposes only should be permitted.. an a twenty four hour basis. Clarkson, faun, Brander, Make and Emend "aye", motion carried. Mr. Farrell reported on the two properties that the City wishes to purchase for parking north of the Liquor Store, 75.330 Motion by Brander,seconded by Zaun to adopt the resolution authorizing the acquisition of property axi the City of Lakeville as corrected. Mr. Kraig Loftquist of l+Taegele Sign Co, appeared before the Council in regard to conditional use permits for three signs along Highay 35~. Mr. Farrell reported that he had talked to the planner about this but no decision had been reached, 75.331 Motion by Clarkson seconded by Zaun to authorize the Attorney, Ad~m.ni.stz°ator, Planner and Mr. Emend to work with the Naegle Sign Compar~y ixi resolving the three signs they wish to erect on 3~+W and their existing signs in the City of Lakeville. Brander, Make, Emend, Clarkson and Zaun "aye", mcation carried. 75.332 Motion by Clarkson seconded by Z~un to authorize the Mayor and the Clerk tta sign the contracts for the Water and Sewer extensions, Dakota Heights, Oak Hills Additions. Makb, Emend, Clarkson, Zaun and Brander "aye", motion carried. 75.333 Motion by Brander seconded by Zaun to follow the reconar~endation of 'the Adm~i.rustrator and pay .for the Valley Park I3rainage easement from the General Fund Surplus for 197+ and that this paroject be covered under az~y other future storm water drainage bonding program. Emend, Clarkson, Zaun, Brander and Make "aye", motion carried. Mr. Farrell reported that Instant Homes had paid a water bill and had promised to pay their bill in f'u1.1' by the 20th of May. The ftanding of the Crystal Lake project was discussed and Mr. Hogan recommended. that a loan be made for thin from the Utility Trunk Fund until it can be paid for by a bond issue. A supplement to the joint powers agreement between the City of Burnsville and the City of Lakeville was presented for approval. 75.33+ Motion by Emend seconded by Brander to adopt the resolution presented by Mr Hogan, "Supplement to Joint Powers .Agreement be-taaeen the City of Burnsville and the City. of Lakeville" subject to the final signing.. by Burnsville. Clarkson, Zaun, Brander, Make and Emend "aye", motion carried. 75.335 Motion by Emend seconded by Zaun to authorize the payment of ~38$O for the water and sewer hookups in Crystal Lake to Burnsville and include the option of the residents to pay this immediately to save on interest. Zaun, Brander, Make, Emend and Clarkson Wage", motion carried. 75.336 Motion by Clarkson seconded by Emend to authorize the Mayor and the Clerk to sign the Fire Service Contracts for Elko, Eureka and New Market. Brander, Make, Emend, Clarkson and Zaun "aye", motion carried. 75.337 Motion by Make seconded by Zaun to appoint the following persons to the Energy Conservation Committee: Public Works Directc?r, Police Chief and Building Inspector.. Make, Emend, Clarkson, Zaun and Brander "aye", motion carried, 75.338 Motion by Emend seconded by Brander to release the ~lOO bond that Mr. Lester ~~,nk has ..with the City for his rubbirh hauling license because he has sold; his business. A.meeting was set for 7:40 P.M on the 20th of Maq to naret with the auditor 'to review the audit report for 197~F.
