PARKS, RECREATION AND NATURAL RESOURCES COMMITTEE
Minutes for meeting of: March 8, 2006
ITEM #1. Call to order.
The meeting was called to order in the Lake Marion Conference Room at 6:10 PM.
ITEM #2. Roll call.
Present were Committee Members K. Miller, T. Goodwin, J. Hayes. Unable to
attend were P. Messinger, J. Berg, J. Volimas, H. Lovelace, R. Walia. Also present
were Parks and Recreation Director Steve Michaud, Environmental Resources
Manager Mac Cafferty and Recording Secretary Pat Vinje. A quorum was not met.
ITEM #3. Approval of Parks, Recreation and Natural Resources
Committee meeting minutes of February 15, 2006.
The minutes of the February 15, 2006 Parks, Recreation and Natural Resources
Committee meeting were presented. The minutes were approved as written.
ITEM #4. Citizen Comments.
There were no citizens present at the meeting for items other than what is scheduled
on the agenda.
ITEM #5. Staff reports and summary of current projects.
-Staff is currently working on grants. Some were submitted by the end of
February and the remaining grant submittals are due at the end of March.
-Member Goodwin inquired about the care of beaches during the summer. It
seems since there are no longer lifeguards attending to the beaches, the
incidence of goose droppings is an issue. Staff indicated seasonal maintenance
employees are responsible for the care of the beaches now but it is not always
possible to have them scheduled for more than one stop per day. Staff will bring
this to the attention of Park Maintenance to see if additional visits are possible to
affected sites.
ITEM#6. Release of draft Parks, Trails and Open Space Plan to
neighboring communities.
The Metropolitan Council requires a 60 day comment period for review of the Parks,
Trails and Open Space Plan. The plan will be sent to area government agencies,
school districts and athletic associations. Their comments are due back before the
plan is forwarded to the Planning Commission and City Council for final approval.

Parks, Trails and Open Space Plan to local government agencies, school districts
and athletic associations for review and comment.

ITEM #7. Emerald Professional Center final plat.
Tramm Builders and Realtors has submitted an application for final plat of seven lots

of approximately 3.18 acres located north of 185 Street and east of Kenyon
Avenue. The project proposes to construct two one-story townoffice buildings. The
preliminary plat was approved in December of 2005. There are no park land
requirements in this portion of Lakeville. A cash contribution to satisfy the park
dedication ordinance is required in the amount of $18,889 (3.18 acres x $5,940).
The developer will be required to construct a 5-foot wide concrete sidewalk on the
east side of Kenyon Avenue along the frontage of the proposed project. The

sidewalk will connect with the trail being constructed on 185 Street. There are no
wetland impacts. There are 116 significant trees on the site of which 51% will be
saved.
06.10 Motion by Hayes and seconded by Goodwin
to recommend City Council consider
approval of Emerald Professional Center final plat including a cash contribution of
$18,889.20 ($5,940 x 3.18 acres) to satisfy the park dedication requirement. The
developer will be required to construct a 5-foot wide concrete sidewalk on the east
side of Kenyon Avenue.
In addition, the developer is required to follow the natural resources requirement
detailed in the Planning and Engineering reports associated with tree preservation,
grading, drainage and erosion control and further recommendations by the Dakota
County Soil and Water Conservation District, if applicable.

ITEM #8. St. John?s 1 Addition preliminary plat.
Representatives of St. John?s Lutheran Church have submitted planning applications

for the proposed development of a 34.91 acre parcel located north of 202 Street
(TH 50) and east of Highview Avenue for the construction of a new 519 sanctuary
church with a planned 78 seat overflow seating area totaling 597 seats. The
remaining portion of the 34.91 acre parcel would be preliminary platted as an Outlot
for future expansion and development. Park dedication fees required consist of
$3,995.00 for one single-family lot. Future platting of Outlot A for residential
development will require the payment of additional park dedication fees in effect at
that time. The development of St. John?s First Addition includes the rough-grade for

the future construction of a 10-foot wide bituminous trail along 202 Street. The trail

will be constructed at the time that 202 Street is reconstructed into an urban
roadway. The first phase development of St. John?s First Addition will include the
construction of an 8-foot wide bituminous trail along the east side of Highview
Avenue to be constructed with road improvements. Cost for the trail will use the
standard 5/8-3/8 share cost formula. Significant trees include 155 green ash and 6
cottonwood located north of the plat, which are not expected to be impacted by
construction. There are no wetlands identified on the site.

ITEM #9. Donnelly Farms 2 Addition final plat.

The Donnelly Farms 2 Addition final plat is a replat of several lots adjusting lot
widths. There are no additional lots being added. The original recommendation of
the Donnelly Farm plat remains as recommended. There is no need for a motion.
ITEM #10. Unfinished business.
There was no unfinished business at this time.
ITEM #11. New business.
There was no new business at this time.
ITEM #12. Announcements.
The next meeting of the Parks, Recreation and Natural Resources Committee is
scheduled for March 22, 2006 at 6:00 PM at City Hall.
